MANAGEMENT ECHELON POST 15/63 : GENERAL MANAGER: PROVINCIAL HOUSE OF TRADITIONAL LEADERS SALARY : R R commencing salary: R per annum Salary Level 14 CENTRE : Bhisho REQUIREMENTS : An appropriate degree with five years working experience at Senior Management level. Previous experience in Local Government environment will be an added advantage. Computer literacy. Code 8 driver s licence. DUTIES : Formulation, implementation and reviewal of the strategic plan of the PHOTL. Ensure proper management of the rendering of Secretariat services to PHOTL (Chamber, Executive and Committees). Facilitate conduction of investigations on claims and disputes referred to the PHOTL in terms of legislation. Facilitate conduction of research on matters referred to the committees of the PHOTL. Ensure that support is provided on legislation referred to the PHOTL around traditional leadership and governance issues. Facilitate the implementation of resolution/reports of PHOTL - House sittings and Committee meetings. Facilitate the promotion of Traditional, Cultural and Customary Programmes within the Province in consultation with relevant departments and organisations. Facilitate participation of Traditional Leaders on Cultural activities/events, the promotion of culture, customs and traditions in the Eastern Cape province with relevant departments and organisations, these will Include: standing provincial events like, Heritage Day, commemoration of Wars of Land disposition (joint coordination with the Department of Sport), Acceleration of intervention of the members of the House on initiation programme. Facilitate the monitoring of the implementation and compliance of the Traditional Leadership and Governance legislation. Conduct awareness/advocacy on policy legislation relevant to Traditional Leadership and governance issues. Facilitate provision of advice to all Traditional Leadership Institutions across the Province. Facilitate the provision of Administrative/corporate support services to the PHOTL in line with departmental Administration/Corporate Governance Branch policies, frameworks and practices which includes; managing and monitoring PHOTL budget and action plans in consultation with CFO, this includes Supply Chain Management services issues for PHOTL, provide Corporate Services to the House such as registry services, receptionist, HRM related services, Messenger/driving services, cleaning services etc, Provide Library service to the House of Traditional Leaders, Render communication and protocol services for PHOTL, Facilitate management oversight of Local House of Traditional Leaders, Facilitate the capacity building programmes and interventions for the members of PHOTL, Provision of support on PHOTL development programme, Support HIV/AIDS and poverty alleviation programmes and rural development initiatives, Organise donor funding for poverty alleviation programmes and interact with members of the PHOTL in order to identify projects in rural communities. Ensure that good relations are maintained between the Provincial House and all stakeholders such as

2 Traditional Leaders, SALGA, Municipalities, standing committees, Treasury, OTP, emerging contractors, NGO s consultants etc. Ensure compliance with the Constitution of RSA, PFMA, MFMA, Public Service Act of 1994 and Public Service Regulations, Municipal Structures Act, Municipal Systems Act, Traditional Leadership and Governance Framework Act No 41 of 2003, Provincial Traditional Leadership and Governance Act No 4 of 2005, House of Traditional Leaders Act No 1 of 1995 and other relevant legislation and mandates that are relevant to the Department and also governing Local Government and Traditional Institutions. Responsible for the efficient management of the Sub-division, including the effective utilisation and training of staff, the maintenance of discipline, promotion of sound labour relations and the proper use of state property. Administration of operational plans for the Section, ensuring that the goals and objectives determined are achived. Co-ordinate and direct programmes of technical support with regard to land survey services to local government structures.
