1 Department: Municipal Manager s Office 1. Driver to the Mayor: Permanent R 72, Matric /Grade 12*Minimum of 2-3 years relevant experience in Driving and Security matters. Secretary to the Mayor: Permanent R per annum Grade 12, Secretarial Diploma, knowledge of municipal legislation, Key Performance Areas: Performing complex and diverse secretarial and clerical duties in the office of the Mayor.* Providing administrative support for Mayor among others non routine correspondence, compiling reports, typing documents, using spreadsheets or word processor software, managing the diary of the Mayor, receiving visitors, screening and directing mayor s calls, arranging mayor s meetings or travels, maintaining records or files. 3. Manager in the Office of the Mayor: Permanent R per annum Bachelor Degree/National Diploma in Public Administration or equivalent qualification. Code 08 Driver s license, Minimum of 1-2 years experience in managerial position. Excellent communication skills, Good Interpersonal relations Able to work under pressure. Knowledge of Local Government legislation Key performance Areas: Manage external and internal communication within the office of the Mayor. Advise the Mayor on strategic and political matters. Manage the municipal strategies with regard to the Office of the Mayor. Planning, organising,controlling and coordinating all activities in the office of the Mayor. Update the Mayor on economic development, internal and external relations. Write speeches for Mayor. Advice the Mayor on all operation of the municipality. Perform all duties as delegated by Mayor. Manage general administration in the office. 1

Senior Communication Officer: Permanent R per annum National Diploma in Communication, Journalism / Public Relations or equivalent qualification, 2-3 year experience, code 08 driver s license Competency: Interpersonal skills. Knowledge of Local Government legislation. Computer skills. Ability to work under pressure. Key Performance Areas: Develop and promote best practice and adhere to agreed system and procedures across all areas of work. Remain informed of issues affecting Aganang Local Municipality, Local government and a wider communication policy. To develop and maintain a municipal photo library for use across a range of communications forums. Develop and implement in liaison with other departments and staff municipal visual branding. Review and implement a communication policy. Coordinate the production of internal and external publications and materials in consultation with management. Support the municipality, senior managers and staff in developing communication and branding strategy. Drafting press release, responding to media enquiries and building dialogue with Journalists. 5. Internal Auditor: Permanent R per annum National Diploma in Internal Audit. Minimum of 2 years relevant experience. Competencies: Good communication skills, Computer skills, Knowledge of MFMA and other pieces of legislation in Local Government, presentation skills and time management skills. Key Performance Areas: Assist in compilation of annual internal audit plan. Assist in planning of audits engagement and development of audit programmes. Supervise and review the work of trainee auditors. Coordinate and execute the audit engagements as per annual plan. Perform follow up audits. Prepare draft engagements audit reports. Perform duties requested by supervisor 6. Coordinator Youth Desk: Permanent (Re-advertisement) R per annum National Diploma in Public Administration, Qualification. Minimum of 2 years relevant experience. Code 8 Driver s license. Good planning skill. Good communication skill Good interpersonal relations Key Performance Areas: Coordinate participation of youth in youth programmes and coordinate Skills Development Programmes for youth. Establish youth projects data base and maintain it. Compile and maintain youth statistics within the municipality. Run youth awareness campaign. Manage events and perform general administration. 2

3 Department: Budget and Treasury 7. Creditors Clerk: Permanent (re-advertisement) R per annum Grade 12 with Accounting. Computer literacy and1 Year experience will be an added advantage. Key Performance Areas: Administering accounting duties by receiving, sorting and preparing batches of invoices. Reconciling various expenditure reports to the source documents. Preparing payments vouchers to replenish petty cash, process cash and cash related transactions. Prepare bank deposits and creditors reconciliation. Entering cash transaction in ledgers and reconcile cash reports. 8. Procurement Clerk: Permanent ( Re-advertisement) R per annum Grade 12 with Accounting. Computer literacy and1year experience will be an added advantage. Key Performance Areas: Prepare and issue orders to service providers. Filling of quotation documents. Make follow ups on delivery of goods and services. Make bookings for accommodation for municipal staff and councilors according to specification. Source documents from approved service providers. 9. Interns Finance:x2 (2 year contract) R annual salary package Grade 12 plus B Com degree or National Diploma in Accounting. Computer literacy Key Performance Areas: Preparation of Annual Financial Statement, Budget preparation. Financial reporting. Supply chain Management, Income and Expenditure Management. Assets and liability Management. 10. Senior Accountant Budget & Reporting: Permanent R B. Com. Accounting or National Diploma in Accounting. Minimum of three years financial experience. Valid code 08 driver s license. Competencies: Knowledge of MFMA, Budget Reporting & regulations, Key Performance Areas: Develop and maintain budget related reports, prepare monthly financial report to include budget to actual revenue and expenditure information, analyse significant variances. Responsible for the overall compilation of annual budget, adjustment budget and virements as per the budget policy of the municipality and other relevant legislation. Be directly involved in all strategic decisions and document preparation for the municipality ( IDP, Budget and SDBIP). Prepare and submit reports to the relevant stakeholders (i.e. Section 71 &72 reports, quarterly reports and all conditional grants reports, etc.). Be directly responsible for all budget processes and ensuring that deadlines are met when the budget is prepared. Ensure that the budget is prepared and submitted in the prescribed formats, as per treasury regulations. Review and implement budget related policies and recommend new policies, as needed. Be directly involved in the preparation of Annual Financial Statements. 3

4 Department: Economic Development and Planning 11. Senior Manager: Economic Development and Planning (Fixed term contract) Re-advertisement Remuneration package: Negotiable. Five year contract Bachelor Degree in Development Planning. Code 8 driver s license. Minimum of 5 years experience in the Development Planning in Local Government. Competencies: The ideal candidates should be able to show the following abilities: strategic leadership to lead complex development issues. Project management and be client orientated. Excellent communication skill. Good interpersonal relations. Knowledge of Local Government and legislation. Problem solving and report writing skills. Key Performance Areas: Develop and review Economic Development and Planning Policies and procedures and ensure implementation thereof. Develop and review Local Economic Development and manage the plan and manage implementation. Develop and review Municipal Spatial Plan, Monitor and evaluate implementation. Develop and review land-use strategy. Advise council on economic development issues. Advise the council on environmental issues and develop necessary strategy to ensure that environmental challenges are addressed. NB: Recommended candidates will be subjected to security vetting. 12. Building Inspector: Permanent R per annum Grade 12. NQF Level 5, Trade tested Artisan in Civil Construction 2-3 years relevant experience. Valid Driver s license Code B. Key Performance Areas: Co-ordinate compliance with standards, procedures, regulations and specifications in terms of National Building Regualation and SABS. i.r.o. submission of plans for approval and construction of buildings. Prepare and present investigational reports. Process, approve and issue compliance notice to align practices. Building plan approvals and record keeping. Monitor compliance, quality and performance. Complete forms and notices, verify and approve content and submit for verification prior to circulation. Collate information from field reports, inspections and contractual documentation for inclusion in management reports. Monitor compliance with administrative and reporting requirements. N.B Recommended candidates will be subjected to vetting. 4

5 Department: Corporate Services 13. Senior Work Study Officer: Permanent R Bachelor Degree/National Diploma in Work Study/ Management Services, Human Resource Management or equivalent qualification. Code 08 driver s license. 2-3 years experience. Competencies: Job evaluation system. Employment Equity Act. Knowledge of Finance budgeting and finance directives. Financial management and procedures. Research/Policy analysis and Development. Coordination. Problem solving. Decision making and Interpersonal Relations. Project Management. Computer Literacy. Apply job evaluation instrument Communication skills. Key performance Area: Undertake Work Study investigations within the Organization. i.e. Staff Establishment, Draw work flow diagrams, Design and redesign of procedures and organizational structure. Conduct Job Evaluation and compilation of Job Descriptions to ensure purification of individuals' functions in order to determine the correct salary levels. Ensuring that staff establishment and organization structure is accurately aligned. Develop and maintain a database for Organization Development in order to maintain proper records. Provide Secretariat function to the Job Evaluation Panel proceedings in line with policy to ensure effective panel proceedings. Compilation of management reports 14. IT Technician: Permanent R per annum National Diploma in Information Technology. Minimum of 2 years experience as IT Technician. Code 8 driver s license Competencies: Good Communication skills, Good interpersonal skill, Knowledge of Local Government Legislation and Knowledge of Batho Pele principles. Key Performance Area: Perform maintenance of IT hardware and software. Assemble new PC and do repairs. Install and maintain support programmes. Maintain systems and network. Provide assistance to all users with regard to maintenance of software and hardware. NB: Recommended candidates will undergo security vetting. 15. Examiner: Motor Vehicles: Permanent R per annum Matric plus Examiner of Motor Vehicles Diploma Valid Driver s license Code B. No criminal records. Competencies: Knowledge of SABS and NRTA 93/96 Key Performance Areas: Examining of motor vehicles. Keep record of motor vehicle tested. Ensure that all safety aspects around testing are executed. Ensure that testing equipments are kept clean according to SABS. Compile statistics (daily, weekly, monthly). Assist the municipality in curbing corruption. NB: Recommended candidates will undergo security vetting. 5

6 16. Contravention Clerk: Permanent R per annum Grade 12 & Aarto Certificates or enatis Certificate Code B Driving license Key performance Area: Capturing handwritten infringements. Recording infringement payments. Receive monies for infringers. Querying infringements. 17. Pitman: Permanent R per annum Matric Key Performance Areas: Cleaning of municipal testing pit. Assist examiners during testing. Perform other duties assigned by supervisor. 18. Traffic Officer: Permanent (R R ) per annum Matric plus Basic Traffic Diploma. 2-3 years experience. Code C1 driving license. Be registered as Traffic officer, No criminal record. Competencies: Knowledge of National Road Traffic Act, Criminal Procedure Act. Road Transportation Act and Law Enforcement, Knowledge of AARTO Act and Dangerous Goods Act. Speed checking and drunken drivers checking. Key Performance Areas: To enforce municipal By-laws. *To conduct point duty. *To attend and respond to road accidents. *To escort e.g.: mass actions; funerals; VIP s. *To patrol Professional Awareness Visibility and Education (PAVE). *To execute court duties and assist stranded motorists. *To execute warrant arrests. *To educate road users on road safety regulations or campaigns. *To curb corruption in terms of Criminal Procedure Act51 of N.B Recommended candidates will undergo security vetting.
