Overall Purpose Extensive knowledge and understanding of the Rwanda Governance sector; Strong knowledge in Good Governance principles and strategies. 1. Key Responsibilities and Carry out Policy formulation, Research, Analysis, and Advocacy. Advise the CEO and Management on strategic Policy matters. Undertake Policy Analysis supporting the review of the Good Governance Principles. Formulate Policy proposals from Research and Policy Dialogues, Coordinate and monitor key Policy issues. Draft reports, working papers, recommendations and briefing notes to the Management, and Board of Governors on policy issues. Establish and develop professional contacts with officials from Rwanda and International organizations as well as the academia in the field of Policy formulation and implementation. Organize events, meetings and disseminate Policy related information and documents to colleagues across RGB and external partners. Liaise with other institutions whose mandates are similar to -Advanced computer literacy and proficiency, especially related to professional office software packages (Microsoft Office and graphics); -Fluent in Kinyarwanda, English and/or French. Report to Board of Directors Conduct regular and periodic internal audits of all financial and programmatic activities of RGB with a high degree of independence and integrity; Responsible for planning reviews, preparing and reviewing papers, drafting Internal Audit reports and presentations of results to senior management; Manage the entire audit process from planning, executing and reporting on Financial and Operational Audit reviews and evaluation of internal controls to ensure cost-effectiveness in financial operations; Ensuring that all timeframes are adhered to by the office of internal audit; Keeping in liaison with the Government Auditor General s office to ensure that RGB financial operations are in line with the Government procedures and guidelines; Conduct any reviews or tasks requested by the Board of Directors, the audit committee, Managing Director or finance director, provided such reviews and tasks do not compromise the independence or objectivity of the internal audit function; French. 4 Provide to both management and the audit committee with an opinion on the internal controls; Work with the Board of Directors and management to ensure a system is in place which ensures that all major risks of the organizations are identified and analyzed, on an annual basis; Plan, organize and carry out the internal audit function including the preparation of an audit plan which fulfils the responsibility of the department, scheduling and assigning work and estimating resource needs; Report to both the audit committee and management on the policies, programmes and activities of the unit; Coordinate coverage with the external auditors and ensure that each party is not only aware of the other's work but also well briefed on areas of concern; Make recommendations on the systems and procedures being reviewed, report on the findings and recommendations and monitor management's response and implementation; Review and report on the accuracy, timeliness and relevance of the financial and other information that is provided for management; Work with management to ensure a system is in place which ensures that all major risks of the charity are identified and analyzed, on an annual basis; Report on the value for money that the organization obtains in all its activities with special regard to economy, efficiency and effectiveness. Report to Division Manager of Corporate Services Division Developing suitable accounting systems and procedures for the management of RGB resources; Providing regular financial management support and advice to RGB Management Team Responsible for RGB s financial operations and management and cash flow forecasts that will be used for requests for disbursement from Government and development partners; Ensuring effective cash flow management including monitoring and controlling of expenditure; Liaising with development partners and donors on matters relating to RGB funding and financial management; Ensuring the preparation and submission of statutory returns to the relevant authorities including the preparation for the annual financial audit; Human resources and administration by enhancing professional development, compensation and benefits, performance evaluation, training and recruiting. Ensure that recruiting processes are consistent and streamlined. Establish and manage a comprehensive training program to educate employees regarding staff tools, policies and procedures. Work closely and transparently with all external partners Preparation of monthly program financial reports including statements of expenditure as required; Coordinate with user departments and suppliers in the purchasing scope of work. Report to Division Manager of Corporate Services Division Principally shall offer technical backup support to the Director of Finance in the planning function; Consolidation of department, unit and zone plans and budgets into a comprehensive annual work plan and budget for RGB; Follow up other departments and units on timely implementation of set activities; Prepare regular implementation progress reports as required by different bodies of government or donors.
