1 VACANT POSTS: SENIOR MANAGEMENT: SOUTH AFRICAN POLICE SERVICE A-C. 1. The posts contained in this circular are vacant and are herewith advertised. The posts were also advertised externally in the Sunday Times, City Press and Rapport newspapers on 8 June The generic minimum requirements applicable to the posts, except where it is specified differently, are as follows: 2.1 Generic requirements: Applicants must: display competency in the post-specific core functions of the advertised post; have a minimum period of three years proven appropriate managerial experience at Middle Management level and relevant qualifications/requirements as specified per individual post. Applicants must be fluent in at least two of the official languages, of which one must be English, have a valid light motor vehicle driver s licence (Code 8), must have no existing or pending criminal case or disciplinary hearing and be vetted to obtain a Security Clearance at least up to the level of Secret or as specified per individual post. 3. NATIONAL LEVEL 3.1 Post Title: Divisional Commissioner: Inspectorate (At the level of Lieutenant General) (Post No 14/06/2538) Level of remuneration: Band C (SMS) = An all inclusive flexible remuneration package of R per annum is applicable to the post. APPOINTMENT REQUIREMENTS/COMPETENCIES: An appropriate Degree or Diploma in Policing Management, Police Science, Criminology or Law coupled with relevant training and development in the field of the post. A relevant Honours Degree in Management and Leadership, as well as relevant Masters studies, Executive Development Programme and Project Management, shall be an added advantage. Proven management experience in policing, at least eight years at a Senior Management Service (SMS) level is required.the incumbent will be subjected to Security Vetting process of Top Secret Security Clearance. Planning/ organising/ project management/ problem solving/ analytical/ decision making/ strategic thinking/ innovative/creative /presentation/report writing/ research/risk management/general people management and IT skills are required. The incumbent must have knowledge of processes, procedures, policies and legislations relevant to the field of the post, such as the PFMA, the SAPS Act, etc. *Direct and coordinate, interventions, monitoring and evaluations, *Direct and coordinate Support Services, *Direct and coordinate management of complaints against the SAPS and high profile investigations, *Direct and coordinate an effective and efficient Inspectorate Analysis Centre, *Ensure compliance of departmental directives, instructions, policies and procedures, *Liaise with other police agencies with a view of improving inspections and evaluations functions within the service, *Align the Division s functions with the strategic objectives of the SAPS, *Compile and implement the annual performance plan for the Division, *Compile quarterly and annual reports on the functioning of the Division, *Manage the administration of records and information flow within the Division, *Manage and coordinate the attention of complaints against the Service as reported to the
2 Division, *Liaise and interact with all other role players both internal and externally, for the improvement of the Inspectorate services, *Work with Internal Audit and Audit Committee to ensure combined assurance in the organisation,*manage and utilise all resources allocated to the Division in accordance with relevant directives and legislation. 3.2 Post Title: Head: Crime Research and Statistics: Office of the National Commissioner (At the level of Major General) (Post No 14/06/2539) Level of remuneration: Band B (SMS) = An all inclusive flexible remuneration package of R per annum is applicable to the post. A minimum of a BA Honours degree in statistics, mathematical statistics or demography. An applicant in possession of a master s degree in any of the above subjects will be an added advantage. A minimum of five years experience in research and compilation of large statistical databases and the analysis and interpretation of these databases. Three of the five years should be in a managerial/leadership position where the candidate has managed statistical and/or demographer and/or social scientists. Verbal and written presentation skills. The incumbent will be subjected to Security Vetting process of Top Secret Security Clearance. KEY PERFORMANCE AREAS *Develop policy, standards and operating procedures and evaluating compliance thereof,*ensure quality assurance with regard to crime statistics and rendering an associated support service, *Conduct crime analysis and research on crime statistics to address crime threats, *Ensure that the Minimum Information Security Standards (MISS) is adhered to within the environment, *Manage and utilise all resources allocated to the immediate post environment in accordance with relevant directives and legislation. 3.3 Post Title: Section Head: Legal Support: Crime Intelligence (At the level of Brigadier) (Post No 14/06/2558) Level of remuneration: Band A (SMS) = An all inclusive flexible remuneration package of R per annum is applicable to the post. An LLB. Degree or alternatively a recognised four years Degree in Law. A minimum of four years proven appropriate managerial experience at Middle Management level within the specific field of responsibility. The incumbent must have knowledge of systems, processes, procedures, policies and legislations relevant to the field of the post, such as the Minimum Information Security Standards (MISS), Public Service Act, National Strategic Intelligence Act, Secret Services Act, Prevention of Organised Crime Act, Prevention of Corruption Act, South African Police Service Act, legislation pertaining to interception of communications and undercover operations. The Intelligence Services Oversight Act, as well as the Public Finance Management Act. The incumbent must have a good understanding of the intelligence environment in the SAPS and prescripts relevant to the core functions of the post, an understanding of the functioning of the SAPS, and the broader Intelligence environment, including oversight over intelligence activities, be a hard worker, be prepared to work long hours and travel extensively. The incumbent is required to be subjected to a security vetting process and must be cleared to the level of Top Secret security clearance. *Render a legal advisory and support service to the Division: Crime Intelligence, *Provide legal guidance in terms of operational activities, *Advise and capacitate intelligence operatives particularly undercover agents on specific legal matters, -2-
3 *Conduct legal research inter alia to identify gaps and deficiencies in legislation and make recommendations in this regard, *Manage an effective and efficient line function and administration support service, *Formulate, implement and maintain national policies (including standards, procedures and guidelines) with regard to legal support (including recruiting, vetting and training of personnel, communication channels, the rendering of service, inspections, evaluation and monitoring of the effectiveness of service as well as other matters which require national uniformity) and ensure compliance thereof, *Establish and maintain a management information database concerning resources, skills, training and other work related information, *Ensure adequate capacity and resources for the rendering of an effective and efficient legal support service, *Ensure adequate skills levels pertaining to all personnel allocated within the defined area of responsibility, *Ensure that the Minimum Information Security Standards (MISS) is adhered to within the environment, *Manage and utilise all resources allocated to the immediate post environment in accordance with relevant directives and legislation. 3.4 Post Title: Section Head: Media Communication: Corporate Communication: Head Office (At the level of Brigadier) (Post No 14/06/2562) Level of remuneration: Band A (SMS) = An all inclusive flexible remuneration package of R per annum is applicable to the post. A minimum of five years experience at management/supervisory level within media relations. A recognized Degree or Diploma in Communication and /or Journalism. The incumbent must have managerial experience, good people skills and must have a good understanding of the content of the post. The incumbent must have an understanding of the functioning of the South African Police Service and can effectively communicate the SAPS purpose internally and externally. The incumbent must be a self-starter, hardworking, be prepared to work long hours and travel extensively. This is an extremely challenging position and the appointed incumbent must be someone who will make a difference in the repositioning of one of Government s key entities. *Strategically manage relations with the media and utilising it to communicate key SAPS messages, *Develop and lead the implementation of a proactive media interaction programme, *Ensure promotion of an integrated and coordinated media communication service and approach to the SAPS media liaison service, *Develop and implement an integrated media liaison strategy and action plan for the SAPS, *Ensure adequate rendering of media coverage and relations to media on core functions, *Manage media communication support to divisions through all available communication mediums, * Develop and implement a viable media monitoring and analysis strategy and tool for the SAPS, *Oversee the overall management of the SAPS National Media Centre and coordination with the Provincial Media Centre, *Manage personnel and service providers, *Manage and utilise all resources allocated to the immediate post environment in accordance with relevant directives and legislation. 3.5 RE-ADVERTISEMENTPost Title: Divisional Commissioner: Human Resource Development (At the level of Lieutenant General) (Post No 14/03/2508) Level of remuneration: Band C (SMS) = An all inclusive flexible remuneration package of R per annum is applicable to the post. -3-
4 APPOINTMENT REQUIREMENTS/COMPETENCIES: A Masters degree in any of the following relevant fields of studies: Policing/Human Resource Development/Human Resource Management/ Management and Leadership. Eight years experience at Senior Management level of which three years must have been with the Education, Training and Development environment. A PhD Degree in the above relevant fields of studies will be an added advantageas well as relevant training and development in an Executive Development Programme and Project Management. The incumbent will be subjected to Security Vetting process of Top Secret Security Clearance. Planning/ organising/ project management/ problem solving/ analytical/ decision making/ strategic thinking/ innovative/creative / presentation/ report writing/ research/ risk management/ general people management/ leadership and IT skills are required for the post. The incumbent must have knowledge of processes, procedures, policies and legislations relevant to the field of the post, such as the PFMA, Stakeholder Management, the SAPS Act, etc. *Manage the component: Research and Curriculum design of learning programmes, *Manage the component: ETD (Education, Training and Development Standards) that oversees skills development in SAPS, implementation of learnerships and internships, managing of partnerships across relevant SETAS and DHET, participate in SASSETA and PSETA structures, *Ensure quality assurance of all training in SAPS by setting ETD standards and policies, *Manage the implementation of Basic training, In-service training as well as Management and Leadership training, SARPCCO training and other international training, *Manage the Memorandum of Understanding with the University Licensing Supplier, *Manage the physical and human resources in line with the PFMA and all other relevant legislation. 3.6 RE-ADVERTISEMENT: Post Title: Head: Employee Relations and Life Cycle Management: Division: Human Resource Management (At the level of Major General) (Post No 13/11/2488) Level of remuneration: Band B (SMS) = An all inclusive flexible remuneration package of R per annum is applicable to the post. A minimum Degree or Diploma in Human Resource Management; a minimum of five years experience at senior management level within the specific field of the post. Knowledge of relevant legislation such as Basic Conditions of Employment Act, COIDA, Labour Relations Act, Medical Schemes Act, Public Finance Management Act, Public Service Act and the South African Police Service Act as well as related policies and regulations; Knowledge of Government policies such as PILIR and related prescripts on occupational incidents; extensive knowledge and experience in the management of discipline and the promotion of good conduct by employees; management of employee grievances; management of all types of leave of absence; and the management and administration of service terminations. Excellent data management as well as monitoring, evaluation and analytical skills.the incumbent will be subjected to Security Vetting process of Top Secret Security Clearance. PROVINCIAL LEVEL 4.1 Post Title: Provincial Head: Financial and Administration Services: Limpopo (At the level of Brigadier) (Post No 14/06/2567) Level of remuneration: Band A (SMS) = An all inclusive flexible remuneration package of R per annum is applicable to the post. A Degree or Diploma in Financial Management, Accounting, Commerce and Economics, or a Bachelor s Degree or National Diploma in Policing with relevant courses in the financial environment. Four years experience in the field of the post on managerial level, excellent planning, problem solving and strategic thinking abilities, sound knowledge of policies and procedures with regard to Financial Services (specially the Public Finance Management Act, 1999 (Act No 1 of 1999 and Treasury Regulations)). *Manage and control the budget and monitor standards, policies and directives in the province, *Manage and control the financial expenditure, auxiliary control services, salary administration & maintenance and financial accounting aspects, *Develop and implement a records management program to ensure the flow, safekeeping and provisioning of all records in the province, *Manage general administration services, losses and civil claims administration supports in the -5-
