1 Corporate Services IT - Programme Management Office (PMO) Manager This is an exciting opportunity for a self-motivated, experienced PMO or Programme manager to lead and manage the IT Programme Management Office, responsible for a significant number of complex projects supporting university strategic priorities. You will monitor and support the continued development of effective project and programme management processes, monitor project resource requirements and agree the allocation of appropriate resources for projects and programmes with stakeholders and IT Service Heads. You will also have responsibility for the line management of a team of staff within the IT Programme Office. You will be able to demonstrate significant proven experience working in a PMO. You will need to overcome various challenges, which include introducing a structured Resource Management methodology within the IT department and ensuring a consistent and agreed approach to Project Management. You will also need to ensure that all cross project risks and issues are identified and reported upon and that projects are reported accurately, in an agreed format and in a timely manner. 2 Job Description Responsible to: Head of Development and Projects Reports to: Head of Development and Projects Main Duties and Responsibilities Responsible for the management and development of the Programme Management Office function and staff Responsible for ensuring the PMO has a strong customer and service ethos as well as effective partnering between project managers and resource, delivery managers Responsible for the definition and implementation of: o Assumption, Risk, Issue and Dependency Management process o Change management process o Document management process o Planning standards o Resource Management process Maintain and evolve the IT Resource Management methodology, to ensure it is continually enhanced and reflects lessons learnt on other projects Oversee effective adherence of project standards/methodologies across all projects and programmes Take responsibility for the production of the Programme Resource profile Ensure Quality Assurance practices are monitored and recorded on key programmes or projects as required Act in the capacity of chair for the Change Control Group Responsible for ensuring the PMO provides support activities for major programmes or projects as required Regularly review project documentation and reporting to identify potential missing or unnecessary activities, issues or incorrect project assumptions to identify any themes and make recommendations for improvement as appropriate Assist IT Service Heads and Project Managers with the creation of budgets for Project Approval Requests, working collaboratively with the Finance Manager, Line manage and support Project Managers and sponsors in the execution of their projects Ensure all projects are managed and reported on in a timely and consistent manner, regularly reviewing projects to assess that they are managed and delivered to agreed plans and processes Responsible for the production of programme level reporting and management information for a wide range of stakeholders e.g. UEG, IT

5 Person Specification Essential Demonstrate experience of leading and managing a Programme Management Office (PMO) or equivalent i.e. a portfolio complex multiple projects, identifying and managing risks Demonstrate substantial experience of working with Project Management Methodologies including Project Life Cycle Demonstrate experience of working in a project orientated function using Project Planning tools Demonstrate experience of complex problem solving, making recommendations and taking into consideration variables to achieve the desired outcome Demonstrate highly developed communication skills, including the ability to write reports and present complex information clearly and concisely Demonstrate the ability to work with a high degree of accuracy and attention to detail Demonstrate the ability to lead, develop, manage and motivate teams and individuals towards the achievement of objectives without necessarily having full line management authority Demonstrate the ability to ensure balance between achieving long term strategic aims and shorter term operational requirements Demonstrate the ability to manage a busy workload without compromising on quality - including handling a demanding volume of enquiries from colleagues, establishing clear priorities for yourself and others and managing your time effectively Demonstrate practical experience of budget setting and financial management Desirable Demonstrate excellent IT skills, including experience of using Microsoft applications Hold a formal Project Management qualification (e.g. PRINCE) Demonstrate experience of resource allocation management Demonstrate experience of applying Quality / Business assurance
