EDUCATION AND QUALIFICATIONS A higher education qualification, e.g. degree and/or relevant professional qualification Essential Desirable KNOWLEDGE AND EPERIENCE Minimum 3 years housing management experience Track record of delivering high quality and effective tenant services Sound understanding of legislative; regulatory and management requirements in relation to non secure tenancies (particularly Short Assured Tenancies and, partnership leasing/management arrangements) Understanding of local housing market issues including those related to Mid Market Rent; NHT initiatives; supported housing; factoring requirements and agency service provision. Can demonstrate a track record of achievement in housing management including managing performance and processes
2 Can demonstrate experience in and successful management of budgets and income generation Experience of developing and leading on operational plans and ensuring successful implementation Experience of marketing and allocation of housing Good awareness of Service level Agreements and their implementation requirements Sound experience of developing and implementing effective engagement; liaison and communications with tenants; other residents; partner/stakeholder organisations; commissioning/support agencies and client organisations Experience and understanding of how to deal effectively with Anti Social Behaviour Demonstrable experience of maximising management reporting and utilising output for continuous improvement Good awareness of best practice in Housing Management Experience of servicing and reporting to Committees and Boards

It is a guide and identifies the main focus of the job. It is important to recognise no job or organisation is static. The Job Description will be reviewed regularly as part of the appraisal process. The main focus of the job is detailed below and the post holder will support the Executive Director and other members of the SMT on all aspects of managing non Scottish Secure Tenancies. The post holder will support the core values of the AHP Group and work to uphold such values in all aspects of their work. We aim to become a provider of choice in the services we deliver and develop these through engagement. Job Purpose and Key Objectives Lead on the delivery of the AHP Group s landlord services to external organisations and agencies in accordance with business requirements. Provide high quality, cost effective management of the Group s non Scottish Secure Tenancies. Manage the factoring service to owners and other stakeholders. Manage the Group s supported accommodation; tenants/residents of these properties and the associated relationships with the commissioning and support organisations.
13 Act as a catalyst for and take a lead role in the development and delivery of the Group s involvement in the integration of health and social care. Support the Executive Director in developing new business and new services to other tenure groups. Develop operational plans and strategies to support the non secure tenancy management aspects of the business plan including budget setting, management planning; equality of opportunity and performance management. Support the continued growth and performance of this part of the Group s activities through effective planning; monitoring and achieving associated Key Performance Indicators. Key Responsibilities Provide and ensure delivery of full range of housing management services on an agency basis where AHP Group is contracted/commissioned to do so. Manage services to NHT Developers, lead on servicing NHT Boards (including personal attendance) and ensure effective services to tenants in accordance with KPI requirements. Ensure effective liaison and communication with Developers; stakeholders and prospective tenants in relation to marketing; allocation and potential sales of properties (as appropriate)? Take a lead role in the development; successful implementation; review and monitoring of Management & Maintenance Agreements where required. Take a lead role in setting up and implementing Service Level Agreements (where required) and ensure implementation. Initiate and/or take part in annual review processes where these are required. Ensure all related housing management strategies, policies and procedures are effective and comply with legislative requirements, regulatory requirements and take account of best practice. Operate within delegated authority and, ensure that budgets and other resources are effectively developed, managed and reviewed. Keep up to date with changes in regulations and legislation - undertake training as required. Directly manage the Group s supported accommodation and the relationships with the commissioning and support organisations and protect the Groups interests in doing so. Lead on Group Integrated Health & Social Care policy (Including Leasing Agreements, Management Agreements; HMO s; new initiatives and regular review of same) Manage the factoring service to owners and other stakeholders ensuring compliance with all relevant legislation. Take a lead role in preparing papers for and attending AHPD Board and other governing bodies to whom the Group provides services and provide requisite support to the Executive Director and CEO. Ensure effective communication with tenants through a range of media and deal with feedback and complaints. Ensure the overall effective management of the Group s non secure tenancies and agency services properties including dealing with void properties, allocation of properties (new and existing);managing marketing and the allocations process. Manage anti social behaviour effectively to ensure harmonious localities.
14 Specifically ensure income due from tenants (through rents; former tenant arrears collection, service charges and recharges) and agencies is secured in accordance with key performance indicators. Develop and implement appropriate tenant engagement strategies and policies including those relating to communication; customer feedback and involvement. In relation to the duties and responsibilities of the post and range of associated activities lead and monitor the delivery of Equality and Diversity objectives particularly as linked with supported accommodation and integration of health and social care.
