1 Job Description Job Title: Grade: School/Service: Responsible to: Responsible for: Liaison with: Reward and HR Systems Manager F HR Services Senior HR Manager (Policy and Operations) HR Systems Officer Colleagues in HR Services, managers and staff, external bodies as appropriate Job Purpose: To manage and develop HR Services on-line Recruitment, HR and Payroll Systems, and maintain the HR Services web pages. To act as the main point of contact for HR Services with IT Services, the Web Team, external software providers as well as managers across UEL in relation to management information. To ensure that the HERA job evaluation process is conducted consistently across all roles at UEL, and to research market pay data to advise where market supplements may be appropriate. To manage the Rewards project and other projects as appropriate arising from UEL s Workforce Strategy, working with colleagues in HR Services and across UEL as appropriate. Main Duties and Responsibilities To implement, develop and manage the itrent HR/Payroll system and Stonefish Recruitment system. To play a key role in the implementation and maintenance of a UELwide on-line Appraisal/Performance Review system and the roll-out of People manager and Self-Service itrent modules. To line manage and develop the Reward and HR Systems Officer, which includes agreeing objectives and targets, conducting the staff member s appraisal (called Staff Development and Review) and monitoring of progress to ensure the maintenance and development of

2 our HR systems, and accurate application of our job evaluation scheme. To manage the HR systems in all aspects of IT software, hardware and provide first line IT support to all colleagues in HR Services. To ensure that the HERA job evaluation scheme is used to assign staff to an appropriate grade for their level of responsibility and accountability on an on-going basis, and that the process remains fair and consistent. To manage the Higher Education Role Analysis (HERA) database. To manage the use of market supplements and other pay benefits at UEL, via the use of external data providers. To act as the main point of contact for the maintenance of the HR Services web pages. To provide university-wide management information, including the University s Equality and Diversity Staff Profile. To complete all external statistical returns such as the HESA staff return, DLA Piper Benchmarking, Universities and Colleges Employers Association (UCEA) Remuneration Surveys, Freedom of Information Requests, Office of National Statistic requests, ECC/Capita Pay and Market Pay surveys etc. To research pay and benefits in the HE sector and other sector and to devise appropriate pay and benefit schemes for use in UEL. To conduct equal pay audits of UEL in conjunction with colleagues from HR Services as appropriate, to identify and potential inequalities in terms of factors such as age, gender, ethnicity and disability and in addressing areas of concern to ensure that UEL has in place equal pay for work of equal value. This will include analysing pay and other HR data and producing appropriate statistics and reports from our HR database. To represent UEL at national or regional events relating to HR/Payroll software, pay/job evaluation events, take a lead in the web recruitment user group and to network with colleagues in other HEIs. To be an active member of and contribute to the work undertaken by the HR Services Management Team and to maintain and contribute to the development of HR Services service standards. To advise on and positively encourage the application of best practice in employment matters with regard to equality and diversity objectives.

4 PERSON SPECIFICATION Job Title: Service: Grade: Reward and HR Systems Manager HR Services F EDUCATIONAL QUALIFICATIONS: Essential Criteria Degree (A/C) KNOWLEDGE AND EXPERIENCE: Essential Criteria Substantial experience of system administration of an HR/payroll database and an online recruitment system in a large, complex organisation (A/I/T). High level knowledge and experience of the full Microsoft Office suite, particularly Excel (A/I/T) A good understanding of computer system hardware and its impact on system performance, with the ability to apply this to achieve the best out of the resources available (A/I) Substantial experience of using a third party reporting tool A good knowledge of HR processes and procedures, and an understanding/appreciation of the impact of legislation on them and data storage. In-depth knowledge of job evaluation and reward systems Desirable criteria Experience of using the Business Objects reporting tool High level understanding of payroll function and payroll legislation Experience of completing Higher Education Statistics Agency (HESA) returns, its data requirements, coding conventions, and scope. Knowledge of the Higher Education Role Analysis (HERA) job evaluation system SKILLS AND ABILITIES: Essential criteria Excellent written and verbal communication skills (A/I/T)

5 Strong ad hoc report writing skills Strong statistical skills (A/I) Experience of staff management, agreeing clear objectives and organising and delegating tasks according to individual abilities and ability to work as part of a team Experience of planning, prioritising and organising the work of yourself and others, on a daily, weekly or monthly basis, whilst ensuring the effective use of resources. Experience of using initiative and creativity to resolve problems that are unpredictable, identifying practical and suitable solutions.
