1 City College Plymouth Finance & Resources Directorate Human Resources JOB DESCRIPTION POST TITLE : Director of Human Resources DATE : March 2010 REPORTS TO : Deputy Principal Finance & Resources Job Purpose To develop and implement the College's Human Resource Strategy, and ensure that College managers and staff receive a high quality and effective HR service to enable the College to achieve its current and future business needs. The other principal purpose of the post is to manage the College legal services, and lead on Equality and Diversity, proposing and implementing policy and reporting as appropriate to the SMT and Corporation. Main Duties and Responsibilities 1. To develop, implement and oversee the College's Human Resource Strategy consistent with best practice and the delivery of the College's mission, strategic plan and goals. 2. To advise the senior management team on strategic HR planning and organisational development. 3. To develop, implement and review the remuneration, compensation and benefits strategies and policies of the College to ensure that the College can recruit and retain a high performing workforce, for all staff except Senior Postholders and Senior Management Team members. 4. To monitor and develop the College's equal opportunities policy and practice as it relates to staff. 5. To lead and direct the work of the Human Resources Department. 6. To lead the College's employee relations machinery and to liaise with trade unions and staff side representatives to the benefit of the College.

2 7. To develop and implement staff recruitment strategies in order to ensure that the College is able to attract a high quality workforce. 8. To ensure effective processes are in place to enable change management processes and restructurings. 9. Determine and oversee the delivery of the College s CPD plans, and the associated budget(s), and assure their effectiveness and value for money. 10. Establish and maintain appropriate personnel policies and conditions of service and working practices, monitoring adherence and effectiveness. 11. To provide advice, guidance and training programmes to the managers on all aspects of HR management. 12. To ensure the delivery of an efficient HR management service in accordance with the HR Strategy and annual HR plans, within budgets and timescales and to the appropriate service standards. 13. To manage the provision of appropriate management information reports for HR data to all levels of management. 14. Through a service level agreement, ensure the provision of a high quality Occupational Health Service. 15. To manage the College s Legal Services Team. 16. To lead on cross College Equality and Diversity strategy, policy and implementation. 17. To liaise closely with the Safeguarding team to ensure, as a minimum, compliance with the legislative framework and guidance around safer recruitment and keeping abreast of developments in this area. To implement fully the Independent Safeguarding Authority Vetting and Barring requirements and any subsequent developments in this area. 18. Supporting senior colleagues in determining and delivering the vision and strategic goals of the College. 19. Represent the College externally in areas agreed by the Deputy Principal and to deputise for the Deputy Principal when required. Effectiveness Accountabilities 20. To ensure that staff in the HR Department are recruited, managed, appraised and developed, and that effective arrangements are made for the training and development of all staff within the Department, so as to meet service needs and to provide equality of opportunity for all employees. 21. To present timely and relevant advice and information to the Corporation, to ensure that the Principal, Governors and senior managers are briefed on major

3 and sensitive issues and to deal promptly with other matters requiring the postholder's personal attention, including undertaking special projects. 22. To be fully conversant with the full range of managerial and professional standards and knowledge needed to satisfy the requirements of the post. 23. To review the Department's performance against the HR Strategy and annual HR plans and approved budgets in order to identify the appropriate actions to be taken to deal with any significant variations. 24. To liaise with other departments (e.g. Finance) to ensure accurate and effective flow of data between teams. 25. To respond to relevant consultations or requests for assistance from external agencies and raise the profile of the College. 26. To contribute to the overall management of the College through the College Executive Group Group and to liaise closely with Heads of Faculty and Service Teams to ensure that staffing strategies are effective for the entire College. 27. To manage team and individual performance and development, and to broaden experience and capabilities of HR staff for the benefit of the College and the individual staff members. 28. To agree annual budgets and monitor their achievement throughout the year. Report to line management and to the Finance Department on all potential variances from budget and take remedial action to ensure that departmental budgets are met by year end. 29. To ensure compliance with Financial Regulations for all transactions entered into on behalf of the College. 30. Promoting the College s views within the FE sector via effective networking, both with other FE institutions and external agencies; 31. To undertake other duties commensurate with the post as may reasonably be required by the Deputy Principal for Finance and Resources. 32. Undertake such other duties commensurate with the grade of the post as may reasonably be required and you may be requested to be trained to administer First Aid, if necessary. N.B. A track record of leading change and organisational development, engaging line managers and staff across a large scale organisation; Substantial experience of delivering an efficient HR service. Achievement of measurable results in an environment where HR management issues impact on service delivery. Experience in policy review, together with an understanding of financial and quality assurance disciplines and their application. Experience in upskilling managers to take on responsibility for HR matters. Experience of working within a complex, multiprofessional education and training establishment. Successful background in promoting Equality and Diversity. Experience of managing legal services. A/I

6 Skills and Abilities Excellent generalist HR skills covering strategy, performance management, recruitment and retention, compensation and benefits and partnerships with trade unions; A/I A systematic, sensitive and logical approach to decision-making and HR management. An understanding of finance and quality, and their application in the development, implementation and review of the HR Strategy. The ability and drive to build and maintain an effective team. The ability to negotiate and influence effectively across a wide spectrum of political, social and business areas, including with trade union representatives. The ability to deliver high quality HR services to managers and front-line providers. Highly developed and effective presentation, facilitation, writing and communications skills. Sound judgment in decision making and in providing recommendations and advice. Strong project management skills. Thrives under pressure.

7 Qualifications CIPD qualification or equivalent Evidence of ongoing professional updating and development. Personal Qualities A persuasive communicator, committed to developing organisational performance through people. Relevant Degree MCIPD. The ability and diplomatic skills to develop excellent relationships with stakeholders ranging from staff at all levels, unions, the governing body, funding councils and other external bodies.
