1 P&C Coordinator - Doolow South Central Location: [Africa] [Somalia] [Doolow] Category: Human Resources Job Type: Fixed term, Full-time Purpose of the position: The People & Culture Coordinator will provide business partnering and administration of the human resource function in South Central Somalia in line with WV Somalia People & Culture policies, Partnership standards and Somalia labor laws. The position holder will have a keen eye on providing efficient customer service to all departments and relevant partners.this will entail coordinating recruitment processes, absence administration, compensation and benefits, monitoring performance management processes, facilitating training and development and records management Major Responsibilities Recruitment and On boarding Coordinate recruitment processes for South Central operations in line with WV Somalia recruitment policy and promote diversity and gender balance. This includes ; Develop quarterly workforce plans in liaison with Line Managers To ensure accurate entry of information by the hiring manager in Our People system. To facilitate short listing processes in collaboration with the hiring managers

2 To ensure short listed candidates are vetted by the local administration To ensure short-listed applicants are screened through the Blocked Party Screening system Organize and facilitate interviews for panel members Draft interview minutes Send all interview documents for review by the P&C Manager before an offer is made Coordinate the onboarding processes for all new staff. 20% Contract Management Maintain and Send an up to date staff list with contract dates on a monthly basis to the Operations managers and P&C Manager Track all contract end dates and ensure timely renewals and/or giving of notices. Track and coordinate with managers to ensure that probation appraisals are done in a timely manner. Ensure that hires, separations, position changes for South Central are entered in Our People system on a weekly basis

3 Coordinate separation processes for staff who are leaving the organization Ensure clearance forms and online exit interview processes are completed 15% Records management Ensure all South Central employee files are consistently updated upon hire and on a monthly basis with relevant onboarding documents; (contract documentation, policy forms, child protection documents ect...) Ensure separation documents are appropriately filed for all staff. Ensure original employee file contract documents and identified policy documents are sent to Nairobi on a weekly basis Send a quarterly Audit checklist report to the Operations Manager and P&C Administrative Officer for all South Central employees 15% Policy administration Conduct orientation/training of WV People & Culture policies and procedures to staff Advise Line Managers on employment procedures, processes and new Somalia labour legislation

4 Ensure Line Managers and staff comply to WV Somalia policies and procedures Partner Capacity Building Identify gaps in Human resources processes and systems for local NGOs partners in South Central. In consultation with the Operations Manager, recommend to the local NGO partners on how to strengthen gaps in HR processes Provide HR training for local NGOs partners in line with the recommended action plans Staff compensation/benefits and staff care Send new staff medical enrolment forms to the service provider and copy the Compensation & Benefits Officer Send deletion instructions to the service provider when staff members leave the organization Maintain accurate records of staff and dependents who are enrolled in the medical scheme

5 Respond to staff queries concerning benefit entitlements Ensure submission of all payroll changes to P&C Compensation & Benefits Officer in Nairobi by the 15th of every month Coordinate staff welfare initiatives (ie; communicating staff wedding, bereavement ect..) Produce staff meeting minutes during the quarterly All Staff Meetings Training and Development/Performance management Orient new staff on performance management tools and Learning & Development policy & processes Monitor submission of performance agreements, mid-year and annual performance reviews Report submission rates of performance agreements mid-year and annual performance reviews to the Training & Development Officer Provide input in the assessment of annual training needs in collaboration with project managers and the Training and Development Officer Send monthly training data reports to the Training & Development officer

6 Leave management Facilitate the orientation of new staff in the use of ESS through Our People system. Ensure that all staff apply for leave through Our People system and Line managers approve them online Produce and send quarterly leave utilisation reports to Line managers. Qualifications: Education/Knowledge/Technical Skills and Experience A University degree in Human Resources Management, Business Administration, Social Sciences or an equivalent A minimum of three years experience in Recruitment, Benefits Administration, Records Management, contract management and HR policy administration in a large international organization Very good organizational skills and well-developed interpersonal skills, Very good English communication skills, both verbal and written Thorough knowledge of Microsoft office systems ( Very good use of Word and Excel)
