4 Starfish Programme and Project Management Value Proposition The value proposition you access through Starfish includes: Consultancy High quality advice and service delivery can often be provided without requiring full time contractors on site, as you may only need help with part of the process e.g. business case development, programme or PMO establishment or change management plan. We ensure costs for completion of services are well managed to ensure value for money.
