3 2.1 Identification of Project and Project Proponent Dunga ki Nangal (M.L No.- 224/2008) Quartz, Feldspar and Silica sand Mine is the proposed project for Environmental Clearance, over an area of at Village - Dunga ki Nangal, Tehsil -Neem ka Thana, District -Sikar, State - Rajasthan. The Mine lease has been granted in favor of M/s Regaliya Minerals Pvt. Ltd., address: R/o A-28, Anita Colony, Bajaj Nagar, Jaipur, Rajasthan, dated- 25 January 2010 for a period of 30 years (Lease Deed for the same is attached as Annexure-I). Mining scheme in support of proposed project for a period of 5 years has been prepared and approved with vide order no. SME/JP/MP 129/15 dated , attached as Annexure II. Aravalli certificate by mining engineer showing that mine lease area does not fall in Aravali is attached as Annexure III. A composite Map showing mine leases in 500 m radius of this mine is attached as Annexure IV. 2.2 Brief description of nature of project: The project has been proposed for mining of Quartz, Feldspar and Silica sand through open cast semi mechanized method. 2.3 Need for the Project and Its Importance to the Country or Region Proposed mineral is mainly the basic raw material used in the manufacturing different types of glass, plate glass, wired, bottled glass, vacuum flasks, glass shells etc. Therefore with increasing demand mineral excavation is needed. 2.4 Demands-Supply Gap The demand for minerals is ever growing with the growth of the Glass industries in our country. The mineral is used in the manufacturing different types of glass. The requirement for the mineral is always high in the nearby cities and towns. Therefore there is always a good demand of the mineral in the domestic market. 2.5 Imports vs. Indigenous Production Development needs will be met only through indigenous produced Mineral against the high cost of imported material. 4 2.6 Export Possibility There is no proposal to export the proposed minerals. However, production from the mine will fulfill the needs of the region and surplus if any, will be considered for export. 2.7 Domestic/ Export Markets Domestic Market Being a shiny mineral, the principal use of this is in all type of glass ware industries and products. Export Market The proposed mining activity is for indigenous consumption only for glass products etc. 2.8 Employment Generation (Direct and indirect) The proposed mining activity will provide both direct and indirect employment to local and nearby villagers. 3 PROJECT DESCRIPTION 3.1 Type of Project Including Interlinked and Interdependent Projects, If Any. The project has been proposed for mining of Quartz, Feldspar and Silica sand through open cast semi mechanized method categorized as category A. This is an independent mining project and there are no interlinked projects involved. 3.2 Location The mining lease area is located Village - Dunga ki Nangal, Tehsil -Neem ka Thana, District -Sikar, State - Rajasthan. 6 3.3 Details of Alternate Sites Mining is site specific so no alternative site is proposed. 3.4 Size or magnitude of operation The mining lease has been granted over an area of ha, with a peak production of 3,03,130 tonnes per annum. During five year total production of mineral shall be approximately 10,80,250 Tonnes. 3.5 Project description with process details: Site prepration (demarcation by pillars) Excavation of mineral Loading of Mineral Transportation Method of Mining Method: The proposed development will be by semi mechanized open cast method of mining Working days: Considering holidays and days of weekly rest and days of peak rains and other unexpected off days, total 300 days are considered as working days. Bench height and width: The bench height and width will remain 6 m each at end position. Development will be done in slices of 3m each. Drilling and Blasting: Blasting will be done by 3m deep holes. Drilling will be done by drifter using 45mm bit for 3m effective depth of hole. Blasting can be done using various type of explosive mainly slurry explosive. Haul Roads: Haul road with 1 in 16 gradients are proposed up to the workings for movements of laborers and vehicles. Loading: the loading of mineral and waste will be hydraulic loaders. Transportation: the waste from face to dump site will be transported by tippers/ tractor trolleys and mineral from stock to crushing unit will be Applicant: M/s Regaliya Minerals Pvt. Ltd. Page 5
7 transported by trippers and trolleys. From crushing unit the mineral will be dispatched in hired trucks. Face slope and ultimate slope: the face slope is proposed 85 degree whereas ultimate slope will be 45 degree. The details of machinery, to be used Machineries Capacity Nos. 8 3.8 Availability of Water Its Source, Energy/ Power Requirement and Source Water Requirement Water for domestic, dust suppression and plantation is required to be 3.1 KLD Power The operation will be done only from sun rise to sun set hence there is no power requirement for the project at site. 9 in South direction. 4.2 Landform, Land use and Land ownership 4.2.1Landform The applied lease area comprises of Govt. land Land use The applied lease area has a undulating topography. There is no village or human settlement in the lease area. Permanent vegetation in the area is also very less prominent Land Ownership The applied lease area comprises of govt. land. 4.3 Topography The applied lease area has a undulating topography. The highest contour is of 372mRL and lowest is of 371 mrl. 4.4 Existing land Use Pattern The applied lease area is having govt. Land. In general the area has small mounds. There is no village or human settlement in the lease area. Permanent vegetation in the area is also very less prominent. Also there is no eco sensitive area present near the lease area. 4.5 Existing Infrastructure No existing infrastructure within lease area. 4.6 Soil Classification The soils of the district is predominantly light textured, weak structured, well drained alluvial and eolian in nature. These soils forms a part of alluvial plains of mendha, kantli, dohan, krishnawati and sabi rivers in the southern east and central part of the district. In general the soils are very deep, coarse textured, light yellowish brown to dark yellowish brown, non calcareous and excessively drained. Soils of south are comparatively fine textured and deep, sandy loam to clay loam. 4.7 Climate data from Secondary Sources: The district has a hot summer, scanty rainfall, a chilly winter season and a general dryness of the air, except in the brief monsoon season. The maximum and minimum temperatures are 47 to 48 and 1 to 0 degrees Celsius, respectively. The average temperature around the year is about Applicant: M/s Regaliya Minerals Pvt. Ltd. Page 8
10 16 to 20 degrees Celsius. The normal rainfall, mostly received from the southwest monsoon, is mm 4.8 Social Infrastructure available: 1) The applied mine is not facilitated with power line. 2) The state transport buses and private buses are available up to village Dunga ki Nangal and mine site. 3) The nearest telephone is available at near village Dunga ki Nangal. 4) The nearest police station applicable is at Patan. 5) Permanent offices and other buildings at mine proposed. 6) Mobile Phone connectivity is available at mine site. 7) The Post office applicable for the area is Dunga ki Nangal. 8) Medical facility is available at Patan. 9) No National Park/sanctuary falls within 10 km of the lease area. 5.0 PLANNING BRIEF 5.1 Planning Concept The proposed project is for the mining of Quartz, Feldspar and Silica sand stone. Mining is proposed to be done through semi mechanized method. Rajasthan Minor Mineral Rules & MCDR will be followed in the mining. 11 5.3 Assessment of Infrastructure demand (Physical & Social) On the basis of the preliminary site visit, the infrastructure demand in the village was assessed on the basis of need and priority. The health infrastructure of the study area requires improvement. The lack of medical facilities needs improvement. 5.4 Amenities/Facilities Workshop For maintenance of machinery it is proposed to establish a workshop nearby to mine site welding, puncture etc. Power supply Electric power supply does not exist at mine site and it is proposed to take connection. Water Supply A tractor mounted tanker is proposed for supply of water to mining work, spraying, watering the plants and drinking purposes. First Aid A first aid facility is proposed at Mines office. Rest Shelter Rest shelter is proposed near mine site. Latrines and Urinals At the mine site urinal and Bath is proposed for staff and labours Budget for facilities provided to Labours Sl. 12 6.0 PROPOSED INFRASTRUCTURE: 6.1Industrial Area (Processing Area) No infrastructure is proposed. 6.2 Residential Area (Non Processing Area) As local workers from nearby areas will be engaged for the mining activity, no residential area/ housing are proposed. 6.3 Green Belt Green belt will be developed around the lease area, approach roads and nearby vicinity. 6.4 Social Infrastructure No social Infrastructure is proposed. However, 2% of project cost will be utilized for the development of the exiting social infrastructure of the area, depending upon the need of the local residents. SI. Apart from the above waste, a small amount of municipal waste will be generated which will be disposed of by proper methods. 6.9 Power Requirement & Supply/Source The operation will be done only from sun rise to sun set hence there is no power requirement for the project at site. The electricity line passes out side near the M.L area. The electricity facility is not available at mining lease area. Only diesel equipment will be used. 7.0 REHABILITATION AND RESETTLEMENT (R&R) PLAN As no personnel are expected to be migrated due to mining in the lease area and the adjoining region is also having a good mineral potential, the rehabilitation of the employees is not going to be a problem. The workers and other staff can get job in the neighboring areas after the end of life of mine. The applicant shall also try for employment of the workers. 8.0 PROJECT SCHEDULE & COST ESTIMATES 8.1 Likely Date of Start of Construction and Likely Date of Completion No construction activities are proposed. 14 8.2 Estimated Project Cost along with analysis in Terms of Economic Viability of the Project Estimated project cost is Rs. 1 crore. The lessee has all the mining equipments used for the scientific mining. The mine is Eco-Friendly. Economically the ore is mineable as compared to overburden thickness. The entire mineable reserve as estimated is categorized as 121. Environmental Management Plan The environmental management plan consists of the set of mitigation, management, monitoring and institutional measures to be taken during the implementation and operation of the project, to eliminate adverse environmental impacts or reduce them to acceptable levels. The present environmental management plan addresses the components of environment, which are likely to be affected by the different operations in the mine area. SI.
