1 PROPOSED TERMS OF REFERENCE ABOUT THE PROJECT: Rampura Marble Mine (ML No.- 420/91) is proposed by M/s Continental Minerals Pvt. Ltd. The Mine Lease area consists of 3.0 ha, which is located at Khasra Nos.- 394, 395, 397, 396, 402, 446, 403, Near Village- Rampura, Tehsil- Neem Ka Thana, District- Jaipur, Rajasthan. It is a non forest mining project. The mine will be operated by semi mechanized mining method, which will require little blasting. Blasting will be done if necessary after taking pre-consent from DGMS and other concerning district and tehsil level authorities/officials. It is proposed to avoid blasting as much as possible as blasting creates cracks in the marble block. Total Reserves [Proved (111) & Probable (121) as per UNFC] of Marble are estimated at 6,00,900 T and 6,95,760 T respectively. The life of the mine is expected to be 11 Years. The ML area is plane land. Topographically the mining lease area is hilly land. The highest contour is 346 mrl and the lowest contour is 324 mrl. Slope of the natural drainage is towards NE to SW. The mining operations will include drilling, cutting of blocks from thadi, separating the required size block from big block, lifting of mineral and material, loading of mineral and material and transportation of material. The mined out mineral from stock site will be dispatched to destination through hired trucks. No beneficiation is required at site. Khanda will be dispatched to grinding units and block will be dispatched to cutting units. Total mining area is 3.0 ha. At the end of life of mine, total excavated area will be 2.70 ha., which will be left over for water reservoir which would have a positive impact by recharging the ground water table. As the continuity of mineral may be goes in depth beyond the present reserves limit. Thus at this stage reclamation is not proposed. The scheme of reclamation will be provided at proper time. Presently the excavated land is proposed to use as water reservoir, which would have a positive impact by recharging the ground water table. It is proposed to plant total 400 trees in 1.0 Hectare land i.e % of the total lease area. 120 trees will be planted in 0.30 ha. land along the barrier of 7.5 m along the boundary of mine lease and all around haul roads and rest 280 trees will be planted in 0.70 ha. Gram Panchyat land after getting due permission. Certain Species like Khejri, Ker, Babool, Neem, Mango & other fruit bearing trees which are more suitable to local soil are proposed to be planted. The environmental studies shall be conducted to assess impacts due to the proposed mining project. The environmental impacts assessment report shall be as per the EIA generic structure.

2 Generic Structure of EIA report The generic structure of the EIA Report will be as per the MOEF, EIA Notification dated 14 th September 2006, as described below: All documents will be properly referenced with index and page numbers. The environmental studies shall be conducted to assess impacts due to the proposed production of marble from the Applied Lease Area. The environmental impacts assessment report shall include following components: PROPOSED TERMS OF REFERENCE FOR EIA STUDIES Environmental Impact Assessment (EIA) Report shall contain the following chapters: Chapter- 1: INTRODUCTION This chapter provides the broader details of the basic activities, location, layout and implementation schedule of the project etc. Purpose of the report, project proponent, brief description of the project, name, nature, size, location of the project. Profile of the project proponent, name and contact address with , project consultants etc., shall be mentioned. Land description - plot/ survey / khasra numbers, village, tehsil, district, state and extent of the land shall be mentioned. Description of site and surrounding environment, importance of project to the country and region, and Scope of EIA study (as per TOR approved by SEIAA, Rajasthan). Chapter- 2: PROJECT DESCRIPTION This chapter will describe mainly the following attributes. Type and need of the proposed project, Objective of the project. Method of mining Geology (Regional and Local), Reserves and general description of the project. Surface geological plan in the leasehold area, transverse section of mineral deposits, contour maps, year wise development plan & section and conceptual plan. Magnitude of operation, overall note on mineral reserves, rated capacity, life of the mine, etc. Solid waste dumping strategy and management Land, water, manpower and energy requirements. Type of blasting, drilling and explosives and detail of mining machineries. Plan for backfilling of mine pit Capital cost estimate.

3 Location (maps showing general location, specific location) Site plan: Layout of proposed project site and project boundary. Status and stages of other regulatory clearances Chapter- 3: DESCRIPTION OF EXISTING ENVIRONMENT Baseline information shall include: Study area, study period (Post-Monsoon Season) components & methodology. Baseline monitoring data. Establishment of baseline for valued environmental components. Base maps of all environmental components. (a) Air Environment Identify micro-climatic zones depending upon topography and wind field data for data collection. Meteorological data on Wind direction, Wind Speed, Temperature and Relative Humidity & etc shall be obtained from secondary sources. Base line Ambient Air Quality on PM 10, PM 2.5, SO 2, NO X and CO at different locations in and around the proposed project area. Data shall be collected for one season, twice a week at each location for 12 weeks. Monitoring locations shall be based on predominant wind directions, habitations and terrain features in the study area. The monitoring stations shall cover upwind, downwind, crosswind directions of the study area and also the habitations and sensitive areas, if any. (b) Noise Environment Locations of monitoring stations for noise measurements in accordance with the direction and distance from the sources and habitations. Day-time and night-time noise level monitoring (leq) Vibration and air over pressure, caused due to blasting, transport, machinery, wherever applicable (c) Water Environment: Sources of water, detailed water balance, breakup of water requirement as per different activities in the mining operations. Hydrogeology and aquifer characteristics of the study area Physico-chemical analysis for assessment of water quality. (d) Land Environment Assessment of existing land use pattern and soil quality. Reserve and protected forests if any, that falls in the study area and its direction and distance from the project site shall be noted. Land use pattern of the area (habitation, cropping, forest cover, ecologically sensitive features etc.) and Justification of the use of area. Geology of the area is to ascertain seismic sensitivity.

4 Soil quality at representative monitoring stations (type, classification, soil characteristics etc.) Prominent manmade features (e) Biological Environment Detailed description of vegetation type. Assessment of terrestrial fauna, avi-fauna and list out endangered and endemic species as per the schedule of the Wildlife Protection Act, Identification of rare, threatened, vulnerable and endangered species of flora and fauna, if any, in the region. Collection of any other ecological information in the study area. (f) Socio-economic Environment Data on the demography, traditional skills, sources of livelihood within the study area. Socio-economic profile of the people within the study area. Human settlement, health status, sources of livelihood Collection of primary information on infrastructure facilities in the study area. Information on notified tribal settlements, if any Chapter-4: ANTICIPATED IMPACTS AND MITIGATION MEASURES This chapter shall describe the likely impact on each of the identified environmental components by adopting methods such as empirical method, and reference of previous studies etc., Details of mitigation measures proposed in the project (site specific) to minimize the adverse effect, shall be discussed. The information shall cover during construction and operation of the project, as applicable. (a) Land Environment s Impact on topography, drainage pattern, land use with respect to agriculture, forestry, built up area etc. Impact on soil quality, agriculture, soil erosion and subsidence. Visual Impact on surrounding environment. Plan for restoration/rehabilitation of mined-out area Technological measures to prevent soil erosion from the study area Plantation/afforestation of local varieties of plants Measures to control and conserve runoff from various locations. Landscaping, plantation, afforestation to minimize adverse visual and noise impact. (b) Air Environment Mining in the proposed project is carried out mostly by using manual mining tools. Some machinery will be required for transportation and lifting of minerals from the mines face to stock yard, this shall be obtained locally on hire basis. The entire sequence of mineral

5 production, stacking, transportation, their impacts on air quality and mitigative measures proposed are to be put in place. Emission Inventory of PM 10, PM 2.5, SO 2, NO X & CO and site specific pollutants. Prediction of impact on ambient air quality using appropriate mathematical model. Measures to reduce the emissions of pollutants during mining, loading, unloading, transportation, drilling, blasting, etc to maintain the air quality. Adoption scientific mining methods to reduce dust emission from point and line source. Planned green belt development. (c) Water Environment (Surface and Groundwater) Impact of water drawl and discharge on the hydrogeology and use of groundwater regime in the study area are to be detailed out. Impact of water drawl on surface and groundwater resources. Impact on groundwater regime due to the proposed project, to be assessed from hydrogeological study. Measures to minimize contamination of surface and groundwater. Slope stabilization by constructing retaining walls, vegetation etc. (d) Noise Environment Prediction of noise levels at different representative monitoring stations. Impact on ambient noise level due to various noise generating sources of the mining activities. Measures for noise abatement including stationary and mobile sources Lay out planning to minimize the negative impact on receiving environment. Planned preventive maintenance. Selection of low noise equipment. (e) Biological Environment (Flora and Fauna) Impact on terrestrial and aquatic biodiversity. Impact on wildlife including avi-fauna Impact on flora and fauna due to air emissions, noise, vibration, vehicular movement, changes in land use, etc.

6 Green belt development plan and its raising schedule. Progressive afforestation in overburden, reclaimed mined out areas (f) Socio- Economic Environment Positive and negative impacts on present status of livelihood in the study area Impact on the cropping pattern and crop productivity in the study area. Employment opportunities and access to other amenities such as education, healthcare facilities to be extended to locals. Training to locals for employment in the project. Chapter- 5: ANALYSIS OF ALTERNATIVES (TECHNOLOGY & SITE) Mining is a site specific project and opencast and semi mechanized method will be adopted. Chapter- 6: ENVIRONMENTAL MONITORING PROGRAM In order to focus on environmental management during project implementation and execution stage, a detailed environmental monitoring plan shall be included comprising following: Monitoring of quality of water, air, noise, soil and occupational health status of project personnel and surrounding habitations. Planned monitoring program to evaluate the effectiveness of various / specific aspects of technological / mitigation measures. Environmental audit of various activities including budgeting and financial management with reference to environmental management plan. Plantation monitoring program, to ensure survival and growth rate of plantations. Analysis of data, its interpretation and evaluation (any additional studies to be carried out if required). Mine closure plan along with the fund requirement for implementation of the activities proposed. Chapter- 7: ADDITIONAL STUDIES (a) Public Hearing Public hearing with the issues raised by the public and the response of the project proponent in tabular form shall be discussed. (b) Risk Assessment (RA) and Disaster Management Plan (DMP) Risk analysis and risk mitigation shall be clearly indicated in the report. This shall include the following: Identification and types of risk associated with the proposed project. Details of safety measures to prevent accident and disaster

7 Risk assessment study will be undertaken and disaster management plan will be prepared due to the proposed activity. Disaster management plan and emergency response system with proper organizational setup to deal with such situation. Occupational health hazards. Chapter- 8: PROJECT BENEFITS The improvements in physical and social infrastructure, due to the proposed project to the locality, neighborhood, region and nation as a whole will be described in this Chapter. It will detail out the employment potential and other tangible benefits that shall be accrued. Chapter- 9: ENVIRONMENTAL MANAGEMENT PLAN (EMP) Administrative and technical set up for Environmental Management. Mechanism of self monitoring for compliance with environmental regulations. Institutional arrangements proposed with other organizations/ Govt. authorities for effective implementation of proposed environmental management plan. Integrating in the environmental management plan for minimizing use of natural resources water, land, energy & etc. Description of mitigation measures incorporated into the project to meet environmental standards, environmental operating conditions. Chapter- 10: SUMMARY AND CONCLUSIONS The summary of the EIA report condensed to about ten A-4 size pages. Summary shall provide the overall justification of the project and explains how the adverse effects have been mitigated. The summary shall cover Project description and Project benefits, anticipated negative environmental impacts and mitigation measures, Additional studies, Environmental Monitoring Program, Environmental Management Plan, Risk Assessment (RA) and Disaster Management Plan (DMP). Chapter- 11: DISCLOSURE OF CONSULTANTS ENGAGED The names of the consultants / experts engaged and involved with their brief resume and nature of consultancy rendered shall be included in this chapter. *****
