2 Chapter EXECUTIVE SUMMARY Nuagada StoneQuarry over an area of 1.00 acres of Sri Kailash Chandra Goud is located in village Nuagada, Tahasil- Hinjilicut in Ganjam district of state Odisha. The Tehsildar, Hinjilicut has settled the sairat source vide letter no. 1864/Sairat, dt in favour of Sri Kailash Chandra Goud, resident of At:- Sompur, Po- Hinjilicut in the district of Ganjam for the period of fiveyears i.e to The lease area is bounded by N 19º to N 19º Latitide &. E 84º to E 84º Longitude. It is a part of the area covered in the Survey of India Toposheet No. 74-A/11.The lease area comes under Nuagada village of Hinjilicut Tahasil of Ganjam district, Odisha. The lease area is about 80km away from the Ganjam district head quarter. There is neither seasonal nor perennial nala within the lease area. Drainage system in the region basically depends on river flow/channel. Surface runoff water in the region will be discharged to the natural drainage course. In accordance with the provisions of the OMMC (amendment) Rules, 2014, the Sairat Source has been granted to the successful highest bidder vide letter no. 1598/Sairat dtd in favour of Sri Kailash Chandra Goud, At- Sompur, P.O- Hinjilicut, in the district of Ganjam, Odisha. The lessee has proposed to excavate a total of 3765Cu.m. of road metal (building/construction material- Minor Mineral which is saleable) from on payment of Royalty, Dead Rent, Surface Rent and Income Tax as assessed by the state government of Odisha. As per Environmental Impact Assessment Notification dated 14 th September, 2006, and subsequent amendments thereof, this project falls under Category B of the list of the Project or activities requiring environmental Clearance prior to operation of quarry/mines from the from the State Environmental Impact Assessment Authority, Odisha.The mining plan has been prepared in FORM-ZB under Rule 27-A (3) of the Odisha Minor Mineral Concession (Amendment) Rules, 2014 by the RQP, Sri Susanta Kumar Mishra, (Regn. No. RQP/BBS/049/2004-A), with detailed planning for the plan period to As per the approved mining plan it has been proposed to excavate a total of 3765 Cu.m of road metal from the Nuagada StoneQuarry Situated in the Nuagada village 2

3 on plot no of Khata no-586, by means of open cast Semi-mechanised mining method. The materials will be transported through tippers. Considering the cost of the project, cost towards production, sale value etc. the project is viable and bring some positive benefit directly or indirectly to the nearby locality. 3

4 Chapter Identification of Project and Project Proponent The proposed project, is a Stone quarry, which has been given on long term quarry lease basis to Sri Kailash Chandra Goud in Ganjam district of Odisha State. In this Stone quarry mining method is done by opencast semi mechanized method and the proponent is a businessman. 2.2 Brief Description of Nature of Project Area is over 1.00acres or 0.404Ha. in village Nuagada, Tahasil Hinjilicut, District Ganjam has been allotted to Sri Kailash Chandra Goud, the lessee through long term quarry lease basis for quarrying of ordinary stone/stone (minor mineral) by the Tahasildar, Hinjilicut on behalf of Governor of Odisha in accordance with the provision of the Minor Mineral Concession Rules (amendment), 2014 through long term quarry lease for the purpose of excavation of construction stone.the current allotment through long term quarry lease basis in the name of Sri Kailash Chandra Goud for five years from to Need for the Project and Its Importance to the Country and the Region The need and the importance of this Quarry Project are mainly for the construction infrastructural development of the area. The Stone excavated from the quarry is crushed in the crushing unit to produce the desirable material to be used in construction of house and road in domestic market. 2.4 Demand Supply Gap There is requirement of total 2000 cu.m of stone/boulder for crushing in the nearest stone crusher. Around 753cu.m of construction stone will be excavated from and the same will be supplied to crusher unit. For balance required quantity the crusher unit may procure from other quarry. 2.5 Imports Vs Indigenous Production As far as stone/boulder production is concerned with reference to the importing of the said material, it is advantages to mine the mineral rather than importing the same. 2.6 Export Possibility The excavation of stone/boulders is solely for the use in crusher and finished product in domestic market. 2.7 Domestic / Export Markets There is a huge domestic market for the stones/boulders. But the purpose of this project is only use the product in its own stone crusher. 4

5 2.8 Employment Generation (Direct and Indirect) due to the Project Total number of employment will be around 4 including Management, Supervisory personnel, Skilled, Semiskilled and Unskilled. 5

6 Project Description Chapter Type of the Project Including Interlinked and Interdependent Project. Stone in the quarry area is proposed to be excavated by conventional method of opencast mining through the formation of safe benches which will be semimechanized and on single shift basis. Benches will be formed and worked in a top to downward manner. Because of presence of hard and competent rock mass, drilling and blasting will be performed for loosening of the rock mass. 3.2 Location (Map Showing General Location, Specific Location and Project Boundary & Project Site Layout) with Coordinates. The quarry area is located in Southern part of village Nuagada, under Hinjilicut Tahasil of Ganjam district, Odisha State. area forms a part of Survey of India Toposheet No. 74A/11. The quarry area bounded between the latitude of N 19º to N 19º Latitide &. E 84º to E 84º The quarry area is accessible from district head quarter Ganjam covering a distance of 80km. 3.3 Details of Alternate Sites Considered and the Basis of Selecting the Proposed Site, Particularly the Environmental considerations gone into should be Highlighted. Being a Stone Quarry it is site specific. No alternate site can be worked out. It has to be carried out within quarry area to be allotted by the State Government of Odisha as per the conditions of lease agreement document. As far as the environmental considerations, the proponent is abiding by all relevant acts & rule and provisions of EP Act. 3.4 Size or Magnitude of Operation Size of the quarry area is 0.404Ha. Magnitude of the proposed operation is excavation of 753 cu.m/annum of Stone/Boulders. 3.5 Project Description with Process Details (a Schematic Diagram / Flow Chart Showing the Project Layout, Components of the Project etc. should be given) Method of Quarrying: Stone in the quarry area is excavated by conventional method of opencast mining through the formation of safe benches which is semimechanized and on single shift basis. Benches are formed and worked in a top to downward manner. Because of presence of hard and competent rock mass, drilling and blasting is performed for loosening of the rock mass. Bench Geometry: Height/Width of the quarry benches are kept at 1.5m/5m. The individual bench faces are kept nearly vertical ( ) whereas the overall quarry slope angle (the angle between the line joining the toe of bottom bench and the crest 6

7 of the top bench with the horizontal) is maintained at around horizontal. with the Time Schedule: Total working days are 300 days in a year. Number of shift per day is 01 (One). The working hour in a shift is 8.00 hours. Production Planning: The maximum production of construction stone from this quarry is 753cu.m/annum. Extent of Mechanization: Nuagada area is enriched with Stone which is hard in nature. Since the hill track is boulder in nature, jointed & fractured, there will be drilling & blasting for loosening & fragmentation for ease in production and remaining is excavated directly by the machine. The monthly consumption of gelatin base explosive will be 100 kg & electrical detonator will be 600 nos. 3.6 Raw Material Required along with Estimated Quantity, likely Source, Marketing Area of Final Product/s, Mode of Transport of Raw Material and Finished Product. The said project is a minor mineral/stone excavation project. It does not involve any other raw material for stone excavation rather only production of construction stones from the available reserve within the quarry area. 3.7 Resource Optimization / Recycling and Reuse Envisaged in the Project, if any, should be briefly outlined. Excavation of stone / rock will be carried out strictly as per conditions given in the lease agreement with a view to optimize all resources available. 3.8 Availability of Water, Its Source, Energy / Power Requirement and Source should be given Availability of Water and Its Source Water is used only for drinking, potable use, dust suppression and plantation. A total 100 liters per day of water is used per day for the above activities. The water is made available from bore wells exist within the quarry area Energy / Power Requirement and Its Source No electricity is required as no operation after sun set. 3.9 Quantity of Wastes to be generated (Liquid and Solid) and Scheme for Their Management / Disposal During plan period 420cu.m of waste will be generated. Mainly soil (65% of the total volume) left out after separation of the dolerite boulders during development of the mine and the mine rejects including weathered rock fragments shall constitute the overburden which will be used for development of the approach road. Water sprinkling will be done regularly for compaction of haul road during summer season. If required lessee will stack waste material on proposed place for dumping/stacking with making garland drain & retaining wall to prevent wash-off Liquid Waste / Waste Water: The said Quarry area does not have any workshop within the lease area. Thus, no trade effluent is generated from the quarry site. 7

8 However, during rainy season surface runoff containing suspended solids and silts flows out Schematic Representations of the Feasibility drawing which give information of EIA Purpose. As the project is categorized in category-b of Schedule under item 1(a) in the EIA notification, 2006 and its subsequent amendments; it will be considered at the State Expert Appraisal Committee (SEAC) for the purpose of obtaining Environment Clearance and also for determining whether or not the project or activity requires further environmental studies for preparation of an Environmental Impact Assessment (EIA) for its appraisal prior to the grant of Environmental Clearance depending up on the nature and location specificity of the project. 8

9 Chapter 4 Site Analysis 4.1 Connectivity The quarry area is located in village Nuagada, under Hinjilicut Tahasil of Ganjam district in Odisha State. The quarry area is accessible from state head quarter Bhubaneswar by covering a distance of 180 km and district head quarter at a distance of 80kms by road. The quarry is 2kms away from the state highway. 4.2 Land Form, Land Use and Land Ownership The quarry lease area over 0.404ha. is Govt. owned non-forest area as per land schedule of the revenue department as given in below Land Schedule Mouza Khata No Plot No Kissam Area In Acres Nuagada Parbat Topography (Refer Map No. 1) The area covers a land of 1.00acres or 0.404Ha.and is located at south of village Nuagada in Ganjam district of odisha. The area can be featured in Survey of India Toposheet No. 74A/11. The floor level at the end of period will be of concession will be RL50m 4.4 Existing Land Use Pattern (Agriculture, Non- Agriculture, Forest, Water Bodies (including area under CRZ)), shortest distances from the periphery of the Project to the periphery of the Forest, National Park, Wild Life Sanctuary, eco-sensitive areas, water bodies (distance from the HFL of the River), CRZ. There is neither seasonal nor perennial nala within the lease area. Drainage system in the region is dendritic. Surface water in the region is drained by dry nala. Surface runoff water from the quarry will be discharged to the natural drainage course through garland drain and settling tank. Therefore, there is no possibility of ground water puncture during the plan period. There is no national park, wild life sanctuary, eco sensitive areas and industrial area situated within 10Kms radius of the lease area. 9

10 During rainy season only the rain water passing through the working benches and accumulate at the bottom of the quarry, so the wash off consisting of loose sediments settled at the bottom of the quarry so there is no adverse effect at present all parameters are within specified limits. 4.5 Existing Infrastructure There is no existing infrastructure, however during mining temporary rest shelters for workers will be provided. However, the dust generated during operation of mining activity, loading and unloading and vehicular movements normally constitute heavier particles that would readily settle on very small areas within the lease area. 4.7 Climate Data from Secondary Sources The Climate of Ganjam is characterized by an equable temperature all through the year, particularly in the coastal regions and by high humidities. The cold season from December to February is followed by hot season from March to May. The period from June to September marks the South West Monsoon and 70% of annual precipitation is received during this period. The normal rain fall of this district is 1444 mms. May is the hottest month. With the arrival of the monsoon by about the second week of june the day temperature decreases slightly while the night temperature continue as it was in the summer. Towards the end of September, after the withdrawal of south west monsoon, temperature decreases progressively. December is the coldest month. The 10

11 relative humidity is high throughout the year especially in coastal areas. Winds are fairly strong particularly in coastal regions in summer and monsoon months. 4.8 Social Infrastructure Available Accessibility: The quarry area is accessible by all weather & Well-connected by road and rail. The quarry site is connected through 180kms road from state head quarter Bhubaneswar and 55kms long road from district head quarter. The nearest railway station is Berhampur located at a distance 36km from the quarry area. Market Facility: Market is at Hinjilicut which is located at a distance of 2 km from the quarry site. Water availability: Water supply for the Quarry including drinking is made available from existing bore well from Hinjilicut. Medical & Educational Facilities: Medical facilities are available at Hinjilicut at a Distance of 2Kms from the quarry area. High School for educational facilities is at Hinjilicut at a distance of 2km, Govt. college is situated at Hinjilicut at a distance of 2kms. Postal & Telephonic facilities: Postal and telephonic facilities are available at Hinjilicut. 11

12 Chapter 5 Planning Brief 5.1 Planning Concept (type of industries, facilities, transportation etc.) Town and Country Planning / Development Authority Classification The said proposal is a stone quarry industry. The Lessee does not have any plan for construction of town ship for its employees. Mostly local villagers are employed. They are commuting from local areas. Public and self transport facilities are used for commuting from their residence to the Quarry site. 5.2 Population Projection It has been proposed that the work will be carried out by semi-mechanised method. The labours are mainly required for sorting of mineral from ROM. It has been calculated that, about 4nos. persons are required. Hence, there will be an overall improvement of socio-economic status of the people of surrounding areas. 5.3 Plantation Program The proposed land use pattern for mining in the mining lease area is 1.00acre. Afforestation and Reclamation/Rehabilitation: There is no forest growth in the quarry site. Bushes are found scattered. During plan period 200 numbers of saplings will be planted. This worked out area will be reclaimed/rehabilitated by way of plantation in the following manner after the reserve is completely exhausted. (1) Watering and maturing will be done periodically as per requirement. (2) Post plantation care such as soil working, pruning etc will be done. (3) Casual replacement will be done. (4) Insecticides will be spread for pest control. (5) Proper watch and ward will be there to save the trees from cattle and fire. 12

13 5.4 Assessment of Infrastructure Demand (Physical & Social) No new infrastructures will be constructed to handle the proposed production. Existing facilities are adequate. 5.4 Amenities / Facilities All the site services and other facilities including regular & periodic health check up, Eye camp, Adult & Female education & training programmes shall be provided outside nearer to the lease. 13

14 Chapter 6 Proposed Infrastructure 6.1 Mining Area (Processing Area) It is an excavation of Stone quarry project. Area around Ha will be used for excavation. This area is proposed to be planted by saplings during the plan period. Local species like Mango, Neem, Chakunda, Mahaneem, Babul etc. is proposed to be planted at 5m spacing. 6.4 Social Infrastructure In-line with the social responsibility activities at other operational sites, relevant developmental assistance shall be rendered depending on the local needs identified during operation. Site office is used for day to day quarry administration and management. So no social infrastructures are required for this Quarry. 6.5 Connectivity (Traffic and Transportation Road / Rail / Metro / Waterways etc.) The quarry area is accessible by all weather roads and Well-connected by road and rail. The quarry site is connected through 180kms road from state head quarter Bhubaneswar & 80kms long from district head quarter towards. The nearest railway 14

15 station is Berhampur located at a distance 36km from the quarry area. Majority of tele towers including BSNL are available in the locality. 6.6 Water management (Source & Supply of Water). There is neither seasonal nor perennial nala within the lease area. Drainage system in the region is dendritic. Surface runoff water from the quarry will be discharged to the natural drainage course through garland drain and settling tank. There is no possibility of ground water puncture during the plan period. There are no perennial nalas within the lease area. Drinking water source for the area is from tube wells. 6.7 Air Quality Management Since the proposed mining project will have the deployment of small capacity machinery of power tipper and excavation machinery a little amount of noxious gas will be released and emitted to air during the mining operation. There will be, however, generation of a negligible amount of dust during excavation and sizing of road metal. Suitable measures for dust suppression will be carried out by spraying water at dust generating points. Emission of noxious gas from vehicles can be controlled by regular maintenance.residential facilities envisaged in the project. 6.8 Waste Management Waste will be utilized for construction and maintenance of haul road. Water sprinkling will be done regularly for compaction of haul road during summer season. If required lessee will stack waste material on proposed place for dumpling/stacking with making garland drain & retaining wall to prevent wash-off. Catch drains will be developed on either side of the road and receive the wash off during rainy season and these drains will be cleaned periodically depending upon the siltation on the floor of the drains. 6.9 Top-Soil Management In the lease area the topsoil generation is negligible. During plan period Lessee has proposed to use all the top soil for plantation purpose. Lessee will maintain the records of top soil generation and utilization in plan period 6.10 Disposal of Mining Machinery As most of the machineries are on hired, removal of machinery can be done any time as per requirement Safety and Security During mining, proper haulage roads will be provided for movement of machinery and workers between the benches with or without load. Exhaust of road metal will result deep quarry floor. Therefore, there will be risk of falling down of man or animal to the quarries. So, barbed wire fencing shall be required all around the working quarry. 15

16 Rehabilitation and Resettlement (R & R Plan) Chapter Policy to be adopted (Central / State) in respect of the project affected person including Home Oustees, Land Oustees and Land Less Laborers (a Brief Out line to be given) The Quarry area is over 0.404ha. is Govt. owned non-forest area as per land schedule of the revenue department and the kissam is Parbat. There is no human settlement with in the Quarry area. People of the buffer zone are mostly engaged in business and agriculture. R & R Policy of Govt. of Odisha will not be required as there is no human settlement within the quarry area. 16

17 Chapter 8 Project Schedule & Cost Estimate 8.1 Likely date of Start of Construction and Likely Date of Completion. For the financial year to , it is allotted to Sri Kailash Chandra Goud through long term quarry lease process. The commencement of production is after obtaining environmental clearance. The excavated construction stone will be completely used for stone crushing unit. 8.2 Estimated Project Cost along with Analysis in terms of Economic Viability of the Project. Considering cost of production in all aspects and market rate of the produced building stone, the project is economically viable. The approximate cost of the project is comes round Rs 6 lakhs. 17

18 Chapter 9 Analysis of Proposal: Final Recommendations 9.1 Financial and Social Benefits with Special Emphasis on the Benefit to the Local People including Tribal Population, if any, in the area. As the project is to process and generate road and building construction material, it brings improvements in the physical and social infrastructures in the area definitely to some extent, apart from providing direct employment, contractual employment and indirectly employment and mostly from the local community due to construction Stone Mining. Tangible Benefits: Local community near the Quarry area finds good employment potential in the quarry directly and in ancillary activities indirectly. The construction Stone mining operations also result in financial gains for the state and central exchangers, through collection of various taxes like royalty, welfare cess and central excise. Improvement of the general living standard of the people in the vicinity to some extent. Growth of allied industries in the area to some extent. 9.2 Recommendation for EC The said Stone Quarry project is categorized as B2 project as per office Memorandum no: J-13012/12/2013-IA II(I), dtd of Government of India, Ministry of Environment and Forests, New Delhi (Annexure 1). Hence issuance of E. C. by SEIAA Bhubaneswar may kindly be considered. 18
