III 2. INTROSUTION OF THE PROJECT The proposed Ratdi Building Limestone Stone area, near Village Ratdi, Taluka & District Porbandar, (Gujarat) has leased to Mr.Maliben Bhimabhai Modhwadiya. 2 2.1 Copy of Miming lease/letter of Internt The project comprises of Ratdi Buiding Limestone Stone mining at Survey no. 51/2/p (Govt.), near Village-Ratdi, Taluka & District Porbandar, Gujarat. Has been leased to Mr. Maliben Bhimabhai Modhwadiya. The Letter of Internt (LOI) has been granted in favour of Mr.Maliben Modhwadiya Bhimabhai Modhwadiya, over an area of hectare on /01/ S/o Shri Refer Annexure No. I : Copy of Letter of Internts (LOI) Refer Annexure No. II : Copy of Map 2.2 Nature of the project: The proposed Ratdi Buiding Limestone Stone mining at survey No. 51/2/p (Govt.) near Village-Ratdi, Taluka & District Porbandar, Gujarat. Ratdi Hector 2.3 Need for the project and its Importance to the country: Building Limestone stone is an important mineral for the building construction. In the area building limestone easily available right on surface. It is naturally available in this region & non-polluting activity involved in this project. The limestone of that area is building limestone,it is low grade limestone. so,it is used only for building construction material i.e Bricks & khandas. 2.4 Demand-supply gap The demand of building stone depends on the level of development and the rate of growth of the economy. 16 Ratadi Bl Lime stone of Maliben B Khunti

3 2.5 Imports Vs. Indigenous Production There is no import of building limestone. All production of building stone is earmarked for the indigenous demand/local market. 2.6 Export possibility There is no proposed to exports the production. 2.7 Domestic/Export markets The Limestone (building stone) will be only for domestic market /local suppliers. 2.8 Employment generation (direct and indirect) due to the project The proposed Building Limestone stone marketing activity is envisaged to improve the socioeconomic condition on a micro-economic scale by generating local employment 18 direct and about 5 indirect. The present project is a fresh application for environmental clearance and not interlinked or interdependent. Refer granted :location plan of Ratdi limestone (building Stone ) mine & Key plan of study area 3.3 Size and magnitude of operation The maximum rated capacity of the project will be 20,000 MTPA productions and the mine leased area is spread over ha. The bricks formation is in form of 15 X 9 X Project Description with process details & Flow diagram Building limestone stone will be open cast semi mechanized. The mineral produced here will be sold to local suppliers and market. Proposed production will 20,000 MTPA. Semi mechanized method of excavation, Removal of soil cover. Cutting of limestone blocks using stone cutter. Size of cut blocks will be 15 X 9 X 9. Anticipated recovery of blocks will be about 60%. 5 3.8 Availability of water its source, energy/power requirement and source should be given. A well is situated in the lease area. Water is required for plantation, stone cutting, sprinkling and drinking purpose. 7 4.5 Existing infrastructure An office cum store available at the project site and a first aid box with necessary facility will be provided. 4.6 Soil /rock formation The project area is primarily well black soil in the lease area. 9 monsoon period, the average temperature remains in the range of ,which makes the winter month pleasant and cool. 4.9 Social infrastructure available. The infrastructure that exists within the project site is an office cum store with toilets facilities. 5.PLANNING BRIEF 5.1 Planning concept The present project is Limestone (Building Stone) mining for making Building Stone &Khandas. 5.2 Man Power requirement Man power requirement for area is estimated to be 18 Nos. Most of the employees will be recruited from neighboring village. 5.3 Land use Planning (Breakup along with green belt etc.) The Ratdi Limestone (Building Stone) mining will be carried out on an area of ha. Drinking water : For drinking, dust suppression & plantation purpose water is required. A wall also exists in the site. Workers : Most of the workers will be from nearby villages so no accommodation at the site will be required Landscaping and Green belt development It is propose to plant a total 10 tree per year during five year plan period. By the end upto lease period about total hect. Area will be coveredby the plantation. 11 5.4.4 Disaster Management and Risk Assessment The mining activities will involve accident like landslides, fall of material or equipment from benches and failure of dump retaining wall. The applicant will prepare a detailed emergency plan in consultation with DGMS. 6. PROPOSED INFRASTRUCTURE S. REHABILITATION AND RESETTLEMENT (R & R) PLAN Since the project is Government land, there is no reserves forest or protected forest land within the area. 12 8. PROJECT SCHEDULE & COST ESTIMATES 8.1. Likely date of start of construction and likely date of completion (time schedule for the project to be given) The project activity will be taken up in parallel along with the opening of mine, after the Environmental Clearance & CTE/CTO is granted. The production will commence within two months of the Environmental Clearance & CTE/CTO Estimated project cost along with analysis in terms of economic viability of the project The project proponent will incur a total cost of Rs. 10 lakh and may vary from place to place and with magnitude of the Limestone (Building Stone) mining. This will include the rent/lease for land, cost of labor, cost of transportation, fuel charges etc. 9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) 9.1 Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area. The project will bring economical benefits to the State by the way of royalty for mineral and people by the way of direct (12 persons) and secondary employment (2 persons) opportunities. The mine management will be helping nearby villages by providing aid to school, conducting medical and social awareness camps, helping in formation of self help group etc especially keeping in the view the tribal and economically backward population in the area as part of its corporate social responsibility. Thus the project will bring out socio-economic improvement of the area and will prove beneficial to the area. Building Limestone Stone will create & indirect employment opportunities within the surrounding area. Mining activities will provide numerous new, although temporary, work opportunities for both skilled and unskilled labor, as well as contribute significantly to the local economy. IN operational phase, the proposed project would require significant workforce of non-technical and technical persons. 14 ENVIRONMENT MANAGEMENT PLAN Ratadi Building Limestone Area 3.1 INTRODUCTION: The proposed Ratadi Building Limestone area, near Village Ratadi, Taluka Mangrol District Porbandar, (Gujarat) has been granted to Sh. Modhwadiya Maliben Bhimabhai. The lease area is hect. The total capacity has been anticipated to be TPA. The building limestone area near Ratadi is a hub for building limestone extraction. The building limestone industry is a thriving industry because of prolific use of limestone in building industry. The project is aimed at producing building limestone slabs from the lease area. Topography of the Area. The topography of the lease area is almost flat. The Mine has a thin veneer of soil having a thickness of about 0.4 to 1.7 meters. The lease is located at following latitude and longitude: Latitude: to N Longitude: to E The highest elevation is 10 mrl and the lowest elevation of the applied area is 9 mrl. Climate data from secondary sources. The atmospheric temperature in summer rises from March onwards and reaches its maximum in May in the region of The average annual rainfall is approximately 1243mm. In the post monsoon period, the average temperature remains in the range of 19-25, which makes the winter months pleasant and cool. Flora & Fauna No forests land in the Ratadi Building Limestonearea. It is entirely a government land. No endangered species found in the core zone, so no adverse impact on the flora & fauna. Since, there are no endangered spices of flora & fauna observed in core zone as well as buffer zone Ratadi Building Limestone Area Sh. Malibenbhai Ghusarji Modhwadiya The environmental management plan has been developed with a view to bring down the levels of impacts as discussed in the last chapter within limits. In each of the areas of impact, measures have to be taken to reduce potentially significant adverse impacts and where these are beneficial in nature, such impacts are to be enhanced/augmented so that the overall adverse impacts are reduced to as low level as possible. 28 Ratadi Bl Lime stone of Maliben B Khunti

15 The mining in the area has been proposed with time bound management plan so that impacts on different environmental parameters are minimized at every stage of mining. Measures to be taken for each of the impact areas are detailed in the following Para: Land Environment Air Environment Water Environment Noise Environment Reclamation & Rehabilitation of lands Discharge of Effluents Afforestation & Green belt development programme Corporate Social Responsibilities Risk Assessment & Disaster Management Plan 2.0 AIR ENVIRONMENT Anticipated impacts The opencast mining operations are generally prone to generation of high levels of PM and to a limited extent SO2, NOx due to fossil fuel based vehicles and machines etc. Air pollution due to SO2, NOx and PM may result in irritation and inflammation of eyes and congestion of throat and infection in lungs Mitigation Measures: In addition to the above the following measures will be adopted: - 1. Water spraying on the roads for suppression of dust. 2. Development of green belt. 3. PPE will be provided to the workers. 4. To control the emissions regular preventative maintenance of equipment will be carried out. 2.2 WATER ENVIRONMENT Anticipated impacts No impact on the surface water resources is envisaged. The rain water accumulates in the lease area, which will be used for dust suppression and plantationpurpose. The ground water table in this region range from 8-10 m from the surface level.due to mining, ground water will not intersect in this project Mitigation measures There is not the case with this lease, as mineral or soil does not contain any harmful ingredients that could leach to the water table. Thus the mine lease working shall not affect the ground water quality. The impact of mining on ground water is not anticipated; therefore measures are not required. 2.3 LAND ENVIRONMENT 29 Ratadi Bl Lime stone of Maliben B Khunti

16 2.3.1 Anticipated impacts In open cast mining, the top crust of earth i.e. top soil/sub soil is completely removed below which are mineral deposits. The earth rock and other strata, called O/B are completely removed to provide access to the mineral deposit. In this manner land use pattern of an area always changes in the form of voids formed due to excavation of mineral. Topography of the surrounding area will remain unchanged. The drainage pattern due to proposed mining will not be disturbed within core zone as well as buffer zone. The thickness of the top soil is 0.5m, it shall be scrapped and stacked at separate place and will be used for plantation Mitigation measures The mining area will be affected to the land environment. The excavated area will be partially backfilled and remaining area use for rain water storage at the life of mine. The top soil will be stacked at separate earmarked site and use for the plantation. 2.4 NOISE ENVIRONMENT Anticipated impacts As far as noise pollution is concerned, mining limestone for building purposes does not contribute much to noise pollution, except the noise generated from stone cutter,proper mitigation measures to reduce noise levels will be followed. Noise level in the working environment is compared with the standards prescribed by Central Pollution Control Board which will be adopted and enforced by the Govt. of India through The Noise Pollution (Regulation and Control) Rules, The exposures to excessive noise levels can lead to: Prevention of sleep, insomnia & fatigue. Decrease in speech reception, communication, disturbance and diminished concentration thus adversely affecting job performance efficiency. Irreparable psychological disturbance including impaired hearing Mitigation measures Mitigate the noise level following control measures will be adopted: - 1. Periodical monitoring of noise will be done. 2. Regular and proper maintenance of noise generating machinery. 3. Proper PPE in form of earplugs and safety will be provided to workers working with the stone cutter and those in immediate vicinity of it. 4. Plantation in lease area will also reduce propagation of noise outside the core zone. 2.5 BIOLOGICAL ENVIRONMENT: No forests land in the area. It is entirely a government land. No endangered species found in the lease area, so no adverse impact on the flora & fauna. Since, there are 30 Ratadi Bl Lime stone of Maliben B Khunti

17 no endangered spices of flora & fauna observed in core zone as well as buffer zone. Therefore, measures are not required GREENBELT DEVELOPMENT The implementation for development of green belt will be of paramount importance as it will not only add up as an aesthetic feature, but also act as a pollution sink. The species to be grown in the area should be dust tolerant and fast growing species so that permanent green belt is created. Apart from the green belt and aesthetic plantation for elimination fugitive of emission and noise control, all other plantation efforts shall be decided and executed with the assistance and co-operation of the local community. Scigiumcumuni Jamun 2.6 Socio-Economics The impact of mining on social demographic profile is positive because displacements of habitat are not involved in this mining project. The mining in the area will generate rural employment. The mining activities in the area will raise economic status of the mine workers. 3.0 ENVIRONMENTAL MANAGEMENT PLAN IMPLEMENTATION Environmental Management Plan serves no purpose if it is not implemented with true spirit. Thus, an implementation and monitoring programme has to be prepared. Implementation of proposed control measures and monitoring programme has an implication on the surrounding area as well as for the region. Therefore, soil mining management should be strengthen the existing control measures as elaborated earlier in this report and monitor the efficacy of the control measures implemented within the mining area relating to the following specific areas: Collection of air and water samples at strategic locations with frequency suggested and by analyzing thereof. If the parameters exceed the permissible tolerance limits, corrective regulation measure should be taken. Collection of soil samples at strategic locations once in a year and analysis thereof with regard to deleterious constituents, if any. Regular visual examination will be carried out to look for possibilities of erosion. Any abnormal condition, if observed should be taken care of. 18 adjacent villages will be done. Plantation will be done as per program i.e. along the boundary and backfilled benches after mining operations have ceased. 3.1 ENVIRONMENTAL OFFICER Environmental professional/officer should be appointed/ hired to implement the environment management plan. The officer shall ensure the suitability, adequacy and effectiveness of the Environment Management Programme :- Environmental officer will be responsible for proper maintenance and operation of the programme and it will oversee the following aspects: Conduct environmental awareness program to the workers, supervisory staff and contract laborers during the mining and operation period. Regularly monitor the environmental parameters and prepare reports as required by the GPCB. Recommend necessary measures to improve Environmental conditions. Conduct safety programmes to create safety awareness among workers/staff. Train the staff and other workers on safety measures and conduct safety drills to educate them. Environmental officer will be in regular touch with State Pollution Control Board and State Mining Department and send them annual progress report. Any new regulations considered by State/Central Pollution Control Board for the Building Stone mining would be taken under active consideration. 3.2 PROPOSED SET UP The Environmental professional/officer will be responsible for: Liaison with environment monitoring laboratory for collecting and analyzing water and air samples from surrounding area and work zone monitoring for pollutants. Implementing the control and protective measures. Co-coordinating the environment related activities within the project as well as with outside agencies. Ratadi Building Limestone Area Sh.
