2 Letter from our Chief Executive April/May 2014 Dear Applicant, Director of Organisational Development Thank you for your interest in our post of Director of Organisational Development. I hope you will find all the answers you want in our recruitment information but you are welcome to call me to discuss the post in more detail. If I am unavailable please leave a number where I can contact you during an evening. My phone number is given below. Bron Afon has been created and shaped over the past 6 years by tenants and staff working together to design their own landlord and employer. The result is a unique organisation with our own ways of working. If you join us, you will be able to play your part in improving and adapting our model as we learn from our own experience and others. We are a community owned mutual organisation with over 1800 shareholder members and our members play an active part in the development of our policies and strategies and monitoring performance. Our membership committee is elected and scrutinises the work of our Board, attending Board meetings and receiving all non confidential papers. All our members live in Torfaen and a majority must be tenants. Bron Afon was established in 2008 following a housing stock transfer from Torfaen County Borough Council and we have just completed the massive programme of works required to bring all the homes we provide up the Welsh Housing Quality Standard fulfilling our commitment to tenants at the time of transfer. That was Phase 1 of our development where we had to be very focused on delivering a major capital investment programme. Phase 2 has a new Corporate Plan with a new broader aim of aim of improving the quality of life and life chances of those living in our communities with a particular emphasis on those facing disadvantage. We are part way through a major staffing restructure of both the operational departments to realign them for our new aim and new priorities based on the lessons from the past six years and particularly our work with tenants on welfare reform. We are proud to be seen as a public service organisation working as a partner with public sector organisations in the Borough. Operating only within Torfaen we are a community based organisation delivering local services. With a local focus, a budget of 37 million per annum and nearly 500 staff, most based in our headquarters building, we are large enough to make an impact yet small enough to be versatile and flexible. Unlike almost every other registered social landlord, we are carrying out the internal improvement programme to tenants homes using our own staff rather than major contractors as we can achieve savings whilst ensuring that we create

3 new jobs for local people. This is a key post in Bron Afon and, if appointed, you will join us at a very exciting time in our development. We have enhanced the former role of Head of Human Resources to create the new post of Director of Organisational Development because we want our organisation shaped around people; our tenants, their families, leaseholders, shareholder members, Board, staff and the people living in the communities we serve. There is much more to say about Bron Afon but you won t really get a feel for whether you want to work here without talking to us, finding out what makes us tick and whether we are the kind of people you want to work with. 4 Job Advert Director of Organisational Development UP to 64,000 p.a Are you able to deliver inspiring corporate leadership whilst maintaining a strong social conscience? Do you possess the vision, determination and charisma needed to drive through change? If so, the newly created role of Director of Organisational Development could be the one for you. As Director of OD you will lead the Organisational Development function for a social enterprise employing nearly 500 staff based in Torfaen, South East Wales close to the English border. We have excellent road and rail links to Cardiff and Newport and further West as well as the English Southwest and Midlands. With a combined annual revenue and capital spend of over 55 million, our work covers housing management, support, property management, construction and community regeneration, all with the clear aim of improving the quality of life and life chances of local people. You will be interested in making a difference to the lives of thousands of people and being part of an organisation which works with, and proactively involves, the community at all levels of governance and operational activity. We are seeking a highly talented organisational development (OD) professional to forge a new team delivering strategic change management. This new post will join the Strategic Management Team at an exciting time in Bron Afon s growth. Reporting to the Chief Executive, you'll: Design, develop and lead the delivery of a comprehensive organisational development strategy, incorporating organisational culture, change management, Learning and Development and Health and Safety Review and specify clear performance deliverables and measures for the function. The person we're seeking will be determined but measured, robust but flexible; they will know the theory but be focused on the delivery. They will also be an exceptional leader who can grow their team and inspire learning in the pursuit of clear goals. As Director of Organisational Development you'll also need: Demonstrable experience of planning, leading and delivering significant and successful cultural and organisational transformation and change projects. Experience of managing HR, L&D and Health and Safety To be adept at providing clear, strong and consistent communications. Membership of the CIPD or another relevant professional body is desirable, as is a coaching or professional management qualification. To provide professional advice to the Board, Staffing Committee, the Chief Executive, SMT, Senior Managers on all Human Resources, Organisational Development and Health and Safety matters. To ensure that Bron Afon has in place an Organisational Development Strategy to support our purpose, values and aims. To Lead the HR, L & D and Health and Safety Team and ensure that Bron Afon has in place the appropriate policies, practices and systems to meet business need and legislative requirements. KEY RESPONSIBILITIES 1. Implementing the Bron Afon Community Mutual Model 1.1. Develop and deliver an OD service which effectively supports the Bron Afon community mutual model, its vision and values, working with tenants and residents to create sustainable communities where people want to live. 2. Leadership and Management 2.1 Act as a member of the SMT, participating in the strategic, corporate leadership of Bron Afon.

6 2.2 Apply both a genuine sense of social responsibility and a strong business approach to the leadership and management of the organisation. 2.3 Manage and direct staff within areas of responsibility, ensuring that they operate efficiently and flexibly and are focused upon meeting the needs of internal and external customers. 3. Organisation Development and policy 3.1 Ensure that Bron Afon has in place an organisational development strategy which integrates our culture, values and strategy and supports and enhances organisational performance and adaptability. 3.2 Provide insight and leadership to strategic change through effective change management strategies. 3.3 Continue to develop Bron Afon culture and values in line with Strategic Intention and Direction 3.4 To provide advice to ensure that the organisation is appropriately designed to deliver Bron Afon s short and long term objectives. 3.5 Develop and monitor HR policies across Bron Afon 4. Resourcing and Talent Management: 4.1 Ensure Bron Afon is able to identify and attract the right people. 4.2 Appropriately balance resources to the meet changing needs of organisational strategy 4.3 Ensure that Bron Afon has a committed, fit for the future workforce in order to achieve sustainable performance. 5. Learning and Talent Development: 5.1 Ensure that Bron Afon has in place a personal development framework that enables people at all levels of the organisation to possess and develop the skills, knowledge and experiences to fulfil our aims. 6. Performance and Reward: 6.1 Build a high-performance culture by delivering programmes that develop, recognise and reward critical skills, capabilities, experience and performance, 6.2 Ensure that Bron Afon reward systems are market-based, equitable and costeffective.

Service Delivery: 9.1 Ensure that the delivery of the full Human Resources service and information is accurate, efficient, timely and according to the needs of the customer. 9.2 Ensure that all Human Resources data is managed professionally and securely. 9.3 To provide professional Human Resources advice to all relevant projects. 10. Health and Safety 10.1 To be the Director responsible for Health and Safety 10.3 Promote high standards of Health and Safety culture and practice across the organisation through externally accredited review programmes and risk assessment mechanisms Ensure through advice and training that all statutory obligations are adhered to. 11. Completing the Application Form It is important that you complete all sections of the application form so that we can shortlist your form thoroughly. If a section does not apply to you, please write NOT APPLICABLE. We do not accept CVs so make sure that you complete the form in as much detail as possible. Unfortunately, we are unable to process incomplete applications or CVs. Personal Details This section will be removed from your application and will not be seen by the shortlisting panel. We do this to make sure that the panel s decision is based solely on merit, and on the information that you have provided about your skills, knowledge, experience and ability. Bron Afon Community Housing is governed by the Welsh Assembly, and we need to provide them with information about any of our staff who are related. We are not permitted to offer employment to relatives of our Board Members prior to obtaining confirmation from the Welsh assembly. Therefore please make sure that you answer this question honestly, as failure to do so could result in an offer of employment being withdrawn, or dismissal if you ve already been employed. You can draw on elements from any aspect of your life, such as education, work, home or community life, as long as you focus on its relevance in comparison to the needs of this job.
