5 NDIA Certificatin Prgram Summary Updated WHY CDM CERTIFICATION? The cnfiguratin and data management disciplines are critically imprtant in the design, develpment, prductin, test, Integratin and maintenance f cmplex prducts. These disciplines are vital and have many applicatins glbally in bth cmmercial and gvernment applicatins. Mst rganizatins recgnize CDM prcesses as keystnes in tw f the mst critical business requirements; managing risk and cntrlling cst. Thus, mre ften than nt, CDM is a value added essential part f business. Accrdingly, a reliable means t identify and recgnize well-qualified, experienced cnfiguratin and data management prfessinals is essential t establish prfessinalism in these disciplines. The NDIA Technical Infrmatin Divisin (TID) initiated CDM certificatin in 1990, and cntinues t be the CDM certificatin prgram mst recgnized and respected fr its adherence t qualifying candidates accrding t high standards in terms f experience and knwledge. During 1990, a ne-time Grandfather prgram prvided a vehicle fr NDIA t certify individuals wh had qualifying lifetime experience f at least fifteen years direct experience in CM and DM, and a fur-year cllege degree. Mre than 200 CM and DM prfessinals were apprved as Certified Cnfiguratin Managers (CCM) and Certified Data Managers (CDM). In 2000, NDIA certificatin was cnducted in the UK, and has cntinued t expand each year. Since 1991, certificatins have been earned by successful cmpletin f examinatins by thse wh have the required experience. Nt surprisingly, many individuals are seeing the CDM discipline as an avenue fr applying their talents in the business wrld. Accrdingly, the NDIA TID has established a CDM Apprentice prgram that prvides a methd fr entry-level individuals t be designated a CDM Apprentice, which sets up a prgressin ladder leading tward CDM Certificatin after attaining the NDIA experience requirements fr certificatin. This als will allw thse entering the discipline t becme knwledgeable f all aspects f CDM and a basis t determine if they desire t cntinue in the discipline. PROGRAM ENHANCEMENTS During the past few years, significant changes have taken place in DOD, NASA and cmmercial acquisitin prcesses. DOD refrm has fcused n reducing reliance n DOD/MIL specificatins and standards, increasing use f perfrmance specificatins, and emphasizing cst savings assciated with the use f Cmmercial ff the Shelf (COTS) and Nn-Develpmental Items (NDI). In a parallel manner, there have been significant increases in cmmercial CDM applicatins, many assciated with the glbal industry use f ISO Quality Management Standards, (which have cnsiderable fcus n cnfiguratin and data management) as well as EIA 649, Cnsensus Standard fr Cnfiguratin Management, and the ISO/IEC , Sftware Life Cycle Prcesses. These guidance dcuments frm the basis f current CDM prcesses. Of curse, all f these changes are driven by the need t balance cst cmpetitiveness and prfessinal CDM. Reflecting n these n-ging changes, the NDIA TID certificatin prgram is updated t be cnsistent with recgnized changes. New r revised Industry, Gvernment and Internatinal Standards are included, nrmally fllwing the year in which they are released. Examinatin questins are heavily weighted tward generic CDM, rather than 2

6 fcusing n gvernment cntract CDM; hwever, the majrity f the individuals wh apply fr the NDIA CDM Certificatin wrk gvernment cntracts. In additin, as cnfiguratin and data management prcesses have becme mre wrld-wide in scpe, NDIA certificatin is ffered internatinally, with specific cncentratin in the United Kingdm. Many industry based CDM prcesses develped and currently used cmmercially and n gvernment cntracts in the US have been incrprated in internatinal applicatins. Each certificatin examinatin includes relevant ISO/IEC internatinal guidance dcuments, including the ISO 9000 Quality Management series, with primary fcus n CDM subjects. A recertificatin prgram was initiated in January This was initiated as a needed ptin fr individuals wh are already NDIA certified. With majr cntinuing changes in the discipline, such as thse identified abve, it is recgnized that n certificatin can be valid indefinitely. Recertificatin prvides methds fr thse already certified t update their certificatin every five years. There are ptinal methds available. The Recertificatin Plan cntaining the plicy and prcess is n the NDIA web site ( EXAMINATION AND CANDIDATE REQUIREMENTS NDIA has established tw CDM certificatin levels: CDM Manager and CDM Specialist. T qualify fr the Manager certificatin, ten years f cmbined CDM experience is required; fr the Specialist certificatin, five years is required. The examinatins are extensive, and include the majr functins f CDM. The examinatin is in fur parts, each cnsisting f bjective and essay questins. Objective questins are f three difficulty levels: Easy, mderate, and difficult. Manager questins are selected frm the mderate and difficult categries, while Specialist questins are frm the easy and mderate categries. Essay questins are based n the increasing experience levels f Specialist and Manager Candidates. The passing scre is 70%; the average success rate fr thse withut specific preparatin training is 52%. Examinatins are typically scheduled after majr cnferences supprted by NDIA r upn request by an rganizatin/cmpany. The examinatin requires a full day t cmplete. BENEFITS OF THE NDIA APPRENTICE PROGRAM The CDM Apprentice Prgram was initiated in September The Apprentice Prgram is nt a Certificatin Prgram; hwever, candidates wh successfully pass the Apprentice Examinatin are issued a Certificate by the NDIA. T qualify fr the CDM Apprentice Examinatin, less than five years f cmbined CDM experience is required. The examinatin is cnsiderably less difficult than the specialist r manager level certificatin examinatins, but des include the identical CDM functins as current Specialist and Manager Certificatin Examinatins. The Examinatin is in fur parts, each cnsisting f bjective and essay type questins. Essay Questins are apprpriate fr the entry level experience f typical apprentice candidates. The passing scre is 70%. Examinatins are scheduled during majr cnferences supprted by NDIA, and are available n request frm interested rganizatins. Many individuals have recmmended the NDIA Technical Infrmatin Divisin initiate a recgnitin prgram fr the grwing number f individuals wh have recently entered the CDM discipline and dn t meet the minimum 5 years experience fr certificatin. This Apprentice prgram was the respnse t this recmmendatin and prvides a track fr thse wh intend t remain in the CDM field, and is a frmal prcess fr wrking 3

7 tward future Certificatin. It als allws the individual t achieve designatin as a CDM Apprentice, and be recgnized by peers and management alike fr their serius intent t prgress in the discipline while they wrk tward Certificatin after having the required 5 years f experience. It is expected thse achieving designatin as a CDM Apprentice will receive sme f the same benefits as NDIA Certified individuals. BENEFITS OF NDIA CERTIFICATION The Technical Infrmatin Divisin certificatin prgram is nw in its twenty-fifth year, and the many benefits f certificatin are being realized by thse achieving the award. First, they are recgnized amng their peers as experienced, exceptinally well-qualified CDM prfessinals wh have prven themselves by meeting the high standards established by NDIA. Secnd, their certificatin is spnsred and authrized by the wrld s mst prminent gvernment-industry assciatin. While there are ther certificatin prgrams, nne requires the cmbined experience and knwledge standards established by TID. There is n equivalent certificatin! Additinally, the brad recgnitin f NDIA certificatin thrughut gvernment and industry, and internatinally, has resulted in many benefits fr certified individuals and the cmpanies r agencies where they are emplyed. Fr example: There are RFPs requesting that develpers use NDIA certified prfessinals t perfrm CDM. This has mtivated mre cmpanies t supprt staff certificatin, and t hire certified staff. When yu are NDIA certified, yu can easily apply yur status and knwledge t help yur rganizatin becme r remain ISO certified. Many cmpanies emphasize in RFP respnses that NDIA certified CDM staff prfessinals will be wrking n their cntracts. Sme jb descriptins nw require NDIA certificatin t be cnsidered prir t prmtin t higher-level CDM psitins. Increasingly, cmpanies and gvernment agencies spnsr emplyee candidates by paying certificatin fees and assciated travel expenses. This is an imprtant methd f demnstrating supprt fr CDM staff and the certificatin prgram. CERTIFICATION PREPARATION COURSE The Certificatin Sectin f the TID presents an intensive tw-day preparatin curse designed t prepare individuals fr the certificatin examinatin. It is available thrughut the year and cntinues t be ffered because many candidates have indicated their cmpany r agency prvide little effective training t assist CDM staff in achieving certificatin. Many CDM practitiners have little experience in the brad range f activities f the discipline, thus the primary thrust f the curse is t prvide insight int each area. The curse includes and emphasizes industry and internatinal CDM practices, and applicable guidance standards itemized in the study guide, as well as gvernment acquisitin plicies and cntracting prcesses. The curse is cnducted by NDIA Certified CDM Managers apprved by the TID. 4

8 The curse has a prven recrd f effectiveness, with an 80+% success rate fr candidates cmpleting the curse, versus 52% fr thers. 9 Technical Infrmatin Divisin (TID) Prfessinal Certificatin Sectin The Technical Infrmatin Divisin (TID) Prfessinal Certificatin Sectin manages certificatin activities. The Sectin Chair reprts t the TID Executive Bard Chairpersn. The Sectin Chair champins and prmtes prgram expansin, prepares the study guide and examinatins, crdinates schedules, cnducts examinatins at lcatins determined by demand, scres examinatins, requests certificatin awards be mailed, and maintains certificatin recrds. The certificatin preparatin curse is develped by Prfessinal Certificatin Sectin members (and ther individual cntributrs) and Prfessinal Certificatin Sectin members instruct the curse, then administer the Examinatin n behalf f the NDIA. Prfessinal Certificatin Sectin membership is apprved by the Technical Infrmatin Divisin Executive Bard. YOU MUST ACT TO BECOME NDIA CERTIFIED The purpse f this prgram summary is t prvide infrmatin fr thse interested in certificatin, but just knwing abut the prgram des nthing t benefit yu! CERTIFICATION STUDY GUIDE The Cnfiguratin and Data Management Examinatin Separate CDM examinatins are ffered fr manager and specialist candidates, the difference being degree f difficulty. Examinatin questins are primarily based n best practice prcesses used in cmmercial, gvernment and internatinal applicatins, and reflect the guidance prvided in listed references. Questins are apprpriate fr the required manager and specialist experience levels, and ften may be successfully answered by candidates using their knwledge and years f experience. The Examinatin has fur parts, each cnsisting f 40 bjective type questins and five (5) essay questins, three (3) f which must be answered. Objective questins are valued at 40%, and essay questins are valued at 60% f ttal scre. The Examinatin requires a day t cmplete, scheduled between 8:00am and 5:00pm, with apprpriate breaks and lunch between parts, the Examinatin is clsed bk. The Apprentice Examinatin questins are primarily based n best practice CDM prcesses used in cmmercial, gvernment and internatinal applicatins, and reflect the guidance prvided in references listed herein. Questins are apprpriate fr the CDM Apprentice experience level. The examinatins have fur parts, each cnsisting f 60 bjective type questins; and ne (1) essay questin, the apprentice examinatin is administered in cnjunctin with the Certificatin Examinatin described abve. 6

Evaluate each answer befre making yur selectin; fr multiple-chice questins, eliminate far ut answers t increase yur success rate percentage. Answer every bjective questin! A blank answer is an incrrect answer! Respnding t Essay Questins NOTE: N specific answers are prvided fr sample essay questins in this study guide; hwever, the fllwing is prvided as guidance fr preparing essay respnses. 12 Essay questins are scred in a subjective manner; there are n canned answers. Hwever, scring teams are prvided reference citatins fr guidance. Scring is perfrmed independently by at least three members f the team; then the team lead assigns final scre. N specific reference need be used in respnding t Essay Questin. Include sufficient infrmatin in yur respnse t cnvince the scring team f yur knwledge. Passing the Examinatin There are tw methds f passing the examinatin: (1) Achieve an verall ttal scre f 70%, which requires attaining 280 f the maximum 400 pints; (2) When an verall scre f 70% is nt achieved, each f the fur examinatin parts are scred individually, and when 70% is achieved n any part, that part is passed. Parts nt passed may be attempted again at any examinatin lcatin (by applicatin); hwever, all parts must be successfully cmpleted within a 24 mnth perid. After 24 mnths the examinatin prcess starts anew. Examinatin Scring All examinatins are scred by Technical Infrmatin Divisin scring teams cnsisting f NDIA certified individuals. Each examinatin is scred by at least three team members and reviewed by the team lead. It typically takes three weeks t receive scres. Examinatin candidates are ntified by with a summary f the scres fr each part f the Examinatin. The examinatin bklets are nt returned t candidates.
