Construction Corporation Limited (A Government of Meghalaya Undertaking) Registered Office: Kench s Trace Shillong Gram: MEGCON Phones: , Fax: , Expression of Interest Pre-qualification applications are hereby invited from qualified, experienced and established registered Contractors of State / Central Govt. for Construction of National Institute of Fashion Technology Permanent Campus at Umsawli, Shillong involving RCC Building works including Plumbing, Sanitary, Electrification, Approach Road and Area development work and will be received by the undersigned upto 1.30 p.m. on The approximate value of work is as follows :- Group No. 1 : Construction of Administrative Building, Academic Building & Resource Centre : Rs crores. Group No. 2 : Construction of Boy s Hostel, Girl s Hostel and Residential Building : Rs crores. The Pre-qualification application document may be obtained from the office of the Meghalaya Govt. Construction Corporation Ltd., Kench s Trace, Rilbong, Shillong on payment of nonrefundable fee of Rs (Rupees one thousand) only in cash/bank Draft in favour of Managing Director, MGCC Ltd, Shillong on all working days upto during office working hours or may be downloaded from the website. The applicants downloading the application document from the websites shall enclose a bank draft of Rs towards document fee, alongwith their applications. It may be mentioned that the Contractors /Firms who have executed RCC Building works including Plumbing, Sanitary, Electrification and Area development work during last 5 (five) years costing i) Three such works each costing not less than 40% of approximate value of works, OR ii) Two such works each costing not less than 60% of approximate value of works, OR iii) One such work costing not less than 80% of approximate value of works, are only eligible for empanelment. 4 SECTION II Brief Description of Project 2.1 INTRODUCTION National Institute of Fashion Technology intends to construct NIFT permanent Campus at Umsawli, Shillong. The proposed campus shall be a modern state of Art complex. The Campus will have Administrative Block, Academy Block, Resource Centre, Hostel building for Boys & Girls, Faculty residence, Director s residence and Staff Quarters. In addition the Complex will have utilities and infrastructure facilities like Sanitary and Plumbing, Electrification, External Water Supply and External Electrification, Sewage System, land scaping, approach road and area development work. 2.2 Aim and Objective. The aim is to empanel reputed and experienced Contractors/Firms for execution the proposed Complex of National Institute of Fashion Technology. 2.3 SCHEDULE OF EXECUTION OF THE CONTRACT Date of invitation of Pre-qualification bids: Date for receipt of Pre-qualification bids:

5 SECTION III SUPPLEMENTARY INFORMATION 3.1 INTRODUCTON The following paragraphs intend to cover general information about the work for which this invitation for pre-qualification is issued. The work is located at Shillong in Meghalaya. This information may serve as guidelines to contractors who would be responding to this invitation for pre-qualification. The subject matter will be further detailed in the General Conditions of Contract and detailed specifications in the Bid Document for the Contract. Some changes in the work and conditions described hereafter may be made prior to invitation of bid. The information provided in this document is the present intent of the MGCC Ltd. and is provided in good faith. 3.2 ACCESS TO SITE. NIFT Complex, Umsawli, Shillong, Meghalaya. 3.3 BID LANGUGAE Bid shall be submitted in English and information in the bids shall also be in English. Failure to comply with this requirement may disqualify a bid. 3.4 BID PRICE AND CURRENCY OF PAYMENT Bid Price and Currency of payment shall be entirely in Indian language. 3.5 CONDITIONS OF CONTRACT The General conditions of contract and special conditions of Contract shall be as detailed in the Price Bid Documents. 3.6 PRICE VARIATION Prices to be submitted will be subject to adjustment. 3.7 LAWS GOVERNING THE CONTRACT. The Contract will be governed by the Indian Laws in force, subject to (Place/City) jurisdiction. 3.8 OTHER GENERAL INFORMATION The detailed specifications and Price Bid Documents will be issued to only those Contractors who are prequalified under this Invitation for Prequalification. 3.9 Responding to the bid is entirely the Applicant s responsibility and no financial compensation or reimbursement can be expected from the MGCC Ltd. for such purpose Non Tribal Prequalified Contractors/Firms have to submit Trading License as per State Govt. norms while submitting Price Bids, otherwise Bid will be rejected Pre-qualified Contractors/Firms have to submit Labour License and EPF Code while submitting Price Bids, otherwise Bid will be rejected.

6 SECTION IV INSTRUCTION TO APPLICANTS 4.1 The Prequalification application with all contents shall be in English. Two (2) copies of completed Prequalification Application Documents in sealed covers (one copy marked Original and the other copy marked Duplicate ) should be returned so as to reach by hr. on or before at the following addresses. 1. Marked Original Managing Director, MGCC Ltd., Kench s Trace, Shillong , Meghalaya. Prequalification documents received after the due date and time will not be considered and be summarily rejected. If the receipt date is declared as a holiday the applications will be received on the next working day at the same time and places. 4.2 The envelope or packet containing the Bid must be shown on the outside, the name and complete address of the Applicant. In addition, the upper left hand corner of the packet should bear the title Prequalification Bid for construction of NIFT permanent campus at Umsawli, Shillong, Gr. No. 1 or Gr. No All financial data/monetary values entered in the form(s) for the work executed/work in hand should be stated on Indian Rupees. 4.4 It is mandatory that each application shall contain all the information called for in the FORMS included in the document. 4.5 Applicants are particularly advised to fill in the details asked for strictly as per the enclosed forms. Applications may be rejected if relevant details are not furnished in prescribed formats and also which do not meet the qualification requirements given in the paragraphs that follows. The Applicant may furnish any additional information, which in his opinion will highlight his capacities to perform, along with his application. 4.6 ELIGIBILITY FOR PREQUALIFICATION The application for prequalification will be entertained only from Contractors with technical knowhow, standing, experience and proven reputation in execution of RCC building, sanitary, plumbing, electrical, External Electrification, External water supply, sewerage system, land scaping, approach road and area development works and who can show satisfactory evidence of successful completion and satisfactory performance of work as stated. 4.7 The site of the work may be inspected by the applicant or his representative at his own cost. 4.8 Information regarding Applicant s experience shall cover the work carried out only after 1st January, 2007.

7 4.9 The decision of the Meghalaya Government Construction Corporation Ltd. to accept or reject any application for prequalification shall be final and binding While applications are under consideration, Applicants and their representatives, or other interested parties, are advised to refrain from contacting by any means any of the MGCC Ltd. personnel on matters related to the applications under study. The MGCC Ltd. if any will obtain clarification of applications by requesting such information from any or all Applicants in writing.

8 SECTION V BASIS FOR PREQUALIFICATION OF APPLICANTS 5.1 Application for Prequalification will be evaluated under the following three heads:- A: Financial Standing and capability. B: Past Experience. C: Organizational Capability. D: Experience in working in North East India. Applicants are required to furnish necessary data, documents drawings and other particulars along with their application for prequalification in support of their competence under the above heads. Data/documents furnished should be true in all respects. On verification if it is found that such data/documents are not true or concerned Applicant has attempted to conceal any favorable data, his application for prequalification will be rejected. The minimum qualification expected in respect of the above heads are given hereafter. Applicants meeting these minimum requirements will be considered for prequalification. 5.2 CRITERIA FOR QUALIFYING To be eligible to bid for the work for which this prequalification is invited. Applicants must meet the following criteria. 5.3 FINANCIAL STANDING i) The Financial standing will be judged from the financial statement (Form 2) and by the overdraft facilities/credit worthiness (in the form of Solvency Certificate as indicated in Form 2A) from a bank available to the Applicant. ii) Local Standing It is necessary that the Applicant has a sound financial standing. For this purpose, references and testimonials from Bankers and Clients with whom the Applicant has past association have been called for in his prequalification application document. iii) Annual Turnover The minimum annual turnover of prospective applicants in terms of project constructions required for prequalification shall be above Indian Rupees 8.0 crores for Gr. No. 1 and Rupees 5.0 crores for Gr. No. 2 in each year for the last 5(five) years. 5.4 PAST EXPERIENCE i) Quantum and experience of work executed It is necessary that the Applicant has executed similar type of work in the past. It is expected that the Contractor/Firm has executed similar nature of works worth equal to or higher than Rs crores for Gr. No. 1 & Rs crores for Gr. No. 2 or two similar works each of value more than Rs crores for Gr. No. 1 and Rs crores for Gr. No. 2 or three similar works each of value equal to or more than Rs crores for Gr. No. 1 and Rs. 6.7 crores for Gr. No. 2 in the last 5 (five) years.

9 ii) Similar nature of works means RCC Multistoried Building including Plumbing, Sanitary, Electrification, External Electrification, External water supply, Sewerage system, Land scaping & Horticulture, Approach road and Area development works. iii) Past Performance The past performance of an Applicant is established in respect of having successfully executed similar type of work in time and in workmanlike manner. For this purpose, testimonials etc. from Clients for whom the Applicant has executed similar type of work during the past will have to be submitted by the Applicant and where necessary reference will be made to previous clients. Applicants must furnish past performance data vide Form-3. iii) Preference will be given to firm having experience of working in North East India. 5.5 ORGANISATIONAL CAPABILITY Organizational capability of an Applicant will be judged based on data furnished by him in respect of Personnel, Construction Plant and Equipment for the job/s referred in Form 3 for past experience. The Applicant is required to confirm that he shall have the required strength of personnel in his employment as per Form 5 and also possesses the required number/ capacity of construction plant and equipment as per Form 4 in working condition and he would deploy the same in case the job is entrusted to him. The Applicant is also expected to deploy adequate supporting staff (i.e. Sr/Jr. Engineers/Foremen/Technical Supervisors and below) and any additional plant and equipment (other than those mentioned in Form 4) for successful completion of the proposed work in scheduled time. 5.6 QUALIFIED APPLICANTS MGCC Ltd will decide which of the applicants are prequalified and will advise them by telegram, telex or facsimile and confirm in writing by registered letter in due course of time. The prequalified contractors shall be invited to submit their Price Bids in the prescribed documents which will be issued to the interested applicants on payment of cost of Bid Documents and will be indicated in Invitation for Price Bid. 5.7 Final Decision making Authority Meghalaya Government Construction Corporation Ltd. reserves the right to accept or reject any or all proposal without assigning any reason All disputes arising shall be subject to the jurisdiction of the appropriate court at Shillong, Meghalaya and be governed by Laws of India The discretion and decision of Meghalaya Government Construction Corporation Ltd., Shillong in respect of this submission shall be final and shall not be open to be challenged in any Court of Law.
