2 DETAILED OF TERMS AND CONDITIONS FOR SUBMISSION OF TENDER PAPER BY THE TENDERER FOR PRINTING & SUPPLY OF FLEXI BOARD UNDER DECENTRALISATION OF FEEDING PROGRAMME (SNP/EFP & MDM) for the year Sealed Tenders in the prescribed from are invited from the intending Individuals/Company/Firms/Co-operative/Printing Press for printing & supply of Flexi Board under SNP/EFP & MDM of Subarnapur district during The approximate size of the flexi board should be 3 x 4 and quantity of requirement is The Tenders will be received by the DSWO, Subarnapur or by any officer duly authorized by her till 3.00P.M. of and will be opened on the same day at 3.30PM in the office chamber of DSWO, Subarnapur by the tender committee in the presence of the tenderers or their authorized Agents. The money receipt issued for purchase of tender paper is to be submitted alongwith tender paper. 3.. The successful tenderer shall be required to supply the flexi board at Dist. Head Quarters as per the direction of the Collector, Subarnapur/ DSWO, Subarnapur within specified period. 4.. The tender paper alongwith the details of terms and conditions, earnest money deposit etc. can be obtained from the office of the DSWO, Subarnapur on payment of Rs.5,000/- (Rupees Five Thousand) only during office hours on working days from the date of publication of the Tender Call Notice. The tender documents can also be downloaded from the website In case the tender documents has been downloaded from the website, the Tender Document fee must be deposited alongwith the Technical Bid in the form of a Demand Draft, drawn in favour of District Social Welfare Officer, Subarnapur payable at SBI, Sonepur. The cost of tender paper is not refundable. 2

The tender completed in all respect may be sent in sealed cover super scribing TENDER FOR PRINTING & SUPPLY OF FLEXI BOARD to the address of DSWO, Subarnapur by Registered/Speed Post only so as to reach the office before the date & time fixed. The Tender received beyond the date and time mentioned above shall not be taken into consideration under any circumstances. 6.. The Tender paper should be filled in properly and legibly without any correction, over-writing. The rates should be written both in words and figures in the prescribed tender paper. The rate quoted in the tender paper will be final and tenderers shall not be allowed to change the same under any circumstances, which will be valid for the year A valid solvency certificate of Rs.1,00,000/- (Rupees One lakh) only must be furnished alongwith the tender. The solvency certificate must have been issued by the competent authority within the financial year The tender paper not accompanied by valid solvency certificate shall be liable for rejection. 8.. Earnest money of Rs.5,000/- (Rupees Five Thousand) only is to be furnished alongwith the tender paper in shape of NSC/TDR duly pledged in favour of DSWO, Subarnapur. Any other form of payment shall not be accepted. The tenders without earnest money shall be liable for summary rejection. Earnest money of unsuccessful tenderer shall be refundable after finalization of tenders. However in case of the successful tenderer refuses to supply the flexi board after acceptance of his tender or fails to enter into an agreement in the prescribed format with the Collector, Subarnapur within the prescribed time for printing & supply of the flexi board, the EMD shall be liable for forfeiture. 3

4 9.. Earnest money deposited by the successful tenderer will stand converted to security deposit, which will be refunded after successful completion of contract period and audit of accounts of the supplier. The whole part of the security deposit will be forfeited for irregular performance or breach of any terms and conditions as laid down herein and in the agreement executed during the period of contract Income Tax Clearance Certificate and VAT Clearance Certificate/ VAT registration certificate valid up to shall be furnished along with the tender Telegraphic tender and conditional tender will not be accepted The detail tender call notice shall be submitted with the tender duly signed by the tenderer as a token of acceptance of the terms and conditions Payment shall be made against submission of bills on completion of delivery of flexi board as per the order of the competent authority on production of printed delivery chalan duly acknowledged by the recipient of the stock to whom it concerned. Payment of the bills is subject to availability of funds under specific head of account No interest shall be paid on outstanding payments under any circumstances The contract is also liable to be cancelled at any time by the Collector, Subarnapur in case of change in Govt. policy or scheme or specifications The undersigned reserves the right to cancel by modify fully or partially the invitation for bid or to reject one or more of the bids or cancel the entire tender process without assigning any reason thereof. 6 ANNEXURE-I TENDER SCHEDULE FOR SUPPLY OF FLEXI BOARD FOR THE YEAR I do hereby tender to execute the under mentioned description of work in accordance with conditions noted below in consideration of tender for payment being made for the quantities of Flexi Board at the rate specified in the following schedule. Money receipt (in original) in support of purchase of tender paper or (in case of downloaded the tender paper from internet) DD of Rs.5,000/- in favour of DSWO, Subarnapur payable at SBI. 3. Recent solvency certificate of Rs.1,00,000/- issued from Revenue authority. 4. EMD for Rs.5,000/- in shape of NSC/TDR pledged in favour of DSWO, Subarnapur 5. Attested copy of valid income Tax Certificate. 6. Attested copy of VAT clearance certificate. 7. Attested copy of VAT Registration certificate. 8 ANNEXURE II Statement showing the approximate annual quantity and the cost of food stuff required to be stored and transported NATURE OF WORK AND PAYMENT 1. The work is to be carried on with due diligence and in accordance with the instructions to be issued from time to time by the W&CD Deptt./ Collector, Subarnapur/ DSWO, Subarnapur 2. The bills will be submitted at least once in a month to the DSWO, Subarnapur on completion of delivery of stock as per orders of the competent authority on production of printed serially numbered delivery challans duly acknowledged by the recipients of stock to whom it concerned with other documents for payment of dues. The Collector reserves the right to deduct and adjust any amount found recoverable towards loss or damage or both of the foodstuff. 3. The Collector may terminate the contract for violation of terms of agreement. 4. Payment shall be made as per approved rates incorporated in the agreement. 5. No request for enhancement of approved rate shall be entertained during the term of agreement. 6. The Transporting Agent lifting foodstuff from FCI Depot will be liable to pay demurrage in case he fails to lift the stock within the stipulated time.
