Duliajan, Assam from MONDAY to FRIDAY during office working hours on application alongwith Bid Document Cost (non-refundable) through a Crossed Demand Draft / Banker s cheque in favour of Oil India Limited payable at Duliajan on any Schedule Bank. DCO0577P14 A) BID REJECTION CRITERIA (BRC): I) The bids shall conform generally to the terms and conditions given in the bidding documents. Notwithstanding the general conformity of the bid, the following requirement will have to be particularly met by the bidders without which the same will be considered non-responsive and rejected: a) Bidder must have relevant experience in carrying out similar nature of job with Govt. of India/State Govt./PSUs company in last 7(seven) years as on Should have successfully completed similar works of value: each 1. Single contract of minimum value of Rs.28,55, OR 2. Two contracts of minimum value of Rs.17,84, each OR 3. Three contracts of minimum value of Rs 14,27, (b) Average Annual financial turnover during the last 3(Three) years, ending 31st March 2012, should be at least Rs 10,70,750.00

2 TECHNICAL REQUIREMENT: II)The Bidder has to be Oracle Corporation, USA or Oracle (India) Private Limited (Oracle) / Joint Venture of Oracle / Subsidiary of Oracle/ Authorized partner of Oracle / Business Partner of Oracle. Joint Venture companies, subsidiaries, authorized partners and Business Partners of Oracle must submit documentary evidence to this effect and authorization letter (in Original) from Oracle Corporation, USA or Oracle (India) Private Limited to quote for this Enquiry, as per OIL format attached herewith, failing which, their offer will be rejected Sample authorization letter from Oracle Corporation, USA or Oracle (India) Private Limited (To be typed on the letterhead of the Issuing Company) Ref. 3 3.2)For proof of requisite Experience, any one of the following document/photocopy must be submitted along with the bid: - i)in case of OIL contractors, copy of 'Certificate of Completion (COC)'/ 'Certificate of Payment (COP)' of jobs successfully completed, showing gross value of job done. It may be clearly noted that simply mentioning/submission of OIL CCO Number/Oil Contract number/oil Work order will not be accepted. ii)completion Certificate issued by any other Public Sector Undertaking/ Govt. Department in last seven years ending bid closing date showing: (a) Gross value of job done; and (b) Nature of job done; and (c) Time period covering the financial year(s) as per the NIT. 4. Non- submission of the documents as specified in BRC above will result in rejection of bids. 5. Bid documents purchased from OIL only will be considered as valid. Documents directly downloaded from WEBSITE or any other source will be summarily rejected. Bidder to submit the purchased bid document from OIL duly signed with seal, while submission of offers with credentials. B. Bid Evaluation Criteria: The bids conforming to the terms and conditions stipulated in the bid documents and considered to be responsive after subjecting to the Bid Rejection Criteria will be considered for further evaluation as per the Bid Evaluation Criteria given below: 1. To ascertain the inter-se-ranking, the comparison of the responsive bids will be made on the basis of total amount quoted for the items (schedule of works, units, quantity, rates) of the tender. 2. OIL will not be responsible for delay, loss or non receipt of applications (for bidding documents) sent by mail and will not entertain any correspondence in this regard. 3.0 In case of identical lowest offered rate by more than 1(One) bidder, the selection will be made by draw of lot between the parties offering the same lowest price. 4. Other documents to be submitted by bidders: Bidder(s) must also furnish PAN NO (Self attested/attested copy required), SERVICE TAX REGD. NO(Self attested /attested copy required), VAT Regd. No(Self attested /attested copy) II- SCOPE OF WORK: Oracle Technical Support Licenses for the following products : User ID : 3111 (Annual Support) for three years from 16/09/2013 to 15/09/2016:

Oracle Database Server Enterprise edition (11gR2), Platform: Microsoft Windows 2008 (or latest) - 50 Users 3. Oracle Fusion Middleware(Including Oracle Weblogic Server), Platform: IBM AIX 5.3 (or latest) - 8 Users 4. Oracle Fusion Middleware(Including Oracle Weblogic Server), Platform: Microsoft Windows 2008 (or latest) - 8 Users 5. Oracle Application Server 10g, Enterprise Edition, Platform: Windows 2003 (or latest) - 4 Users 6. Oracle Forms/Report Server 10g, Enterprise Edition, Platform: Windows 2003 (or latest) - 4 Users 7. Oracle Developer (10g), Platform: Windows XP/Vista/windows 2007 or latest - 4 Users Notes: The technical support service license for the above products should essentially include the following: a) Transfer of license from one platform to the other including supply of media against item no. 1, 2, 3 and 7. The per user cost of transfer for all the three items to be quoted by the bidder separately. However, payment against the same will be made by Oil India Ltd on actual basis, as and when the transfer of license is effected. b) On site support and consultancy for Oracle installation, re-installation, configuration, integration, kernel tuning and breakdown on call as and when required. On site support should be provided within three days from the date of reporting of problem. The bidder has to quote the on call charges on per day basis. However, 10 days will be considered for commercial evaluation, as per the figure quoted. The boarding, lodging and local transport for on site support will be borne by the bidder. The figure quoted by the bidder will be taken for commercial evaluation. However, payment against the same will be made on actual basis as per their quote. c) Free updates/upgrades/patches and fixes/support notes as released by Oracle from time to time. d) Free Assistance on phone/fax/ /internet i) Trouble shooting ii) Product/document clarifications

5 iii) Database/Application tuning information iv) General Guidance and recommendations e) OIL sould be able to download softwares from Oracle software download protal ( and should get necessary access to Oracle support portal ( f) In case Oracle discontinues any product under abovementioned platforms, OIL will have the option to transfer that many number of licenses to any other supported platform. g) Payment Terms The payment will be made on yearly basis on successful completion of the service.
