3 1. Title of Proposal 1.1. Empanelment of Vendors of Private Security Agency (PSA). 2. Objective of the Proposal 2.1. Empanelment of Private Security Agency to provide services of Security Guards for the ATM sites of Union Bank of India in Bhubaneswar Region (Odisha State). 3. Scope of Work Bank will float Tenders among the empanelled vendors to provide services of Security Guards for the ATM sites of Union Bank of India in Bhubaneswar Region (Odisha State). Detailed requirement will be given along with each Tender. Selected L1 vendor is required to provide security guards as per terms of reference. 4. Eligibility Criteria Sr. No Credentials of Private Security Agencies (PSA) PSAs should be either registered companies or registered reputed 1 partnership firms for providing security guard s services. PSAs should have license in accordance with Section 4 & Section 7 of the private security regulation act 2005 in the state of Odisha. 2 3 PSA should have their own infrastructure for training their guards. PSA should have credible supervisory infrastructure & network. 4 PSA should have Income Tax PAN & should have submitted IT 5 returns for the last 3 years PSA should have Registration under Shops & Establishment Act. 6 PSA should have been registered with the ESI Corporation & should have been allotted with a Code Number by the ESIC. 7 PSA should have a valid registration certificate under EPF & Miscellaneous Provisions Act a. PSA should have documents proving compliance of Minimum Wages Act 1948 & other labor laws & rules. b. PSA should have at least their one office with telephone & fax/mail facility within the state in which the branch/office is located & the office should be manned during office hours. c. PSA should have minimum 3 years experience of providing security guard s services to public sector banks or public sector undertakings. 9 d. PSA should have audited Profit & Loss Accounts for the past 3 years & the average turnover of the last 3 years should not be

4 less than Fifty Lakhs rupees. e. PSA shall not be owned or controlled by any director or officer/employee of the bank or their relatives having the same meaning as assigned under section 6 of the company s act f. PSA should furnish a copy of the ECR for EPF contribution for a wage month not older than 2 months prior to the tender opening date. g. PSA should furnish a copy of the Previous Return of Contributions (Form-5) submitted to the ESIC. h. PSA should furnish a copy of the past wage slip, not older than two months of any of their employees deployed as a security guard with any principal employer. 10 PSA should obtain a labor license under section 12 & 13 of the contract labor act 1970 from the concerned labor department in accordance with the government orders on the subject for providing security guards services on contract to the bank. 5. Empanelment Procedure 5.1. Vendors satisfying the eligibility criteria will be shortlisted and will be empanelled with the Bank after due scrutiny of documents submitted by the bidder Empanelment is only for Bhubaneswar Region (covering Odisha State). The vendor should have Head Office/Registered Office/Regional Office/Zonal Office/Circle Office in the Bhubaneswar City The empanelment will be valid for ONE YEAR & will be renewed from time to time on mutual agreement. 6. Removal of vendors from Empanelled List If the service provided by any vendor is found to be unsatisfactory or if at any time it is found that the information provided by the vendor is false or if any vendor do not participate in RFP or Tendering process THREE times consecutively, the Bank reserves the right to remove such vendors from the empanelled list without giving any notice to the vendor. Bank s decision in this regard will be final.

5 7. Instruction to Vendors 7.1. Application with documents as per the Check List appended is to be submitted to The Asst. General Manager, Union Bank of India, Regional Office Bhubaneswar, 3/1A Civic Centre IRC Village Nayapalli, Bhubaneswar, Odisha within the stipulated timeline. If any applicant sends the application (filled in EOI document) by post/courier and if the said document does not reaches within the stipulated timeline, the applications will not be considered and Bank will have no responsibility regarding non-delivery or delayed delivery of the same The response should be submitted in a structured format as per the check list appended and all pages are to be numbered serially. All pages are to be signed by person/s on behalf of the organization duly affixing the company seal and the person so signing should have necessary authorization / PA to do so. Applications containing false or inadequate information are liable for rejection. (Copy of Power of Attorney or Authorization Letter from the company should be furnished along with the application). Any alterations, erasures, overwriting, blanking out or discrepancies in figures etc may render the EOI submission as invalid. Non relevant/ unnecessary documents should not be submitted along with the application All information provided should be specific to the requirements mentioned. Detailed clarification should be provided later in case of necessity Right of acceptance / rejection is solely reserved by Union Bank of India, RO Bhubaneswar. 8. Opening of Applications 8.1. The EOI will be opened on the scheduled date at Union Bank of India, Regional Office Bhubaneswar, 3/1A, Civic Centre, IRC Village, Nayapalli, Bhubaneswar The applicant s representative may be present during the EOI opening at our office address mentioned above. No further notice in this regard will be given. In case the Bank does not function on the aforesaid date due to unforeseen circumstances or day being declared a Holiday under N.I. Act, then the EOI will be accepted up to 3.00 PM on the immediate next working day and EOIs will be opened at 4.00 PM at the same venue on the same day. Response received not in conformity with the above will not be evaluated.

Unless and until a formal contract is prepared and executed, this bid together with your written acceptance thereof shall constitute a binding contract between us. If our empanelment / bid are accepted, we are responsible for the due performance of the contract. PSA has to provide the photocopy of all the above mentioned documents at the time of applying & has to produce the original if asked for by the bank at any stage of empanelment. You may accept or entrust the entire work to one vendor or divide the work to more than one vendor without assigning any reason or giving any explanation whatsoever. Vendors Suggestion Training Language Communication House Keeping Character Verification Provision of Supervisor Reserve Guard s List Well trained for bank ATM duty. Able to communicate both in Odia & Hindi. Preferably have a post paid mobile sim with instrument dedicated for each ATM. Security Guards deployed at ATMs will be responsible for the cleaning of the ATM sights. PSA must provide character verification certificate from local police. PSA must divide the total Bhubaneswar region of the bank into minimum 10 zones & appoint Security Supervisor for effective monitoring. PSA have to provide in advance the list of reserve guard s list for each ATM to bank. 1. In case of any deviation from the contract Bank has all the rights to go either for penal deduction or for cancellation of the contract. 2. For first time lapse in the duty, 10% of the bill will be deducted & in case of further repetition 3% more amount will be deducted in addition to earlier deduction of 10%.
