1 Job description Job Title: Accreditation Manager Joint Advisory Group on Gastrointestinal Endoscopy Grade: 5 Post Number: Department: Job Context: CLI199 Care Quality Improvement Department The Royal College of Physicians of London (RCP) plays a pivotal role in setting the standards and through a variety of activities, influences the quality of medical practice in hospitals. It conducts examinations, carries out training, education and research activities and advises the Government and the profession on health and medical matters. The RCP Accreditation Unit The Accreditation Unit is housed with the RCP Care Quality Improvement Department (CQID) JAG The Joint Advisory Group on Gastrointestinal Endoscopy (JAG) operates within the Care Quality Improvement Department of the Royal College of Physicians. It was established in 1994 under the auspices of the Academy of Medical Royal Colleges [AMRC] specifically through the Royal College of Physicians, Royal College of Surgeons, Royal College of Radiology and the Royal College of General Practitioners. The JAG has a UK wide remit. The JAG s core objectives are: To agree and set acceptable standards for competence in endoscopic procedures To agree and set acceptable standards for endoscopy units To quality assure endoscopy training To quality assure endoscopy services Further information about the JAG can be found at Purpose and Scope: Reports to: The JAG Accreditation Manager will lead on the management of the operations of the JAG, its Committee and Working Groups and the JAG Accreditation Scheme. The post holder will be responsible for the management, planning and supervision of resources and staff in the application and accreditation assessment of endoscopy services. 2 Direct reports 1 JAG Visits Manager (Grade 5) 2 JAG Administrators (Grade 4 post) Works closely with - Accreditation Unit Manager - Other RCP Accreditation Unit scheme managers - JAG Visits Manager - Accreditation E-Systems Manager - JAG Business and Contracts Manager - Accreditation Unit Coordinators and Administrators - JAG Committee - JAG Quality Assurance of Units Working Group - JAG Assessors - JAG Trainers - Endoscopy Clinical Leads for England, Scotland, Wales and Northern Ireland - UK wide disciplines and organisations with an interest in endoscopy provision - Organisations with an interest in healthcare accreditation, including the Care Quality Commission, NHS Choices, Healthcare Quality Improvement Partnership, and the UK Accreditation Service (UKAS) - Bowel Cancer Screening Programme Leaders - External IT contractors - Colleagues within the CQID and wider RCP colleagues Major Responsibilities Core responsibilities The JAG Accreditation Manager has responsibility for the JAG, including strategic planning, managing the operations of the JAG Accreditation Scheme and other JAG business functions, reporting to and supporting the JAG Committee and the Quality Assurance of Units Working Group. The post holder is responsible for extending JAG Accreditation beyond the NHS in England to the independent sector and to other countries. Office Leadership and Management - Manage all office systems, processes and functions efficiently and effectively - Formulate and oversee all of the JAG s policies and practices - Actively evaluate business processes and systems - Plan and implement procedures and systems to maximise operating efficiency - Increase the effectiveness and efficiency of all Support Services through improvements in each function (HR, IT and Finance) as well as coordination and communication between functions - Be responsible for the achievement and review of the JAG s productivity and quality goals - Facilitate the preparation and analysis of performance reports for various governance meetings and clinical leads - Drive initiatives in the JAG that achieve long-term operational excellence Strategic planning - Strategic planning of the business functions of JAG to ensure a sustainable financial model - Lead capacity and organisational planning for the team - Lead the annual operational planning and budget setting for JAG Staff Management - Determine staffing requirements to achieve the JAG s operational plan - Lead the recruitment and training of new staff - Supervise direct reports according to the RCP s organisational policies - Set goals and objectives for direct reports, and contribute to the setting of objectives for other staff in the team. - Develop all staff to maximise their potential

3 - Monitor staff performance including performance reviews - Monitor and assist all JAG team members with work progress Endoscopy Services - Oversee the delivery of the accreditation assessment process - Respond to escalated issues identified at assessment visits - Develop and maintain quality assurance processes for the JAG Office Governance meetings and training events - Lead the development of an annual meeting and event plan schedule for JAG s activities - Oversee and manage logistics necessary for successful JAG committee meetings and training events - Advising and reporting to the JAG governance committees. - Development of JAG policies and procedures. - Overseeing the delivery of policies and procedures. - Conducting annual review and producing annual report of the JAG. - Liaising with and reporting to the Bowel Cancer Screening Programme for England. Assessor management - Oversee the recruitment, induction and training of JAG Assessors - Oversee the organisation of JAG Assessor training events - Oversee and monitor JAG Assessor report completion for accreditation assessments and re-assessments - Oversee and ensure the maintenance of JAG Assessor performance records - Oversee the role of the JAG Head Assessor and the JAG Nurse Advisor Financial Management - Manage the JAG budget and other resources with support from the Accreditation Unit Manager - Manage the process of collecting income from participating services, and the subsequent credit control - Manage day to day processing of invoices received for payment, provide approval to delegated limits and approve expense claims - Record, monitor and review costs of accreditation assessments and other activities to ensure value for money is maintained - Develop, maintain and monitor accounting systems and procedures for the JAG team - Oversee the JAG s monthly financial reporting and forecasts of performance against budget, financial and operational goals Marketing and communications - Develop plans to market the scheme to potential participants - Communicate with participants, the JAG Committee and other stakeholders - Roll out the new annual light-touch accreditation scheme - Using IT to develop smart solutions in response to increasing volume of activity Additional duties - Liaise with the Accreditation E-Systems Manager to ensure close working - Contributing to Accreditation Unit meetings - Review and develop accreditation policies and procedures. - Liaise with key stakeholders - Represent JAG at external events, conferences and committees - Coordinate the annual review of the JAG reports and policies - Any other duties that may reasonably be determined by the Accreditation Unit Manager Generic RCP responsibilities - Contribute to the work of the CQID Department and wider RCP activities. - Carry out any other duties as may be reasonably expected and which are
