Caerphilly and Blaenau Gwent Local Action Group (LAG) have submitted a Local Development Strategy that will provide the framework for the implementation of projects that will run until the end of The primary role of the post will be to implement the Local Development Strategy on behalf of the LAG by undertaking projects piloting innovative sourcing and use of Welsh timber in construction, furniture, crafts and other uses, creating pre-commercial business partnerships and short supply chains. The project will be delivered as a joint partnership with Coed Cymru and Natural Resources Wales. KEY RESULT AREAS Develop pre-commercial business partnerships with organisations across South Wales using Welsh timber. Develop pre-commercial short supply chains with organisations across South Wales using Welsh timber. Identify, develop and implement innovative projects using Welsh timber through working in partnership with Coed Cymru.
2 Establish a steering group comprising Coed Cymru, NRW and representatives from other LAG areas and agencies. Jointly market and promote the use of Welsh timber with Coed Cymru and Natural Resources Wales with an emphasis on provenance value. Source and secure sustainable supplies of Welsh timber through working in partnership with Natural Resources Wales. Promote sustainable management of woodland and forestry areas working in partnership with Natural Resources Wales and other partners surveying woodland areas and trees. Work with other LAG areas across Wales to identify, pilot and adopt best practice in the use of Welsh timber. Work with a range of rural communities including farming and business communities on increasing the sustainable use of Welsh timber. Provide day-to-day management of Timber Yard with responsibility for all aspects of health and safety on site and the maintenance of equipment, tools, vehicles and machinery. Line management of Timber Operative. DETAILED TASK PROFILE Undertake research to identify and secure business partnerships in South Wales through understanding the market, current and developing, needs and gaps. Identify and secure local supply chains with business partnerships in South Wales through understanding and delivering technical specifications for the supply of Welsh timber. Work in partnership with Coed Cymru to identify, develop and implement innovative projects using Welsh timber with the aim of delivering flagship projects for promotional use. Establish a steering group to guide delivery and coordination of Timber Project with effective mechanisms for monitoring and reporting progress. Undertake innovative marketing campaigns with organisations including Coed Cymru and Natural Resources Wales, promoting the sustainable use of Welsh timber and a cradle-tograve model of use. Work with Natural Resources Wales, Coed Cymru and other partners to source and secure sustainable supplies of Welsh timber, including hard and soft wood types. Promote sustainable management of woodland and forestry areas through working in partnership with Natural Resources Wales by implementing NRW Woodland Management Plans (on NRW sites). Work with other LAG areas across Wales to identify, pilot and adopt best practice in the use of Welsh timber by sharing knowledge, information and data on projects and development opportunities. Work with local community groups, farmers, businesses and other organisations to promote the sustainable use of Welsh timber in projects in Caerphilly and Blaenau Gwent. Provide day-to-day management of the Timber Yard including establishing a safe, efficient and robust processing system for sourced timber. Page 2
3 Responsibility for all health and safety aspects of the Timber Yard including maintenance of equipment, tools, vehicles and machinery. Undertake Risk Assessments for all activities at the Timber Yard and offsite works. Line management of Timber Operative. KEY WORKING RELATIONSHIPS The key working relationships will include the key project partners Coed Cymru and Natural Resources Wales as well as a number of other organisations including: CCBC and BGCBC work with relevant internal departments. Other LAGs across Wales learning from best practice across the RDP in Wales. Welsh Government Strategic support and promotion of Welsh timber. Groundwork Wales Local partner. Llais y Goedwig Wales wide organisation promoting community woodland groups. Woodknowledge Wales Ltd. promoting the use of Welsh timber and innovative use of timber. Construction Futures Wales business improvement programme joint funded by Welsh Government. Private sector timber organisations users of timber and avenues for increasing Welsh timber demand. A key aim of the project is to establish networks and contacts in the timber industry and users of timber across South Wales in order to deliver collaborative, partnership projects and R&D the above is simply a list of some organisations, the active involvement of whom will be critical to the success of the project. RESPONSIBILITIES FOR STAFF Post Titles, Numbers and Level of Accountability Full line management responsibility for Timber Yard Operative including appraisal, discipline, welfare and operations. 4 WORKING ENVIRONMENT Based at the Timber Yard, Bowen Industrial Estate. Aberbargoed and Ty Fry Farm, Aberbargoed however significant work will be undertaken across South Wales, outdoors at various sites in a variety of weather conditions. Required to working at events, setting up stands and exhibitions and illustrating wood processing activities including occasional evenings, week-ends and bank holidays. There may be other occasions which require weekend and evening work. Some lone working off site and visits, meetings at sites across Wales. ORGANISATIONAL RESPONSIBILITIES Understands and demonstrates the principles of confidentiality. Work within the policies and procedures of the Council including recognising the duty to protect vulnerable adults, children and young people. 5 PERSON SPECIFICATION QUALIFICATION KNOWLEDGE SKILLS EXPERIENCE ESSENTIAL 5 GCSEs A*- C grade including Maths and English or equivalent. Relevant qualification in Business, Forestry or Arboriculture or other relevant subject. NPTC or other appropriate and recognised qualification in the use of power tools e.g. chainsaw, power strimmer or willingness to undertake relevant training. Demonstrable knowledge and understanding of the timber industry. Demonstrable knowledge and understanding of developing business partnerships and supply chains. Demonstrable knowledge of woodland and/or landscape management. Proven skills in project development, management and delivery. Ability to communicate effectively, write clearly and concisely. Ability to manage the processing of products on time to specifications. Ability to operate technical machinery in line with all relevant health and safety standards.
