2 THE POSITION bpha is a major housing association operating between Oxford and Cambridge, based in Bedford. We are a leading provider and developer of affordable homes for rent, sheltered, residential care and shared ownership. We own around 17,500 homes, employ 340 people, and had an annual turnover of over 100 million in 2014/15. Reporting to the Head of Procurement and Contracts, the Contracts Officer or Manager will procure contracts for the business and ensure they are compliant with our statutory obligations. We are passionate about providing excellent customer service. If you are too then this could be the opportunity for you. Key responsibilities Procure new contracts in line with bpha policies and statutory objections Ensure contract works are undertaken in line with cost, time and quality expectations Attend contractor meetings and report on performance Review contractor working methods, processes and specifications Ensure contracts adopt a partnering approach and resolve any conflict Review health and safety and insurance documentation periodically Work with managers and the team to review asset management strategies to optimise departmental performance About you Previous experience within a legal or construction field preferred. Numerate with very good communication skills and ability to provide high quality reports. Ability to write specifications, prepare tender documents and detailed reports. Understanding of Performance Management principles and practical methods of improving service delivery. Knowledge, experience and understanding of construction health and safety (including CDM 2015) would be an advantage. Knowledge and basic understanding of OJEU and Public Contract Regulations is desirable. 2 FEBRUARY 2016

3 THE TEAM As part of the Contract and Procurement Team you will be reporting to the Head of Procurement and Contracts. Also within the team is a Procurement Project Officer and a Procurement Co-ordinator. You will sit within the wider Property Services Team. ROLE PROFILE As attached. When completing your application form, you are advised to refer to our Applicant Guidance. TERMS AND CONDITIONS OF EMPLOYMENT SALARY This salary range for this position is 30,000-45,000 per annum for working 37 hours per week. Progression is assessed at an annual appraisal in April and increases may be awarded strictly subject to your meeting specific performance objectives. Salaries are normally paid by Bank or National Giro credit on the fifteenth of each month, for the whole of that calendar month. HOURS bpha works on average 37 hours each week and you will work 37 hours per week at times agreed with your line manager. You may sometimes be required to work in the evenings and at weekends. 3 FEBRUARY 2016

4 WORK PLACE You will be based from Bedford Heights, Bedford but will be required to travel to other locations on a regular basis. ESSENTIAL CAR USER - TRAVELLING AND CAR ALLOWANCE This post is a designated Essential Car User. Therefore you must hold a full valid driving licence at all times and provide your own car for use at work. You will receive the Essential Car User Allowance, which is currently 2,000 per year. You will receive mileage allowance at bpha s essential car user rate, which is currently 45p for the first 10,000 miles and 25p thereafter. CAR PURCHASE LOAN Employees who qualify for the Essential User Allowance can have an Interest Free car loan to a maximum of 5,000, which would be repayable over the period employed with bpha. Currently this loan is not deemed to be a benefit and so is not taxable. However any change in future tax legislation could affect this facility. BENEFITS Pension scheme bpha has a contributory salary sacrifice pension scheme and will pay up to a maximum of 10% of your salary into the Scheme depending on your contribution. Bonus bpha has a discretionary annual bonus scheme. The specific rules and targets are published annually and may be changed from year to year. Private health cover bpha offers free private healthcare to all employees. Life assurance bpha offers free life assurance cover for all its employees. Leave entitlement bpha offers generous annual leave of up to 28 days, rising to 33 days after five years, plus an allowance for public holidays. Parking There is parking available on the roads nearby but this is limited on a first come first serve basis and cannot be guaranteed. 4 FEBRUARY 2016

5 Childcare vouchers bpha offers a childcare voucher scheme. The scheme operates as a salary sacrifice scheme, which allows employees to save on tax and National Insurance. Counselling service bpha offers employees access to a confidential 24-hour telephone counselling service. No smoking policy bpha has a no smoking policy throughout all of its offices, buildings, and grounds. Probationary period All posts have a six month probationary period and during this time performance and conduct will be monitored. Your contract will explain how this works. Sick pay bpha has a sick pay scheme and entitlement depends on your employment status and length of service.
