2 JOB DESCRIPTION DIRECTORATE: External Relations This department is responsible for representing members and stakeholders interests to sister societies and other partner organisations, politicians and policy makers; for monitoring and responding to legislative proposals in national and international contexts by lobbying on behalf of members. A key role is to develop relationships with new and emerging artists and to promote DACS profile with a wider constituency of artists. The department also has a responsibility for acting a secretariat to the Board and its committees. JOB TITLE: Policy & Corporate Governance Manager REPORTS TO: Director of Communications LINE MANAGEMENT RESPONSIBILITIES: None SALARY GRADE: 3. Manager KEY PURPOSE OF THE ROLE: To support the policy and external affairs function and provide back up for the Communications Director. RESPONSIBILITIES: 1. To support the work of the directorate in ensuring that the Board and its Committees are properly constituted, operated and supported, according to DACS Articles of Association and regulatory framework. 2. To support the Board and Directors in delivering the highest standards of corporate governance, including: The coordination of the Board and Committees Preparation and distribution of minutes and actions of meetings 3. To support the implementation of outcomes of DACS governance review. 4. To ensure internal and external reporting requirements are met in order for DACS to comply with the Code of Conduct. 5. Remain up to date and informed about legal and political changes impacting on DACS core business and stakeholders. 6. Assist in the preparation of DACS submissions to UK and EU public consultations. Participate in the Government Submissions & Lobbying group

3 7. Scan horizon noting consultation opportunities, providing digest of subject matter and recommendations of whether/or how to respond. 8. Provide support to DACS Company Secretary as required. 9. Support a culture of cross-organisational working so as to maximise operational benefits and ensure knowledge is shared. Contribute to the overall objectives of DACS. 10. Demonstrate a commitment to the ethos and values of DACS and act as an ambassador for DACS in the art-world and related industries. 11. Demonstrate an understanding of, and a commitment to, equal opportunities and diversity. 12. Work with Managers to ensure that the DACS culture and ethos is kept fresh and alive and contribute to the operations and other business meetings as required by the Directorate. 13. 4 Person Specification Essential: 1. Excellent communications and interpersonal skills, with a meticulous eye for detail. 2. Excellent command of the English language and ability to write in a clear, accurate and convincing way for a range of audiences. 3. Confident dealing with Board and senior management. 4. Legal training with knowledge of IP law. 5. Understanding of current policy initiatives in the area of copyright. 6. Good research and analysis skills. 7. Ability to work independently as well as part of a team. 8. Ability to prioritise tasks and to juggle conflicting demands within a busy working environment as well as being able to multi-task. 9. Proactive, innovative and resourceful can do approach that recognises parameters of working within a not-for-profit organisation. 10. Ability to use discretion and diplomacy, and to demonstrate sensitivity when handling confidential information. Desirable: 11. Knowledge of Company Law. 12. 10 An introduction to DACS Established by artists for artists, DACS (Design and Artists Copyright Society) is a not-for-profit visual arts rights management organisation. W e were established over 28 years ago and among our founding artists were Eduardo Paolozzi, Susan Hiller and Elaine Kowalsky. We exist to ensure that artists rights are respected and that these rights are recognised both financially and morally. We offer four services to artists and their estates copyright licensing, image bank, Artist s Resale Right and Payback in addition to lobbying, advocacy and legal advice for visual artists. Today we represent nearly 80,000 artists worldwide and in 2011, we distributed 8 million in royalties to artists and their beneficiaries. Recent changes at DACS In January 2013 DACS launched a newly re-structured organisation designed to improve the way we deliver services to artists and artists estates, putting artists services and innovative business development at the heart of DACS. The new structure creates three new departments: External Relations, Operations and Services and Development. 1. Services and Development The Artists Services team has been set up to provide a dedicated service for artists and artists estates, responding to enquiries relating to Artist s Resale Right, Copyright Licensing and Payback. The Business and Licensing team will continue to focus on delivering the best possible service to customers seeking to license a member s work. In 2013 we will be focussing on developing a suite of new services and licences for our customers, including DACS Images, a bespoke contemporary art image bank. The Legal team supports both Artists Services and Business & Licensing by providing advice to members on copyright related matters including licensing and enforcement. 2. External Relations DACS external relations team will reach out to artists through our online platforms, delivering copyright education and information about our services. We will continue to lobby at UK and European level for legislation supporting and enhancing the rights of artists. 3. Operations DACS newly-formed operations team will focus on achieving the highest levels of efficiency, ensuring that artists, artists estates and customers get the possible service from DACS. The post currently advertised sits within our External Relations department.

11 DACS employee benefits DACS is committed to following best practice in respect of our responsibilities as an employer. Although DACS is a not-for-profit membership organisation with limited resources, we take pride in our innovative approach to employee benefits and consult employees wherever possible about their preferences. The following information is provided in respect of full time equivalent employees. Pro-rata entitlements apply for part-time employees. Working hours Full-time posts have a weekly contractual requirement of 35 hours (not including lunch hours). DACS operates a Flexible Working Policy. All employees are required to work during the core hours of 10.00am 4.00pm including one (unpaid) hour for lunch. The remaining hours can be worked flexibly around the core hours, subject to policy guidelines. Paid holidays 28 days per year (including statutory holidays), this is pro-rated for part-time roles. This increases to 33 days per year (including statutory holidays), pro-rated for part-time roles, after three years continuous service. In addition, DACS currently closes the office for 3 days between Christmas and New Year. Development & training DACS is committed to providing training to assist staff so that they can develop personally and professionally. Staff development is one of DACS key operational priorities. Pension scheme DACS operates a Group Personal Pension Scheme, which all employees are eligible to join after three months service. Provided the employee contributes at least 5% of their salary, DACS will match the employee s contribution to the scheme. The contribution made by DACS increases to 7.5% after two years membership of the scheme. Group life assurance Currently we operate a Group Life Assurance scheme, otherwise known as a death in service benefit. If an employee dies while employed by DACS, the Trustees of the DACS Group Life Assurance Scheme receive a sum of three times the employee s annual salary. Employees indicate via a nomination form how they would like the Trustees to distribute this sum. This benefit is available to all staff when they join DACS. Season ticket loan Where an employee uses public transport to travel to work, DACS operates a season ticket loan scheme. DACS will pay for the cost of a periodic (e.g. quarterly or annual) season ticket, repayable in instalments by the employee without interest. Repayments are made by automatic deduction from salary, and the full loan must be repaid before the expiry date of the season ticket. This benefit is available upon successful completion of the probationary period. Childcare voucher scheme DACS operates a salary sacrifice scheme to purchase child vouchers for nursery care, which provides a tax free benefit to those participating in the scheme. Stress management We are committed to helping our employees to recognise and reduce stress. We currently offer all employees a professional massage which takes place in the office once a month and provide fresh fruit on a weekly basis.
