5 Backgrund The deplyment f the Natinal Bradband Netwrk (NBN) will create significant change within the Australian telecmmunicatins envirnment. Under the new NBN arrangements the majrity f telecmmunicatins services will be prgressively transitined frm circuit-switched cpper-based netwrk technlgy t fibre-based netwrks where vice services will be delivered using Internet Prtcl (IP) standards. One f the cnsequences f these changes is the effect n nn-telecmmunicatins Over the Tp (OTT) devices that make use f cpperbased telephny services fr their peratin. These OTT devices include (but are nt limited t) the fllwing: Persnal medical and back t base security alarms (referred in this paper as alarm services); EFTPOS / payment systems; and Elevatr (multi strey building lift) phnes. The infrmatin cvered in this paper is fcused primarily n mnitred persnal medical alarms. It als assumes that the principles utlined wuld extend t ther types f back-t-base security alarm systems. Cmmunicatins Alliance is undertaking further wrk n issues assciated with these ther types f back-t-base alarm systems and ther types f devices listed abve. Where custmers have installed alarm devices that are nt mnitred e.g. devices that allw a custmer t pre-set multiple numbers t be dialled in an emergency, then the users f these devices and suppliers f such equipment will be respnsible fr their peratin fllwing migratin f telephny services t the NBN. OTT devices and related systems are nt telecmmunicatins services. These alarm devices and related systems are typically supplied by alarm cmpanies wh cntract directly with end users and make use f the existing in-premises telephne line t cnnect their devices t remte call centres that mnitr these services and where necessary respnd t situatins requiring their attentin. In the majrity f circumstances, telecmmunicatins service prviders will have n knwledge r recrd f an alarm device being cnnected t the custmers telecmmunicatins services r the nature f any assciated in-premises wiring arrangements. As these alarm devices are nt prvided by telecmmunicatins service prviders, it cannt be assumed they will be cmpatible with the telecmmunicatins netwrks (including the NBN) and Retail Service Prvider (RSP) service fferings ver which these alarm services perate. Prviders f medical alarm services and suppliers f alarm equipment will need t take steps t test cmpatibility f their equipment ver the NBN and this dcument sets ut suggested arrangements fr suppliers t undertake these checks. While it is ultimately the custmer s respnsibility t advise RSPs f any special needs that are assciated with their telecmmunicatins services (including OTT services), RSPs will play an imprtant rle in making sure their custmers have the right level f infrmatin t make infrmed decisins abut their telecmmunicatins and OTT service needs.

This Industry Guidance Nte, its cntents and guidance apply equally t whlesale pen access Fibre-T-The-Premises (FTTP) netwrks, including NBN C s. In this same cntext references t NBN C. shuld be interpreted as applying equally t all prviders f FTTP pen access netwrks. It shuld be nted that this guidance nte was prepared in the lead-up t the recent Federal Electin. Further wrk will nw be undertaken by the NOST Wrking Grup t assess the implicatins fr OTT device transitin arising frm the intrductin f Fibre T The Nde (FTTN) t the range f access technlgies t be used during the rll-ut f the NBN. A further editin f the guidance nte will be issued when this wrk is cmpleted. 2. Objective f this Industry Guidance Nte This Industry Guidance Nte is designed t achieve the fllwing: Assist the varius parties wh will need t interact with custmers migrating their telecmmunicatins and alarm services nt the NBN; Prvide infrmatin t suppliers f alarm services wired int and relying n the existing telecmmunicatins service cabling in a custmer s premises t perate effectively; and Imprve the prvisin f accurate infrmatin and answers t custmers questins where issues arise in regard t their alarm services. These parties include the fllwing: NBN C. wh will be installing certain equipment int custmers premises (up t and including the Netwrk Terminatin Device (NTD)) and supplying the whlesale netwrk n which RSPs build their custmer telecmmunicatins prvided services. This Industry Guidance Nte is designed t be cnsistent with infrmatin being prvided t cnsumers by NBN C. as part f its Public Infrmatin n Migratin (PIM) prgram, which is reaching ut t cnsumers in areas where the NBN is available and a schedule is in place fr the decmmissining f the lcal cpper-based access netwrk. RSPs wh supply telecmmunicatins services t a custmer and will arrange fr these services t be migrated nt the NBN. This Industry Guidance Nte will assist RSPs in identifying and meeting their custmers needs. The Industry Guidance Nte is designed t explain what factrs and key cmmunicatins messages RSPs shuld be mindful f when migrating custmers with alarm services t the NBN. Alarm service, device suppliers (including installers) wh cntract with custmers t supply and manage such services where these services rely n the custmer s telephne service including the in-premises cabling. Given the cntractual arrangements applying between these service prviders and their custmers, it is recmmended that such suppliers ensure their equipment will cntinue t perate in an NBN envirnment by accessing the testing capabilities that are being made available (see additinal infrmatin n testing arrangements belw). This includes arranging fr that equipment t be tested against RSP telecmmunicatins service

7 - 5 - fferings prvided ver the NBN. There is als a need fr these alarm service suppliers t identify thse gegraphic areas where NBN fibre is being deplyed, and t advise custmers in thse areas abut the cmpatibility (test results) f their equipment with their NBN retail based ffering and, where necessary, any changes that will need t be made. Cnsumers wh are migrating their telecmmunicatins services nt the NBN and wh als have cntracts with alarm service cmpanies r arrangements in place with gvernment agencies (e.g. the Department f Veterans Affairs) fr alarm devices in their premises. The infrmatin in this Industry Guidance Nte utlines the steps a cnsumer wh has OTT services needs t take, including cntacting the alarm service prvider (r gvernment agency) if they have questins, and the need t advise their telecmmunicatins service prvider that they have OTT services prir t migrating t the NBN. Registered Cablers wh are carrying ut cabling wrk in a custmer s premises. Sme parts f this dcument make reference t registered cablers. The Cabling existing telecmmunicatins services in the custmer s premises fr the NBN via FTTP Guideline (G649) prvides infrmatin fr registered cablers attending the custmer premises when discnnecting the existing custmer cabling frm the existing lead-in cabling at the Netwrk Bundary Pint and cnnecting it t the NBN being prvided via Fibre t the Premises (FTTP). This Industry Guidance Nte can be read in cnjunctin with related legislative requirements and industry dcumentatin including the Telecmmunicatins Cnsumer Prtectins Cde (C628). This Industry Guidance Nte may be updated ver time t incrprate relevant learning gained frm the practical experience f migrating alarms t the NBN. 3. What are security and medical alarms? Security and medical alarms are cmmnly installed in a custmer s premises and are usually mnitred back-t-base by an alarm cmpany. There are als ther types that are nt mnitred e.g. pre-prgrammable and direct dial devices where the custmer is respnsible fr thse arrangements. Mnitred alarm devices e.g. persnal medical respnse (pendant) units are usually supplied under cntract with the end user by a medical alarm service prvider wh may als be respnsible fr the maintenance f such services. These types f alarm devices are installed by the medical alarm supplier t perate ver-the-tp (OTT) f the cpper telephne line t the custmer s premises. In mst instances the telecmmunicatins service prvider supplying the underlying telephne services t that premises plays n part in the installatin f the alarm service, is nt aware f its existence and has n recrd f such services being cnnected t the telephne service.

8 - 6 - When a security system is mnitred, this is dne thrugh the custmer s telephne service which cnnects the alarm device t a cpper telephne line in the premises. When a mnitred back-t-base alarm is activated, the alarm dials back t-base (in many cases t a mnitring centre) t infrm the alarm cmpany that the alarm has been activated and t initiate apprpriate alarm respnse prcedures. Currently, the bulk f back-t-base security and medical alarms perating ver the telephne netwrk are analgue devices that send a sequence f telephne tnes (als knwn as DTMF tnes) dwn the line, using ne f several alarm cmmunicatin prtcls. Fr clarity these mnitred services d nt include sme types f installatins in retirement r assisted care facilities where a resident s rm is hard wired back t a central pint within that facility and where lcal staff respnd t calls fr assistance. These types f arrangements shuld nt be impacted by migratin f services nt the NBN and will remain the respnsibility f the management f such facilities. Mst centrally mnitred medical alarms perate in a similar way t mnitred security alarms and are usually triggered by a trigger event at the custmer s premises e.g. an end user pressing an emergency buttn. When the alarm is activated, a call is autmatically placed t a mnitring centre where an peratr r cmputerised system will respnd t the end user. Newer generatin security alarms and sme medical alarms are able t implement their backt-base capabilities by using IP-based cnnectins ver bradband netwrks - including ptical fibre, ADSL, HFC and cellular mbile (3G r 4G) netwrks. The develpment f newer alarms includes prducts capable f bth IP (fixed wire) and mbile signal paths, s that there is an alternative cmmunicatin path in the event that ne is nt functining fr any reasn. The large majrity f the devices currently in peratin are lder-generatin analgue devices. 4. Can these services wrk n the NBN? While many medical and security alarms may wrk n NBN-based telecmmunicatins services, this is nt the case fr all types f equipment. A range f factrs are relevant, including the age and type f device, the technlgy platfrm used by the alarm supplier and whether the alarm device is cmpatible with the vice service being prvided t the custmer by their RSP ver the NBN. IP-based devices are able t perate n fibre-based netwrks and will nrmally d s if the specificatins f the device are cmpatible with the design f the fibre netwrk and the services that perate ver that netwrk. Mbile 3G/4G based devices are designed t perate ver mbile netwrks and d nt rely n fixed netwrks such as the NBN. These devices perate independently f the NBN. Analgue alarm devices are able t perate effectively n fibre-based netwrks, such as the NBN, subject t a number f variables, including but nt limited t: the age and specificatins f the alarm device itself and whether the device is cmpatible with: the fibre-based netwrk; and the retail telecmmunicatins service fferings. the way the device is cnnected - where the industry standard Mde 3 wiring is in place then it will need t be maintained.

9 Rles and Respnsibilities fr the transitin f Alarm Services t NBN-based netwrks A number f alarm devices have already been successfully transitined nt the NBN. Custmers (and their representatives) using alarm equipment are able t cntact their alarm prviders and seek infrmatin n hw their alarm services will be impacted n migratin t the NBN. The fllwing table identifies at a high level the respnsible party fr each f the main activities that are likely t be invlved when migrating legacy alarm services t the NBN. (see Nte 1) RSP The installatin mdel will vary fr each RSP: sme may send their wn staff t undertake installatin f the service; sme may request the custmer engage their wn registered cabler shuld additinal wiring be required which is utside the scpe f the RSP installatin service; while thers may send the equipment t the custmer t self-install in which case the physical cnnectin will be the custmer s respnsibility. 10 - 8 - Cnnectin and/r installatin f in-premises wiring t NBN C. r RSP equipment Custmer If wiring upgrades are needed, the custmer will need t have this wrk carried ut by a registered cabler t ensure wrk is cmpleted t the required cabling standard. (This wrk may be arranged by an RSP r by the custmer thrugh a third party registered cabler). See in-premises wiring sectin belw Nte 1: There are several key variatins in the supply f alarm systems. Sme are self-installed by the custmer, r are supplied, prfessinally installed and mnitred by a single alarm cmpany. In ther situatins alarm equipment may be installed by a third party and the custmer separately cntracts with a mnitring cmpany t prvide a mnitring service nly (i.e. withut equipment maintenance). Fr these reasns the principles in this Industry Guidance Nte are prvided as a guideline nly and nt intended t cver all installatin scenaris in detail. Where an alarm device is nt under a maintenance r mnitring cntract, the custmer will have respnsibility fr ensuring the alarm perates ver NBN-based telecmmunicatins services. In the case f retirement and assisted care facilities perating in-huse mnitring arrangements, this respnsibility will remain with the management f thse facilities. Nte 2: If the RSP services t be migrated t the NBN are vice-nly (as defined by the Telecmmunicatins Universal Service Management Agency (TUSMA)) and the RSP has entered int an agreement with TUSMA, TUSMA will prvide financial assistance t reimburse participating RSPs fr csts incurred in undertaking basic in-premises cabling t cnnect a standard telephne service fr each eligible custmer. There will be n cst fr this cabling t the eligible custmer. 6. Testing f Alarm Equipment t Determine cmpatibility with NBN-based retail service prvider services NBN C. has established a facility where alarm service prviders and alarm equipment suppliers can test their equipment against a variety f RSPs NBN-based retail telecmmunicatins services. This test facility enables alarm service prviders t perfrm a basic cmpatibility test against telecmmunicatins RSP service fferings t determine whether the alarm equipment is cmpatible with these fferings. This service cmpatibility testing may nt identify all ptential issues, fr example, ptential peratinal prblems arising frm specific in-premises wiring cnfiguratins (see Sectin 7 belw). If alarm service prviders want t cnduct mre detailed tests, these wuld need t be subject t arrangements with individual RSPs. Further infrmatin regarding NBN C s test facility can be requested frm NBN C. via the fllwing address: plugbench@nbnc.cm.au It is recmmended that alarm prviders test their equipment (existing and previusly installed equipment) against individual RSP s NBN-based telecmmunicatins service fferings and advise their custmers abut the cmpatibility f their alarm services with these fferings. This infrmatin will als need t include advice n the need t make any changes t existing alarm equipment. Prviders f ther nn-nbn FTTP netwrks are als encuraged t make available similar test arrangements when these netwrks are being implemented. There may be situatins where an RSP has nt made their NBN-based telecmmunicatins services available fr testing n the NBN C. test facility. In these circumstances an alarm

11 - 9 - prvider wuld need t make representatins t the RSP directly t test their equipment/services. Refer t NBN C. infrmatin at 7. In-Premises Wiring Mnitred medical and security alarms that perate ver the cpper netwrk are typically wired int the existing cpper telecmmunicatins wiring. Alarm cmpanies recmmend and/r use prescribed wiring standards cmmnly referred t as Mde 3: wiring cnfiguratins. When installed crrectly, and if the alarm device is cmpatible with the NBNbased retail ffering, this wiring cnfiguratin allws the alarm device t cmmunicate with the mnitring centre and effectively takes pririty ver all ther devices sharing the same line. Mde 3 sckets and wiring cnfiguratins can als be applied t an alarm device n the NBN. Hwever there is still a need t check if the alarm device is cmpatible with new services being prvided fr that alarm equipment t perate crrectly. The NBN C. installatin f equipment int a premises des nt include the prvisin f additinal hme netwrk wiring r cnnectin f existing wiring t the NBN beynd the installatin f the Netwrk Terminatin Device (NTD). Depending n the cntractual arrangements with custmers, RSPs may either send a field staff member t the custmer s premises t cnnect the telecmmunicatins services that will perate n the NBN r alternatively dispatch equipment (e.g. a pre-cnfigured r selfcnfiguring gateway/ruter) t the custmer with instructins n hw t plug that device int the NTD supplied by NBN C. RSPs are nt respnsible fr recnnecting the existing in-premises wiring that the alarm device is cnnected t int the NBN equipment (althugh they may prvide this service t end users, with r withut charge). This is because in-premises wiring is a custmer s respnsibility. If the existing in-premises wiring is nt cnnected t the new NBN-based service, then any fixed devices cnnected elsewhere in the premises reliant n existing telecmmunicatins cabling will n lnger functin. RSPs may ffer t assist custmers with such in-premises wiring arrangements and, where that applies, may apply charges t the custmer fr this wrk t be cmpleted. Where a cntracted alarm service prvider is aware that their custmer is migrating nt the NBN, the alarm service prvider is best placed t rganise any change f in-premises wiring n behalf f the custmer, where such a change is necessary. Charges may be applied where the alarm prvider takes steps t reinstate r update wiring arrangements fllwing a custmer migrating their telecmmunicatins services t the NBN. Fr vice-nly custmers wh are cvered by the TUSMA Required Cabling arrangements, this cabling may be carried ut by a participating RSP at n cst t the end user. Hwever this cabling activity alne will nt ensure that the alarm device will always successfully perate n the NBN. (See Table 1 fr mre details) 8. UNI-V r UNI-D Prt NBN C. ffers multiple ways fr an RSP t deliver vice and bradband services ver the equipment NBN C. installs int the custmer s premises. An RSP is able t use either the UNI-V

12 r UNI-D prts n the NBN C. prvided NTD t deliver a telephne service. These services may be used by alarm cmpanies t supprt alarm devices r services as lng as that equipment is cmpatible with the custmer s RSP NBN-based retail telecmmunicatins service. 9. Battery Back-Up The NBN C. installed NTD is nw prvided with the ptin fr battery back-up t bth the UNI- V and UNI-D prts. This will allw telecmmunicatins services t perate fr apprximately 5 hurs in the case f a mains pwer utage, irrespective f the prt being used. Fr NTDs that have already been deplyed, a sftware upgrade will prvide this functinality. The majrity f back-t-base medical and security alarms are designed with an internal battery t supprt their peratin in a pwer utage. Recgnising that custmers may rely n alarm services during a blackut, it is imprtant that custmers understand whether the service cnfiguratin they chse will enable this t ccur. Nte: An alarm cnnected t the UNI-D prt via an intermediary device such as an RSP s residential gateway will als nly wrk if that gateway device als has its wn battery back-up arrangement. Where the standard battery back-up capability is nt sufficient fr the needs f the custmer, alarm service and equipment suppliers shuld give cnsideratin t making available t the custmer prducts that ffer a dual IP and mbile signal path with an apprpriate battery back-up run time. NBN C. has als annunced that it is develping technical specificatins fr industry t enable third parties t supply larger battery back-up units that will prvide battery back-up capability fr extended perids. Custmers may als elect t install an uninterruptible pwer supply (UPS) in the AC mains cnnectin t the NTD as an alternative t cnnecting a battery direct t the NTD. While it is pssible t perate back-t-base medical and security alarms ver a UNI-D based telephne service, the security and medical alarm industry has cmmunicated a preference at this time fr security and medical alarm services t be prvided ver NBN C s UNI-V prt. 10. Medical alarm register NBN C. established a medical alarm register in March 2014 (lcated n the NBN C. website at that enables the registratin f premises with medical alarms (bth mnitred r unmnitred). This has been established initially as a 12 mnth trial. Tw registratin methds are available, the first as a public website where end users with medical alarms can register a premises where a medical alarm is present (including cntact details f the persn registering) and secndly, as an industry bulk registratin methd, where medical alarm service prviders can register the premises where they are aware f the presence f a medical alarm. Medical alarm service prviders that have nt already engaged with NBN C. fr bulk registratins, shuld cntact legacyservices@nbnc.cm.au. The register is an imprtant gvernment initiative t help supprt users f medical alarms when the existing phne netwrk is replaced by the NBN. The infrmatin n the medical alarm register is being cllected t help identify husehlds with medical alarms and where supprt may be needed t assist in the mve t the NBN.

13 In rder fr the register t wrk mst effectively, it requires infrmatin frm the members f the Persnal Emergency Respnse Services Assciatin (PERSA) and ther medical alarm service prviders. Many medical alarm service prviders have already engaged with NBN C. t prvide data. Bth the medical alarm service prviders and NBN C. have undertaken t wrk cnstructively in prviding timely, accurate and cmplete data. 11. Where t get further infrmatin? Alarm service prviders shuld prvide their custmers with infrmatin abut the cmpatibility f their alarm device with services being ffered by RSPs ver the NBN and what a custmer needs t d befre migrating their telecmmunicatins services nt the NBN. It is expected alarm prviders will als prvide infrmatin practively t custmers in areas where NBN C. is deplying its netwrk. Check that the custmer is cmfrtable with the status f their alarm/s befre cmpleting the migratin.
