This is a fixed term contract for two years. BACKGROUND TO THE POSITION CISV educates and inspires action for a more just and peaceful world. Founded over 60 years ago, CISV is a global movement dedicated to educating and inspiring for peace. We believe that we can help change the world by providing life-changing experiences and building friendship that last a lifetime. We offer an exciting blend of seven educational programmes and amazing volunteer opportunities for the young and the young at heart. Our fun, 'learning by doing' programmes begin with our original and unique Village, a four-week residential camp for 11-year-olds. All of our programmes and activities are organized and run by our dedicated volunteers the lifeblood of CISV. We aim to help our participants of all ages to develop the skills they need to take a lead and make a positive difference. At the heart of everything we do is friendship, in line with our founding belief that peace is possible through friendship and mutual understanding. Our National Associations are in 70 countries and often comprise a number of local CISV organizations, called Chapters in cities, towns or regions. The national affiliates are brought together through membership in CISV International the umbrella organization responsible for broad policies and international coordination. As a "people" organization working with youth, CISV must have the health, safety and well-being of its participants and volunteers as its highest priority. In the interest of our goal of building crosscultural understanding, we must try to provide an environment where participants can be free from worry about basic concerns of health, safety and legal issues. We recognize that in everything we do, there are elements of risk. It is up to CISV International to set global standards and provide our local volunteers with the support they need to deliver our programmes safely. CISV International has already adopted a number of policies and developed relevant training for CISV volunteers. We have also established a network of volunteer risk manager roles throughout the organization, regionally, nationally and locally. 2 These global efforts now require the oversight and expertise of a professional International Risk Manager. In particular, we seek to further build the capacity of our risk manager network and increase overall coordination of and cooperation within this network. This is a Senior Management level position reporting to the Secretary General (CEO) of CISV International. RESPONSIBILITIES The International Risk Manager will design, implement, and maintain effective and sustainable Risk Management systems throughout the organization. S/he will serve as a member of the Training and Quality Assurance Committee of the Board and oversee the Regional Risk Managers. Working with volunteer and staff colleagues, the International Risk Manager is responsible for the following: Capacity Building Develop a cooperative and supportive network of competent Risk Managers across the organization Support Risk Managers across the organization to align regional and national strategies with international ones Ensure sharing of information on key issues and best practices Training and Advice Ensure that there are trained Risk Managers in every CISV National Association and Chapter Develop/revise and maintain the training content for all CISV Risk Managers Develop/revise and maintain the Risk Management training content for programme leaders and staff and for other positions of organizational leadership Oversee Risk Management training schedules and trainers for all geographic regions Oversee the Risk Manager (re)certification process Be able to deliver Risk Manager training if needed Provide consultation and support in Risk Management to colleagues, Board, Committees and volunteer Risk Managers as needed Crisis and Incident Management Establish and oversee an international/regional on-call system of volunteers and staff to assist in any crisis management Ensure and oversee an effective process and protocols for submission, review, investigation and follow up of Incident Reports Ensure that a central and effective record of incidents, rule violations and actions taken is maintained Be able to give general advice on short notice Advise and take leadership as appropriate in the event of an international crisis situation Assist in coordinating communications on high profile international issues Policy/Strategy Identify relevant risks, develop and make recommendations toward appropriate global policies Develop and recommend strategies to raise awareness and ensure understanding and compliance with policies throughout the organization Page 2 of 5
3 Guidance and Administrative materials Develop and maintain Risk Manager guidance and administrative or operational materials Review and maintain Risk Management sections of the programme and other volunteer guides Review (with Communications and Fundraising Manager) relevant sections of the international website and other publications Monitoring and Evaluation Monitor and ensure global compliance with Risk Management rules and guidelines Ensure involvement of and consultation with other parts of the organization as needed, particularly Chapter Development, Training and Educational Programmes Recommend to the Committee and Board appropriate enforcement action and implement decisions Maintain records of best practices Assist in developing and implementing effective methods for evaluating programme leaders and utilizing that data to minimize our risks and increase our effectiveness worldwide Insurance Assist in investigating and maintaining an effective insurance infrastructure Provide reports as needed for relevant insurance companies Oversee insurance-related administration Ensure effective communication to National Associations regarding insurance needs. Reporting and Accountability Regular reporting to the Secretary General and to the Committee and Governing Board Budget preparation, monitoring and accountability Develop and make recommendations on how best to structure this area in the future. QUALIFICATIONS AND COMPETENCIES The International Risk Manager is a professional who can think strategically, implement practical details, work with a team and independently and take a leadership role. In order to work with people and oversee efforts across 70 associations, the person will have excellent organizational skills. A priority of this post is to further build the capacity of our volunteer network; therefore, in addition to relevant risk management experience, the International Risk Manager must have significant skills in community development/volunteer motivation and management. Candidates must have a valid right to live and work in the United Kingdom by the start date. 4 - Commitment to continuous improvement - Attention to detail - Service orientation/stakeholder focus - Understanding of volunteer needs and ability to work well with volunteers - Sensitivity and understanding of how to interact with people who are in emotional or stressful situations Skills - Background in one or more of law (enforcement), social work, teaching, or another field with close connection to Risk Management relating to youth and international work - Background in community development and/or volunteer motivation and management - Understanding and application of Child Protection principles - Excellent English verbal and written communications skills, including drafting and editorial skills and ability to communicate effectively with non-native speakers of English - Planning and organizational and time management - Team leadership, motivation and guidance - Relationship building, negotiating and influencing skills to create a collaborative environment, particularly with volunteers - Incident and crisis management - Analytical - Strategic thinking - Fiscal/resource management - Computer literacy and ability to use electronic formats, experience working collaboratively online - Ability to identify trends and continuously update skills as needed - Some training skills. CISV Train-the-trainer certification (to be obtained as needed) - Professional and management experience in Charity sector or other relevant is an asset Knowledge - An undergraduate degree or equivalent level of education - Awareness of best practices in Risk Management and Child Protection - Commitment to keep abreast of developments in the field and update knowledge as needed LOCATION This post will be based at the CISV International Office in Newcastle upon Tyne. Some international travel will be required. *Consideration may be given to a suitably qualified and experienced individual wishing to work remotely some of time; however, significant presence at the International Office is essential for at least the first six months and after that, they must be willing and able to travel to the International Office on a regular basis for meetings. HOURS This position can be either full-time or nearly full-time. We believe that at least 0.8 FTE (4 days per week) would be needed to cover the responsibilities of the post. Page 4 of 5
5 As CISV is an international and volunteer organization, some work will need to be carried out in the evenings, weekends and holidays. Travel to meetings and other events within reason will be part of the role. Note that this is a fixed term contract for two years and the work of this person will help determine whether the role will be retained and how it may be adapted or structured for the future. SALARY This is a senior position. The salary will be agreed and, for full-time work, will be within a range of 30,000 35,000 per annum, depending upon qualifications and experience.
