1 Role Profile Job Title Shared Services Officer (Human Resources) Barnet Band and scale range Scp 27 to 30 Reports to Team Manager (Recruitment or Operations) Service area Resources Directorate Number of staff responsible for None Budget responsibility ( ) None Purpose of Job: - To provide an efficient, high quality human resources service to support customers and the effective delivery of front line services. To provide employee administration and transactional processing services. Key accountabilities Specific Responsibilities Maintain employee administration systems to ensure accurate and comprehensive employee information. Provide support and advice to customers, ensuring compliance with employment legislation, corporate/local policies and good employment practice. Apply business processes for employee administration to ensure that the Shared Service Centre meets or exceeds customer requirements. Assist in reviewing business processes as necessary. Perform accurate and timely employee administration/transactional processes using SAP where appropriate to agreed standards and targets. Create and maintain documents, records and data to agreed procedures and standards. Liaise with customers as required and in accordance with guidelines and parameters to ensure smooth operation of transactional services. Assist the team to develop and maintain appropriate systems and processes. As required, monitor the Council s Human Resources performance, for example, monitor service area induction and 18 week assessment performance. You may be required to deputise for the HR Manager from time to time undertaking work at a higher level as directed by the HR Manager. Deputising responsibilities will include supporting the manager in the training and development of staff. Recruitment (recruitment and schools team only) Implement recruitment plans (advertising, chosen media, selection methods, closing dates, etc.) as instructed, Provide timely accurate advice to managers on recruitment issues. 1

2 Process online and hard copy application forms within agreed timescales. Ensure efficient selection processes are adopted. Ensure pre employment checks are robust and recorded e.g. CRB checks, NI numbers, etc. Provide standardised recruitment documentation using the appropriate technology ensuring all relevant checks have been made. Arrange for corporate and service area induction, provide managers with 18 week assessments documentation. Represent the council at recruitment fairs and other events as directed. Operational Services (operational and schools team only) Process changes to individual s terms and conditions (from the first 18 weeks of employment to the leaving date of an individual). Obtain approval for and accurately record changes to establishment using SAP in accordance with agreed standards and targets. Provide timely, accurate advice on employee relation issues, pay and grading, terms and conditions of employment, diversity and development issues. To ensure the prompt and accurate processing of leavers. Develop and provide information and reports on HR and Payroll to different services e.g. starters, leavers, pay variations. Provide analysis of trends, variations and summaries of HR and Payroll information to services as required Effectively undertake and complete the processes associated with management change and organisational restructure. Key interfaces Represent and promote the council at external events and meetings. Work with the HR strategists and HR business partners as directed by the Team Manager. To bring to the Team Manager s attention any risks, issues or performance concerns that may impact upon the Council or the Shared Service Centre. Performance and Customer Focus To understand the needs of customers (internal and external) and continuously improve customer service Ensure a high level of confidentiality is maintained in all aspects of work. To understand all relevant performance indicators and use performance information to continually improve services Flexibility The post holder may vary hours of work in agreement with line manager depending on nature of work assigned and availability of staff to cover support. 2
