Winkfield has access to mainline railway stations located in Windsor providing access to London Paddington in approximately 33 minutes and London Waterloo in approximately 1 hour. Bus services running from Winkfield Road provide access into Windsor in approximately 35 minutes. The site has excellent access to the national road network. Junction 3 of the M3 is located approximately 9 miles (1.5km) to the south. Junction 13 of the M25 is located approximately 9. miles (15.0 km) east and junction 6 of the M is located approximately 3.1 miles (5km) to the north. Site Description The site is currently occupied by a three storey office building and associated car parking set within mature and attractive grounds of 1.7 hectares (.2 acres). The site is located to the north of Winkfield Lane and to the west of Drift Road. The area to the north and east of the site is characterised by open countryside together with relatively large, substantial detached dwellings along Winkfield Lane. There is considerable mature tree cover on the site, especially around the boundaries fronting to Winkfield Lane and Drift Road. 4 Orchard Lea Drift Road, Winkfield, Berkshire SL RU Planning The site falls within the jurisdiction of Bracknell Forest District Council and The Royal Borough of Windsor (RBWM). There are no listed buildings, and the site is not located within a conservation area. However, the site does fall within the Green Belt. Current Planning Permission The site has the benefit of full planning permission (15/0057/FUL) granted in September 2015 for Part redevelopment of existing office buildings to provide 1 residential units (Class C3) together with s, balconies, hard and soft landscaping, open space and reconfiguration of car park and closure of entrance off Winkfield Lane. The site straddles the administrative boundary with the Royal Borough of Windsor and Maidenhead (RBWM) and a duplicate application has been submitted to that Authority. The vast majority of the site lies within Bracknell Forest, including all the existing and proposed buildings, however the Drift Road access and a narrow strip of land within the site adjacent to Drift Road is within RBWM. Planning History On the 31st August 2005 planning permission was granted for a change of use from office (Class B1) to residential to provide 23 no. two bedroom flats with associated parking and access (LPA Ref: 0/00989/FUL). On the 22nd November 2010 planning permission was granted for an extension of the time limit to implement the above planning permission (LPA Ref: 10/00573/EXD). The permission remains extant and expires on 22nd November Highways & Access Access to the majority of the proposed development will be from the existing site access off Drift Road with one of the houses (House 1) accessed via an existing vehicular entrance off Winkfield Lane. Two existing access points off Winkfield Lane will be closed although one will be retained for use by pedestrians/cyclists only. We understand both roads are adopted highways. Local Market Update UK house prices in April to June 2015 were 1.0% higher than the previous three months (January- March 2015) and.2% higher than the same period in 201. In addition to house price growth, transactions also increased in the last year. In the year to March ,00 residential transactions occurred in the UK, a 7.1% increase on the year to March 201 (106,810 residential transactions). House prices in Bracknell Forest have increased above the UK average. The Land Registry, probably the most reliable source as it is based on actual sales (but lags behind the other indices), shows an increase in average sales prices over the year to June 2015 for Bracknell Forest of 12.0% from 27,766 to 265,201. In our professional view this contrast to the national average adds to the desirability of the area for housebuilders. Record low mortgage rates, a clear election result and a positive economic outlook are all leading to increased demand for housing. However, the increased supply of new homes continues to lag behind the level of the 2000 s and the projected housing need of 20,000 homes per year for England. 125,120 new homes were completed in the year to March 2015 in England up from 112,00 in the year to 201. Savills forecasts that house prices in the South East will increase by 26.% over the next five years, a greater amount than the UK which is forecast to see house prices increase by 19.3% over the same period. It is likely that commuter locations will absorb much of this growth and we would expect developers to factor this into their purchasing decisions. Our data shows that national greenfield development land values have increased in the second quarter of 2015 by 0.9% whereas urban development land values have increased by 3.7% in the same period. Whilst in some areas of the country Proposed front elevation land values are stagnant and or seeing some falls, high demand, low supply markets such as London commuter locations are seeing interest from local, national and London based developers looking for opportunities outside the capital, an associated high number of bids per site and increases in development land values achieved. The South East now ranks as the highest value development land market outside of London.
