1 SVN/MM047 Open to Internal and External Candidates Position Title : National Programme Officer (Counter-trafficking and Migrant Protection) Duty Station : Yangon, Myanmar Classification : National Officer, NO-B Type of Appointment : Special Short Term Contract with possibility of extension Vacancy Number : VA/16/083 Closing Date : July 26, 2016 Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM is committed to a diverse and inclusive environment. Internal and external candidates are eligible to apply to this vacancy. For the purpose of the vacancy, internal candidates are considered as first-tier candidates. Context: IOM has been cooperating with the Government of Myanmar to combat trafficking in persons and enhance migrant protection since 2007 through its Counter-Trafficking and Migrant Protection Unit. In cooperation with the Central Body for the Suppression of Trafficking in Persons (CBTIP), the Ministry of Home Affairs, the Department for Social Welfare, Ministry of Foreign Affairs, IOM has focused its efforts to improve the technical capacity of key government agencies to provide care to returned Myanmar victims of trafficking capacity to support Myanmar vulnerable migrants caught up in emergencies in host countries, and to strengthen Myanmar s cross-border operational cooperation on victim assistance with Thailand, China and other countries in the region. IOM is presently aiming to put into place a comprehensive framework of vulnerability reduction and protection for victims and other vulnerable migrants. IOM s programming in will target assistance to victims of trafficking, unaccompanied minors, stranded migrants and internal migrants vulnerable to exploitation and abuse. Countertrafficking programming will include exploring increased assistance to men trafficked for forced labour from Myanmar, assistance to victims of trafficking in conflict-affected zones of Myanmar, and an expansion of rehabilitation services to victims of trafficking through capacitating Myanmar s emerging civil society organizations to actively address the protection needs of vulnerable migrants and trafficked persons. 2 The National Project Officer (Migrant Protection) will thus carry out duties and responsibilities in support of planning and implementation of IOM programmes and development of new activities in the field of migrant protection. Core Functions / Responsibilities: Under the direct supervision of the Programme Manager - Counter-Trafficking and Migrant Protection (CT & MP) Unit, and the overall supervision of the Chief of Mission, the National Programme Officer (NPO) shall be responsible for high-level management support for the implementation of programmes and projects in the Unit. He/she shall play a prominent role in developing IOM s technical lead in the areas of countertrafficking, migrant protection in Myanmar and Migrants in Countries in Crisis initiative, working closely to promote cooperation with government counterparts, UN/INGO partners and Myanmar s civil society and non-government organizations, and supporting the development of new activities. He/she shall be directly involved in providing technical assistance and training on concepts and good practices related to the protection of victims of trafficking and migrants for government officials and NGO partners in forums that include national meetings, training workshops, and bilateral events. The NPO is also expected to play a significant role in supporting the Programme Manager to develop technical content for guidelines, training curriculums and presentations in the areas of counter-trafficking and migrant protection, and will continually build his/her expertise in these areas. 1. Support the overall management and implementation of project activities in line with agreed project documents, budget, timelines, indicators, results and other project requirements, in support of the Programme Manager for the CT and MP Unit in coordination and cooperation with other Programme Units 2. Draft and develop technical content for a range of products for IOM s internal purposes and for government counterparts and NGO partners. This may include, though not limited to, technical guidance notes on key areas of victim/migrant protection, briefing documents on key policy areas relevant to CT, MP including Migrants in Countries in Crisis (MICIC) initiative, reports on technical discussions 3. Provide training to government officials, NGO partners and IOM field staff in various technical areas of CT, MP AND MICIC. This will include planning, developing, delivering and evaluating training events at national, state/region and township levels, as well as at national and bilateral meetings. In this capacity, the NPO will act as both lead trainer and technical specialist; 4. Support capacity-building and technical assistance to government officials and departments who hold roles and responsibilities in the area of direct assistance to victims of trafficking and other vulnerable migrants. Promote sound principles and good practices of victim protection in the course of providing technical and operational support; 5. Support the development of new activities and projects in the area of CT, MP and MICIC, in close coordination with the head of the CT & MP Unit and the Chief of Mission. Support liaison with government, UN and NGO counterparts and partners in the development of new activities, programmes and projects; Page 2 / 5

Provide substantive and administrative support to national, region/state and other meetings, conferences, workshops, seminars, etc., including developing background papers, proposing agenda topics, identifying participants, and managing logistics with the assistance of project staff; 7. Support the development and implementation of IOM research activities in the areas of counter-trafficking and migrant protection, acting occasionally as the lead researcher, having familiarity on relevant research methodologies and training IOM staff on these, coordinating research activities at field level, supporting the translation of research findings, and contributing to their analysis and final presentation; 8. Assist in the preparation of monthly and quarterly work plans of the CT & MP Unit, as well as reporting to donors and national counterparts; 9. Support planning, implementation, monitoring and evaluation of activities related to programming in the areas of assistance to migrant protection, including maintenance of relevant data on projects, tracking project indicators, and supporting internal and external evaluations of IOM activities; 10. Work closely with the Government of Myanmar, United Nations agencies, and NGOs in support of IOM project implementation and to identify opportunities for partnership and cooperation. Establish and maintain regular and constructive liaison with relevant national, state/region and township authorities, and maintain effective coordination with local and international partners in the NGO community and the UN. Support the promotion of IOM activities among all counterparts and partners; 11. Participate in technical and coordination groups at the national level involving government, UN and NGO partners, specifically the Human Trafficking Working Group and the COMMIT Task Force, and attend relevant Nay Pyi Taw, Yangon and region/state-level meetings relevant to IOM s programming in the areas of CT and MP; 12. Undertake national and international duty trips to support the CT and MP Unit s functions related to technical support and training, research, operational support, evaluation and liaison; and 13. Perform any other duties, as may be required. Required Qualifications and Experience Education Myanmar national and post-graduate degree in Political or Social Science, International Relations, Public Management or related field; Experience Minimum 5 years of experience in project implementation and management; Minimum 5 years of experience in delivering capacity building and trainings to government officials and NGOs; Page 3 / 5

4 Minimum 3 years of experience in counter-trafficking, labour migration, human rights advocacy, protection and/or related field. Languages Excellent written and verbal communication skills in both English and Myanmar.
