1 , Racine County Economic Development Corporation (Racine, Wisconsin) The Racine County Economic Development Corporation is the economic development agency for the County and all local units of government. The Business Recruitment Specialist position is part of the Business Development Team that implements business recruitment and the retention and expansion of existing businesses. The Corporation is seeking a dynamic, proactive, action-oriented professional to manage the business recruitment program, which includes: meeting with businesses, municipal partners and development professionals to secure new business investment and employment opportunities in Racine County. The Corporation includes 16 staff and a 2013 budget of $1.6 million. Applicants should have a Bachelor's Degree in an appropriate field and at least two years of directly applicable experience in local and/or regional economic development. 2 RACINE COUNTY ECONOMIC DEVELOPMENT CORPORATION JOB DESCRIPTION Job Title: Business Recruitment Specialist Reports to: Executive Director Prepared By: Christine Henning Prepared Date: November 29, 2006 Updated By: Jenny Trick Updated On: April 14, 2014 Approval Date: SUMMARY The Business Recruitment Specialist, together with the Executive Director, executes the business development initiative, Jobs for Racine County ( JFRC ). The JFRC program has two main areas of activity, business recruitment and the Racine County business retention and expansion activities. Business recruitment is the primary responsibility of the Business Recruitment Specialist. The Business Recruitment Specialist also provides support to the business retention and expansion programs via the Business Resource Manager. Responsibilities include, but are not limited to, meeting with businesses, municipal partners and a variety of professionals to provide the assistance to bring business and economic development projects to fruition. Documentation of activities is retained with RCEDC but communicated regularly with partnering municipalities and organizations. ESSENTIAL DUTIES AND RESPONSIBILITIES Business Recruitment 1. Independently or jointly with the Executive Director, meet with businesses and/or their representatives (site selectors, developers, brokers) to survey their issues and needs, assist them in determining what resources may be appropriate and include appropriate partner organizations in the effort. 2. Complete Request for Information (RFI) documents from prospects, consultants, state officials and/or others in a timely fashion. 3. Following the completion of a project provide ongoing follow-up with the business to ensure satisfaction with the location decision and address ongoing issues. 4. Assist in the ongoing development of the JFRC business development program objectives, identifying appropriate services and tactics to advance the economic development opportunities for Racine County.

Participate in proactively identifying regional, national and global business prospects through multiple marketing venues to generate viable recruitment projects for Racine County, and/or the Milwaukee 7 region. 6. Increase knowledge and understanding of available technical and business resources relative to business development to best serve the needs of prospects and clients. 7. Build strong partnerships with a variety of service providers, municipal, state and federal officials, etc. to improve communication and response to clients needs and to enhance and expedite services and/or the development of expansions or relocations in Racine County. 8. Develop and maintain efficient and effective tracking documentation capabilities to improve the project management of business clients and prospects. 9. Maintain the available land and building inventory and seek ways to improve access to updated listings on a regular basis, and provide information as requested in the course of doing business with prospects, developers, real estate brokers, etc. 10. Maintain and update information, databases and sources required to complete RFI documents. OTHER RELATED TASKS 11. Serve as the main staff contact to the Villages of Sturtevant and Mount Pleasant, Town of Yorkville and City of Burlington. 12. Attend Board and staff meetings as required. KNOWLEDGE, SKILLS AND ABILITIES Education: Bachelor s degree in an appropriately related field or equivalent experience. Certificates: Valid driver s license with verification of appropriate insurance coverage. Experience: Working knowledge of economic development programs, principles and practices. Knowledge and understanding of various local, state and federal programs available to businesses. Knowledge of sources and uses of demographic data and socio-economic data. Ability to maintain a high degree of professionalism, confidentiality, flexibility and initiative. Exceptional oral and written communication skills with an emphasis on effective interpersonal skills to work with varying levels of professionals, such as public officials, bankers, state and federal employees, board members, staff, and business owners. Ability to manage multiple projects requiring specific deadlines that may often result in a high stress environment. Ability to work independently, effectively analyze and problem solve issues, and exercise good judgment in making a variety of decisions. Proven organizational and time management skills. Knowledge of word processing, data processing and spreadsheet software applications.

5 Page 4 Equipment: Operate a variety of office machines and equipment to include computer, scanner, fax machine, telephone, copy machine and calculator. Environment: Typical inside, air-conditioned office environment. Often, a variety of other settings such as manufacturing facilities, construction sites, older retail buildings and/or other environments requiring the ability to be adaptive to changes in terrain, limited accessibility, etc. or tolerate unusual or unpleasant odors. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job.
