JOB PURPOSE Responsible for exploiting data collected across NHS Lothian and to enhance the data analysis and interpretation of the data to determine what this activity means in financial terms. To provide advice and guidance on data and analytical matters to stakeholders across NHS Lothian, carrying out innovative analyses of data as necessary. 3. DIMENSIONS The post-holder has responsibility for designing highly complex costing models to support NHS Lothian s strategic developments. The data produced is shared with a wide range of other users, including the Scottish Government Health Directorate (SGHD), NHS Boards (and other NHS Organisations), the media, the public, commercial organisations and research bodies. The post-holder is employed within NHS Lothian and there may be a requirement to work flexibly across Lothian to meet service demands

ROLE OF DEPARTMENT Guide and support NHS Lothian to achieve year on year Financial Balance. To provide the financial advice and guidance required for effective corporate management, strategic and operational decision-making in both the short and medium term. Prepare and account for the information underpinning NHS Lothian s public accountability for stewardship of funds. Provide advice and information to secure effective planning and delivery of investments in service improvement and organisational change.

9 6. KEY RESULT AREAS Strategic Planning 1. Contribute directly to the strategic planning and implementation of service improvement and modernisation programmes by improving the quality of information and analysis of data. 2. Responsible for ensuring that the costing of all data is robust, understood by users and communicated to stakeholders. Constantly challenge all staff levels in respect of proposals to ensure maximum value for money regarding the utilisation of revenue resources and capital investment. 3. To undertake research into best practice in costing and analysis by developing inter-relationships across NHS in Scotland and elsewhere. 4. To analyse a variety of datasets from across the organisation including E-financials, ORSOS, TRAK, Order Comms, PACS, Labs database, JAC, PRISMS, SWIFT, Vision360, identifying how data relates in financial terms and ensuring that the results are accurate, fit-for-purpose and presented to a high standard, including the interpretation of results. 5. Responsible for specifying requirements for analysis of data with the customer, providing advice and guidance on data and analytical matters, exploring alternative solutions on analysis, performing more complex analyses and providing information which is relevant to clinicians, NHS organisations, the public and policy-makers to inform decision making. 6. To provide professional statistical advice, within their area of expertise, ensuring that complex statistics are explained to non-statistical professionals in an understandable way to allow informed decision making. 7. To work with clinicians, other NHS health professionals, research bodies and universities to design, scope, analyse and interpret information for specific research projects and audits. 8. To contribute to the development of datasets and information systems, including communication with appropriate stakeholders, to ensure data collected reflects the information needs of customers and current NHS Scotland initiatives. 9. To maintain a comprehensive understanding of complex technical accounting practice in order to ensure the full financial implications of projects are captured. 10. To demonstrate a high level of personal and professional responsibility to stakeholders (including senior management), setting modelling assumptions and independent modelling variables. 11. Take a pro-active role in exploring and meeting customer requirements through the effective use of the most appropriate information available. Staff Management 12. To ensure that the section provides a high-quality, customer-focused service to other staff within the organisation and that staff are well motivated in order to support the team in meeting its service and health objectives. 13. Responsible for day to day management of a team of staff including recruitment, induction, mandatory training, identification of learning and development needs of all members of the team through performance review and personal development plan (PDP), appropriate levels of discipline and grievance and supervision of student placements. 14. To deputise for senior staff where appropriate, in particular the Finance Manager: Costing and Strategic Programmes, and exercise delegated authority as appropriate. Costing 15. Responsible for developing and implementing the costing strategy for services, including review of current best practice in costing, recognising the constraints imposed by internal systems, thereafter identifying costing information that can be developed/enhanced to improve the costing information made available to services. 16. The post-holder will source and reference appropriate benchmarking data to undertake ongoing assessment of current levels of efficiency across services Lothian-wide and communicate potential areas for improvement. 17. The post-holder will plan for the introduction of standard national price tariffs including modelling the potential impact and develop and implement the systems to support this fundamental reform of NHS Scotland Financial Flows.

10 7a. EQUIPMENT AND MACHINERY Essential user of Personal Computer and networked systems as part of the core Single System Finance Team within NHS Lothian. Use of office equipment: PC photocopier, printer, telephone New systems may be introduced as the organisation and technology develops, however training will be provided. 7b. SYSTEMS Frequent day-to-day user of MS Office suite of software including Excel, Word, Access, PowerPoint and Project. Use of Internet for research purposes. Use of efinancials. Design and manipulate spreadsheets for the maintenance of records required within the department. Super-user level of data analysis and reporting tools, e.g. BOXI and Tableau. 8. ASSIGNMENT AND REVIEW OF WORK The work of the post is largely self-directed. Objectives will be agreed annually with the Finance Manager: Costing and Strategic Programmes. The post-holder is responsible for ensuring delivery of those objectives within the statutory obligations of the post. Formal review will take place at mid-year and year-end. Update of objectives and review of progress will also take place through regular 1:1 meetings with Finance Manager: Costing and Strategic Programmes. Beyond this the post holder s work will be informed by issues arising and the resulting identification of need as well as evolving best practice. The post-holder will adjust priorities to meet frequently changing customer demands and will review these, self managing any conflicting demands.

DECISIONS AND JUDGEMENTS Decisions will be made within broad departmental policies and procedures without reference to manager and will require to be made where no departmental policies and procedures exist e.g. the development of costing techniques. Review, analysis and interpretation of complex financial funding models, and provision of expert opinion on the implications for the specific project and the wider organisation. Analysis and interpretation of complex financial and non financial data, identifying errors and trends, providing advice as to where and why material variances are occurring recommending corrective actions where appropriate. e.g. the Integrated Resource Framework. Decision making relating to the development of new databases and specific projects involving data development, liasing with senior colleagues as required e.g. the Integrated Resource Framework. 10. MOST CHALLENGING/DIFFICULT PARTS OF THE JOB Developing complex financial models which ensure all relevant information is properly captured, analysed and interpreted. Understanding, and communicating the implications to other members of the project team(s) and related services in a manner that is easy to comprehend, aids understanding and supports decision making. Delivering tight deadlines, whilst managing a complex range of competing demands and fluctuations in volume and complexity of workload. Understanding and managing the various client expectations whilst supporting robust and consistent assessment of current workload to ensure value for money and contribution to the Lothian-wide objective of achieving financial balance Understanding the complexity of inter-related factors in developing and delivering healthcare that require to be understood. This involves analysing and inter-connecting a large number of different, in many ways conflicting, strands of data and translating these into an effective, predictive and practical model for supporting decisions. 11. COMMUNICATIONS AND RELATIONSHIPS Communication will need to be appropriate and flexible to meet the requirements of the recipient(s), including written reports, presentations, informal briefings, group discussions, and 1:1 meetings. The information being communicated may often be complex financial analysis, to be conveyed in a clear and concise manner for non finance colleagues. It may be communicated to inform and influence key decisions. PHYSICAL, MENTAL, EMOTIONAL AND ENVIRONMENTAL DEMANDS OF THE JOB Physical Skills and Demands On a regular basis sit at a desk using a keyboard and Visual Display Unit for long periods of time. There is a requirement for speed, accuracy and attention to detail. Mental Effort Prolonged concentration is required when completing highly complicated financial calculations, analysing and reconciling data, using complex financial spreadsheets, and when prioritising tasks and identify problem areas, this may be whilst subject to frequent interruptions from telephone, colleagues and , often requiring reprioritising of work and preparation of information at very short notice. Concentration required when interpreting, preparing and presenting complex financial information to a variety of end users. Working in a pressured environment taking all necessary steps to achieve goals. Emotional Demands High degree of personal resilience, especially in relation to the interpretation and application of complex policies and decisions, often at times of significant organisational change and a politically driven environment. Required to build trust with project team(s) and wider service colleagues and be able to challenge actions and negotiate solutions to, sometimes difficult, situations. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB Qualifications and Experience Numerate graduate, plus relevant experience in health related research or information work, preferably in the specialist field of medical/health statistics. Proven analysis and presentation skills, including expert knowledge of software packages such as Word, Excel, PowerPoint and Access. Proven IT skills in an analytical capacity, i.e. a good working knowledge of advanced statistical software packages, e.g. SPSS. Structured programming skills are essential. Expert knowledge of analytical and statistical techniques and analysis tools within specialist area(s), identifying the wider implications of analysis provided. Proven project management skills as projects tend to be large, multi-faceted and variable in terms of numbers and size Proven staff management skills.
