2 The Post The post-holder will lead the clinical trial operations group at the Norwich Clinical Trials Unit (CTU) with responsibility for development of the CTU Quality Management System, provision of clinical trial operations expertise to prefunding trial development and delivery of funded trials. The aim is to provide senior clinical trials operations leadership and oversight of procedures to ensure that the professional development of trial operations staff, the development of trial grant applications and the delivery of funded trials is of the standards expected of a registered CTU. The post-holder will have responsibility for the recruitment, development and management of trial staff in the Norwich CTU and take an active role in the overall development of CTU including attracting new business and funds. The post holder will also undertake some teaching and related duties relevant to clinical trials within the Norwich Medical School curriculum and training of other CTU staff as relevant. 3 Job Description ATS617 Senior Clinical Trials Operations Manager The post-holder will lead the clinical trial operations group at the Norwich Clinical Trials Unit (CTU) with responsibility for development of the CTU Quality Management System, provision of clinical trial operations expertise to prefunding trial development and delivery of funded trials. The aim is to provide senior clinical trials operations leadership and oversight of procedures to ensure that the professional development of trial operations staff, the development of trial grant applications and the delivery of funded trials is of the standards expected of a registered CTU. The post-holder will have responsibility for the recruitment, development, training and management of trial staff in the Norwich CTU and take an active role in the overall development of CTU including attracting new business and funds. The post holder, who will be appointed at Lecturer B level, will also undertake some relevant teaching (on clinical trials) on our MB BS or other taught programmes. Key responsibilities: Work closely with the CTU Director to deliver the CTU strategy Lead the Clinical Trials Operations Group Recruit, develop and manage trials staff in the Norwich CTU including the co-ordination of work allocated to staff to ensure coverage of trials at all times. Provide trials management advice and support to applicants when designing protocols for the conduct of research through the Norwich CTU. This will include consideration of resources, logistics and budget implications of planned trials. Provide advice to investigators regarding regulatory, UEA and local Trust requirements in the conduct of research and the best practice in the set-up of trials, recruitment of participants, monitoring recruitment and follow-up, trial closure. Oversee the Norwich CTU Quality Management System, taking particular responsibility for parts of the system critical for clinical trial operations. Promote the Norwich Clinical Trials Unit to potential collaborators participating in relevant local/regional research networks and forging good working relationships with the University s Research and Enterprise Services and a wide range of NHS colleagues including local/regional NHS research and development managers. Assist with applications for regulatory approval. Work with UEA Research and Enterprise and NNUH R&D staff to ensure accurate and up-to-date records of the Norwich CTU activities are maintained. Participate in activities of the Norwich Clinical Trials Unit including attending at monthly management meetings. Publish in peer reviewed journals, where appropriate, as a result of contributions to research collaborations with local health and/or social care professionals. Assist with any other duties as may be assigned from time to time by the Norwich CTU Director or his/her nominee. Contribute to lectures, Problem Based Learning teaching, Student Selected Studies or other elements of the taught programmes offered within the school as appropriate to the role holder s knowledge and expertise. 5 General Information Relating to Terms and Conditions of Appointment at UEA Terms and Conditions of Appointment This post is for a fixed-term of 3 years at Lecturer level. 11 The Norwich Medical School Appendix B The School Head of School: Professor David Crossman The Medical School at UEA was established in 2001 and has over 160 members of academic, research and support staff - and a large number of active NHS secondees and honorary appointees - from a wide range of disciplines (including medical specialties, biological sciences and a range of social and statistical disciplines, including health economics, psychology, epidemiology, and medical statistics). The School has grown with a current entry each year of 168 students. Its first students graduated in 2007 and in 2013 the Medical degree programme came equal fifth out of the 32 UK medical schools in the national Student Satisfaction Survey. The School promotes interdisciplinary teaching and learning and offers a wide range of programmes including: an innovative and highly integrated five-year MB/BS programme commenced in 2002 with an initial intake of 110 students per year, now 168 students per year a one year research intensive Masters degree in Health Research (MRes) supplying research experience and transferrable skills the modular MSc programme in Health Sciences for the continuing professional development of a wide range of health care professionals (currently attracting over 100 registered students including GPs and junior hospital doctors) a Masters in Clinical Education (MClinEd) degree Clinical Trials Unit Established in 2007, the Norwich Clinical Trials Unit (CTU) has full registration with the UKCRC. Located on the UEA campus, the Norwich CTU supports clinical trials covering the breadth of healthcare research in Norwich across medicine, mental health, nursing and rehabilitation science as well as pharmacy and elements of biological sciences and social sciences. We are particularly proud of our interdisciplinary health care and health services research and clinical trials conducted to date. There are a growing number of clinical academics in the areas of stroke and ageing; respiratory medicine; gastroenterology; clinical pharmacology; cardiology; surgery; primary care; public health and epidemiology; rheumatology; diabetes and orthopaedics. The Medical School has recently received an allocation of Walport academic training posts amounting to four new Academic Clinical Fellowships and two new clinical lectureships for each of the next three years. There is particular strength within the Medical School in epidemiology, statistics and health economics and exciting possibilities for appointees to develop clinical trials within the Clinical Trials Unit as well as experimental medicine within the seven bed Clinical Research Facility (CRF). 12 Appendix C The Faculty of Medicine and Health Sciences The Faculty of Medicine and Health Sciences (FMH) The Faculty of Medicine and Health Sciences is led by the Executive Dean of Faculty, Professor Ian Harvey, working closely with the Heads of School, and the Associate Deans who share responsibility for the areas of Research; Enterprise and Engagement; Learning and Teaching; Admissions; and PGR. These senior academics, together with the Senior Faculty Manager, the Faculty Human Resources Manager, and the Faculty Finance Manager, form the Faculty Executive. Teaching is organised through the Faculty s three Schools of study, comprising; Norwich Medical School (MED), Nursing Sciences (NSC) and Rehabilitation Sciences (RSC), assisted by a Centre for Inter-professional Practice (CIPP). The Faculty also has strong research links with the Norwich Research Park, comprising the Institute of Food Research (IFR), the John Innes Centre (JIC), and the Norfolk and Norwich University Hospital NHS Foundation Trust, see Academic Appointments The University appoints academic staff to both Academic Teaching and Research (ATR) posts which have a strong research focus, and Academic Teaching and Scholarship (ATS) posts which have a strong teaching focus. The successful candidate will be appointed into the ATS category. Common to both ATR and ATS staff at UEA is an expectation of appropriate contributions to teaching and related activities; and to enterprise and engagement, which for ATR staff should build on their research activities. Enterprise and engagement involves academic staff in the use of, or development of, intellectual capital which benefits both the University and non-academic sectors, through community engagement and interactions with other public sector bodies, business and the third sector. 13 The Norfolk and Norwich University Hospitals NHS Foundation Trust The Trust was first established on 1 April 1994 and was authorised as an NHS Foundation Trust on 1 May It comprises the Norfolk and Norwich University Hospital and Cromer Hospital. Traditionally it has provided acute services to an area of approximately 1,200 square miles from Wells-next-the- Sea on the north coast of the county to Thetford in the south and from Fakenham in the west to Acle in the east. This is an acute teaching Trust providing comprehensive general and specialist services for a population of up to 822,500 on two sites; the 1010 bed Norfolk and Norwich University Hospital (NNUH) and Cromer Hospital on the north Norfolk coast. The Trust s annual income in 20010/11 was 427M. In the year 20010/11 the Trust treated 150,894 in-patients and day patients, 480,355 out-patients and 98,219 emergency patients. Management arrangements within the Trust are based on the clinical directorate model. There are currently 20 clinical directorates and three support directorates split within three Divisions. Some of the old cogwheel type divisions have been retained such as the Consultant Staff Committee, and Ethics Committee and other administrative sub-committees. The appointee will be a member of the Cardiology Directorate and will be encouraged to take an active role in developing research in the Cardiology Directorate in due course. Norfolk and Norwich 21st Century Healthcare The Norfolk and Norwich University Hospital became operational in late 2001 and the new teaching hospital and state-of-theart health care facilities it offers have attracted a great deal of attention, locally nationally and internationally. Delegations from around the globe have come to Norwich to study how to design and run a modern, flexible, state-of the-art hospital. Our visitors have come from health services as far afield as Japan, China, Malaysia, Canada, Netherlands, Norway, Sweden and Estonia. That growing international recognition of what is being in acute healthcare services for the people of Norfolk has been mirrored by recognition within the UK of the modernising steps being taken within the Trust. The Norfolk and Norwich University Hospital has consistently been named as one of the country s top-performing hospitals by healthcare analysts Dr Foster and enjoys very positive patient feedback through the Healthcare Commission patient surveys. Appendix D Cromer Hospital remains a vital part of the Norfolk and Norwich University Hospital NHS Trust and provides North Norfolk residents with expanding services including outpatient clinics, day procedures, pre-admission clinics, endoscopy services and a minor injuries unit. Originally founded in 1932, the Hospital continues to enjoy a reputation for providing excellent care for our patients, who appreciate the warm and friendly atmosphere of their local hospital. This will be maintained within plans for the new Cromer Hospital. We also have staff/services operating from a number of other sites e.g. Aldwych House and the Cotman Centre. James Paget University NHS Foundation Trust (JPUH). Post Graduate Education is based within the Education and Training Centre at the JPUH. There is a good medical reference library within the Trust. The centre provides a wide and varied programme to support continuing education with the local consultants and visiting specialists participating. There is a GP vocational training scheme and an active teaching programme for junior staff in which most consultants participate. A major expansion of teaching facilities has already begun with further expansion planned. Consultants from the trust play an active regional role in training trainers. There is a well-staffed and equipped department of Medical Illustration which provides full slide-making and other audio-visual facilities for the Trust. The Local Area On an aesthetic level, both hospitals lie within one of the most attractive parts of the country. The Norfolk Broads and a huge expanse of Norfolk and Suffolk coastline lie within the catchment area of these Trusts. Sailing, water-sports and fishing facilities abound and there are most types of sporting and leisure pursuits. The NNUH is based on the outskirts of the fine historic city of Norwich that provides much in the way of intellectual and cultural activities. Rails services from Norwich to London Liverpool Street and steadily improving road and rail links give easy access to the capital. The JPUH lies on the coast in Gorleston between the resorts of Great Yarmouth and Lowestoft.
