Organizational Setting and Major Functions Under the general supervision of the Business Process Automation Services Unit Systems Software Specialist III (Supervisory), the Systems Software Specialist II (Technical) serves as a senior systems administrator overseeing Windows servers and.net application installations and their supporting infrastructure. Typical duties include installing, configuring, maintaining and troubleshooting Windows servers, collaborating with data center teams to provision application infrastructure, and troubleshooting applications errors. Additionally, the incumbent will support an internal SharePoint environment and perform basic SQL database administration functions. 45% of time Essential Functions (Percentages shall be in increments of 5, and should be no less than 5%.) The duties of this position will include but will not be limited to the following: SharePoint Administrator Develop strategies that address portal/site organization and navigation as well as an overall information architecture that specifies how content will be categorized, classified and tagged. Assist OTech staff on management and design of collaboration sites. Coordinate with OTech users to customize sites for business needs including assistance with style sheets, templates, themes, site definitions and portal area definitions. Offer recommendations on the SharePoint Architecture and design, site layout, collaboration, workflow, content Management, Search, Business Intelligence, Dashboards and Custom Web Parts. Participate in the development of the Division s strategic plan for conducting and/or assisting with Change Proposals related to the SharePoint environment including assessment and implementation of new capabilities, and provide Information Technology with a long-term perspective on the relationship of SharePoint technology to the business opportunities facing the organization. Perform user provisioning. Discover areas for improvement, issues, and possibilities for development. Provide team members and the Section supervisor the necessary technical knowledge and skills to support and back up support functions for SharePoint Install, maintain, research third party software tools/utilities; prepare and document highly technical computer utility routines for use as tools in computer system development and operation. 2 Plan, deploy and coordinate the support, upgrade and maintenance of SHAREPOINT with support team members, clients and product vendors. Troubleshoot and otherwise diagnose SHAREPOINT application and system interface problems. Communicate with product vendors for product support and updates, and apply fixes to resolve product issues. Coordinate change with customer departments. Maintain production, test and development for SHAREPOINT environment. Keep software products current to vendor-supported release levels. Maintain procedures and documentation for assigned software products. 45% of time ITSD Infrastructure Management Install, configure, test, and troubleshoot N-tiered applications and server products following documented standards and procedures. Work with customers, external technical teams and vendors to assist in identifying and designing infrastructure requirements. Participate in meetings and conference calls with customers, vendors, and service teams to define, design, and implement new server environments. Follow change control policies, security guidelines and procedures to maintain and ensure the availability of Applications systems during the implementation and day-to-day operations. Communicate with the hosting teams, customer delivery, project management office and ITSD customers regarding to the status of assigned projects. Mentor other staff on the installation, configuration, performance tuning, and problem resolution in support of Applications server platforms and N-Tiered environments. Work cooperatively and in collaboration with internal service teams to request and implement enterprise Data Center services as a Windows Admin including storage, backup, network/firewall, database, web, platform, and virtualization services. Work with the Security Management team to ensure project adherence to published network architecture security guidelines, and to ensure server environments adhere to security policies. Execute project tasks and assignments according to project plans and/or work breakdown structures provided by internal project teams or the Project Management Office. Minimize the exposure of risks on assigned projects through proper documentation and clear communication with project stakeholders. Ensure project documents are complete, current, and stored appropriately in accordance to documentation policies. Manage and maintain the scope of assigned projects, communicating any changes in direction and/or requirements with the ITSD management, Project Management Office, and Customer Delivery teams. Installs, manages and maintains Tenant Managed services and CalCloud (Cloud based services) for internal application support as requested. Participate in software upgrades and patch activities. Assist the other units in the diagnostics and troubleshooting of the most complex server and application related problems. Respond to and assist in the resolution of production incidents in an expedient manner while informing management of problems and actions taken. Participate in the evaluation of new products, services, and solutions to define new opportunities to meet ITSD customer needs. Maintain active interface with industry development, aiding the agency in maintaining its pace with current technology. Document processes, guidelines, and policies as required. 3 5% of time Business Intelligence (BI) & Report experience Provide team with business and technical support Design and develop solutions for enterprise and departmental business intelligence (BI), data warehousing and reporting procedures Work with users to identify and document BI requirements and solutions and effectively communicate user requirements Develop and implement reports and queries to drive business processes Compile ad hoc data and report requests 5% of time Marginal Functions (Percentages shall be in increments of 5, and should be no more than 5%.) The incumbent will assist with cross-functional activities within the division, including but not limited to the following tasks: Participate in software upgrades and patch activities. Perform other related duties. Work Environment Requirements Incumbent may be required to work off hours and weekends to support the business needs of our clients/to meet project deadline. Some traveling will be required. Allocation Factors (Complete each of the following factors.) Supervision Received: The Systems Software Specialist II (Technical) receives general supervision from the Systems Software Specialist III (Supervisory). Progress will be reported and monitored on a weekly basis (weekly status reports must be submitted) to the SSS III (Supervisory). The report should give updates on workload, the progress of assignments, detail any special system problems, or client s complaints, and include planning items or recommendations, risks and issues. The incumbent is accountable for performing project tasks, estimating workload, and completing the work effectively, efficiently, and accurately. Actions and Consequences: The Systems Software Specialist II (Technical) should have a thorough understanding of the responsibilities and duties of this position and also a broad understanding of the mission and goals of the Division. Poor decisions, judgments and/or recommendations in the areas above could result in dissatisfaction of the clients and the inability for applications to function. Personal Contacts: The Systems Software Specialist II (Technical) will be in daily contact with CDT technical staff, supervisors, managers, customers and vendors. Regular customer contact is required to maintain working relationships, keep current on customer directions and business requirements, and address questions, concerns and issues in support of the web applications & SharePoint environments. The incumbent must be able to effectively communicate both orally and in writing, including but not limited: Be an active listener, be able to deliver clear and concise direction and information, be approachable, be confident, be flexible and open to Duty Statement (TECH 052) Page 3 of 5

4 suggestions. The Incumbent must be respectful, courteous and receptive to input, in order to develop and maintain effective and cooperative working relationships. The incumbent must also prepare and present thorough overview/demonstrations of various applications to customers and staff Administrative and Supervisory Responsibilities: (Indicate None if this is a nonsupervisory position.) N/A Supervision Exercised: None, however, may act as a team leader on the more complex systems software projects. Other Information The Systems Software Specialist II (Technical) works closely with a variety of staff at all levels within the California Department of Technology, customer departments, and numerous hardware and software vendors. The incumbent must be able to effectively communicate to fulfill the training needs of staff on new applications and systems. Incumbent must also prepare and present thorough overviews/demos of newly developed applications, prior to implementation, to departmental staff. Adapt to change within the organization and have general knowledge of the Department of Technology quality culture, core values, vision and mission. Must follow the Daily Operational Guidelines and Unit Norms which provides employees with the policies, procedures and requirements for the daily operations of the Division. The incumbent is required to work independently, displaying patience, and professionalism with a variety of individuals of all levels (e.g., Executives, management, peers and vendors). The incumbent must be reliable and exercise a high degree of initiative, originality, and must demonstrate tact and good independent judgment. The incumbent must demonstrate proficiency with programming concepts utilizing the Software Development Life Cycle, database design and support; with SharePoint features and functionality; with routing documents using workflows and building site hierarchies; with SharePoint designer tool and the knowledge of extracting data in various web-based and client/server application development environments including SharePoint, InfoPath form, and SharePoint Designer/Visual Studio. Effective problem solver and troubleshooter. Ability to work independently, as a member of a team, or as a team lead. Expert knowledge of Windows Server administration. Strong knowledge of PowerShell scripting. Strong knowledge of application infrastructure, including networking (TCP/IP), firewall rules, load balancing, proxies, and high availability. Knowledge of SharePoint administration. Working knowledge of SQL administration. Good communication skills (verbal and written). Knowledge of Information technology systems (software) programming, equipment, and its capabilities and interfaces between hardware and software. 5 Knowledge of principles of public administration, organization, analytical techniques and technical report writing; methods to conduct research, analyze and evaluate information, develop studies and prepare reports. Knowledge of State and Department of Technology rules, regulations, policies, practices, and reporting criteria.
