1 INFORMATION ABOUT THE DEPARTMENT The Visitor Services and Security Department is responsible for protecting the priceless National Gallery collection of paintings and the historic buildings in Trafalgar Square. The Department is also responsible for providing a safe, secure and welcoming environment at the Gallery for the visitors and staff. Security of the building is maintained 24 hours a day by Security Officers supported by sophisticated detection, surveillance and alarm systems for the highest levels of security. Specially trained Security Control Room Officers monitor integrated fire and intruder detection systems. When the Gallery is open to the public uniformed Gallery Assistants help to provide a safe and welcoming environment for visitors to enjoy the paintings. Trained to identify and deal with potential risks to the Collection they fulfil an important dual role in visitor service and security. The aim of the National Gallery is to provide a quality of service to visitors that exceed their needs and expectations and staff of the Visitor Services and Security Department are proud to be part of the team delivering that service. The Department is the largest at the National Gallery with approximately 300 staff. Working closely with staff from many other departments the work is both interesting and rewarding.

2 JOB DESCRIPTION Technical Security Manager Band 4 Job Ref. FOSEC/08/FA60 ROLE SUMMARY AND KEY RESPONSIBILITIES To develop, implement and administer electronic security systems and services for the Gallery including intruder detection and alarm systems, access controls, CCTV, object protection systems, radios, patrol management, personnel alarms and similar systems. Working with internal departments and external service providers to maintain a comprehensive and integrated security function for the Gallery. To manage security system projects. MAIN TASKS AND ACTIVITIES Knowledge of Security, Computer and Network Technology Develops and maintains comprehensive documentation including plans, specifications, product information and other materials - relating to the electronic security systems. Contributes to a security technology master plan and recommends proactive modification to prevent technological obsolescence. Maintains awareness of the changing threat landscape and advances in counter-technology developments, advocating as appropriate for the electronic security program including the development of budgets and project plans. Develops Technical Systems Policies and Procedures Recommends to the Head of VSS policies and procedures pertaining to the technical systems, their maintenance and testing to ensure that they are kept in an optimal operational state. Tests the security systems on a regular, routine basis. Responsible for the infrastructure and data security of the Security data network.

3 Codes and Standards Develops or assembles codes and standards pertaining to the electronic security programme. Develops, produces and implements procedures to monitor compliance with Codes of Practice and Operational Standards for security systems. Purchases and Maintains Systems Makes recommendations on the direction of the technical security program including the purchase of new technology. Oversees modifications agreed in response to changing gallery and building conditions. Manages any control room or security position refurbishments. Manages maintenance contracts for systems. Performs technical oversight and supervision of systems. Purchases additions, upgrades and ad-hoc equipment as required. Acts as the Gallery single point of contact for security systems matters. Systems Management Supervises and manages all technical aspects of security systems. Supervises administration of systems within the Control Rooms. Conducts audits of systems and data to ensure legislative compliance and operational security. Provides periodic routine and exception reports as agreed with line manager. CCTV Ensures compliance with relevant legislation and standards, including: o Data Protection Act 1998 o Human Rights Act 1998 o Freedom of Information Act 2000 o Private Security Industry Act 2001 o Regulation of Investigatory Powers Act 1998 o Computer Misuse Act 1990 o BS 7858 Security screening Code of Practice o BS-EN ISO Ergonomic design of control centres o BS 7958 CCTV Management and operation Code of Practice o BS Electronic information management Acts as the Gallery s recognised data protection lead for all CCTV matters.

4 Reviews Data Protection Act (DPA) requirements, maintains DPA policy in respect of CCTV and ensures the purpose of the system is managed as registered with the Information Commissioner s Office. Advises the Gallery s DPA Officer on CCTV-related issues. Manages the release of CCTV footage to authorised agencies (for example, Met Police) and supports internal investigations by review of CCTV and alarm system records and data. TECHNICAL SUPPORT Internal and External Liaison Provides the subject matter expertise for security related projects. Liaises with Building Department project managers in respect of engineering aspects of technical security systems. Liaises with security consultants, maintenance engineers and suppliers to provide best value to the organisation. TRAINING SUPPORT Recruitment and Training Develops and implements training courses, produces training materials and delivers training to control room operators and security staff. Liaises with the Duty Manager regarding levels of competency and training needed for technical functions of the role. Provides technical support and security advice to senior security personnel and Control Room Staff. 6 PERSON SPECIFICATION Technical Security Manager Band 4 Job Ref. FOSEC/08/FA60 QUALIFICATIONS BTEC, CCTV Control Rooms. Advanced Certificate or equivalent BTEC, Managing Technology. Advanced Certificate or equivalent Member of The Security Institute or similar professional body. EXPERIENCE Substantial experience in Technical Security systems and testing of same. Strong demonstrable background in alarm, access control, digital and analogue CCTV systems, object protection and other protection systems used within organisations similar to the Gallery. Experience of managing corporate CCTV systems, including issues relating to the Data Protection Act Experience of contract management and contractor works Experience of Project management relating to implementation of technical security. Desirable: Experience of administering object protection alarm systems, access management and intruder detection applications in use in a Gallery or museum Experience of configuring equipment for interface to Ethernet data networks Experience of supervising staff.

7 KNOWLEDGE A thorough understanding of the components of security systems and their capabilities and limitations. Knowledge of CCTV systems including their installation, management and administration Familiarity with IT networking practices and principles and ability to effectively liaise with NG IT staff. Good understanding of communication systems used to support security operations. Up to date knowledge of technical developments in the security field and the ability to analyse their suitability and effectiveness for the Gallery. Knowledge of the requirements of the Data Protection Act 1998 for the implementation and administration of CCTV systems. Basic knowledge of Fire Safety regulations and procedures. Desirable: Awareness of trends in museum and gallery security technology SKILLS AND ABILITIES Planning and Delivery The post holder must be able to analyse and prioritise needs, and to plan and allocate resources in an effective way to meet those needs Ability to select, supervise, mentor and coach. Ability to supervise and prioritise work for contractors. Willingness to take a flexible approach when responding to Gallery needs. Problem Solving and Decision Making Ability to supervise Control Room Operators Ability to pro-actively review the mix of hard and soft security, the quality and deployment of security systems including access management, intruder detection, alarms, CCTV and radio communications and routine operation of the fire alarm system.

8 Ability to advise the Head of Visitor Services and Security when technical or operational considerations may indicate the need for changes, and provide options. Communications and Influencing Good oral and written presentational skills. Well developed and persuasive interpersonal skills. Capable of influencing others at all levels across the Gallery balancing user needs against not compromising the resilience and reliability of the Gallery s security systems. Aptitude for developing and delivering training and coaching in technical systems Management and Leadership Ability to progress his/her work without close supervision within the constraints laid down by higher levels of management. Ability to promote a positive culture for strong security within the Visitor Services and Security Department and more generally across the Gallery Demonstrable ability to promote a positive environment that supports equality and values diversity. Other Considerations The Technical Security Manager has no direct budget, though will, in conjunction with the Head of Visitor Services and Security and Building Department, review priorities and make recommendations where expenditure is required to ensure best value principles are applied.

9 SUMMARY OF TERMS AND CONDITIONS OF EMPLOYMENT Technical Security Manager Band 4 Job Ref. FOSEC/08/FA60 This is a Fixed Term contract to March 2016 pending procurement of a new security system. Salary This post is on the Gallery s Band 4. Salary is 34,615 43,373pa. Pay Review Gallery pay bands have a minimum and maximum only and there is no guaranteed progression through pay bands. Pay increases including progression through pay bands are dependent upon government public sector pay policy and affordability, and the Gallery s pay settlement arrangements. Hours The basic hours are 41 a week, including one hour a day for all breaks including lunch. These hours are normally worked over a 5 day week, from Monday to Friday. Leave The annual leave allowance is 26½ days with pay. In addition there are any of the public and privilege holidays that fall within the period of this contract. Probation The probationary period is 10 months. Pension The Gallery (through the Civil Service pension arrangements) offers a choice of pension provision, giving you the flexibility to choose the pension that suits you best. Broadly the contribution rate for most new starters is in a range between 4.6% to 7.35% (dependent on your salary) and the scheme provides a pension in line with the consumer prices index and benefits in the event of ill health retirement and death. Smoking Smoking is strictly prohibited in all parts of the National Gallery.

10 However, in order to meet the needs of smokers, the Gallery had decided to exercise discretion to provide two designated smoking areas outside the main Gallery buildings. Security Screening and Safeguarding The appointment is subject to the Security Screening, which includes the verification of identity, employment history for the past 3 years, immigration status and criminal records. If appointed you will be subject to periodic re-screening of basic criminal records every 5 years. If your role requires you to undertake regulated activity with children or adults who may be vulnerable or because the role is a profession eligible to ask for a DBS check (such as Chartered accountant, certified accountant, etc.) you will also be expected to undergo a Disclosure and Barring Service enhanced criminal record check and if appointed you will be subject to periodic re-screening of enhanced criminal records every 3 years. The advert will indicate whether you will be required to undertake regulated activity with children or adults who may be vulnerable. Further information can be found in the Gallery s Safeguarding Policy. The information above is a summary only of the contractual terms and conditions that will apply to the person appointed. The summary does not represent a contractual commitment and, if there is any variation between it and the contract offered on appointment, the contract will apply. NON-CONTRACTUAL TERMS, CONDITIONS AND OTHER FACILITIES Our staff café offers a range of subsidised hot and cold meals and snacks. Staff discount of 25% on all products bought from the Gallery s shops, and on food and drinks in our public self service Café, Espresso Bar and Restaurant. Additionally, a higher discount of 50% is available on hot drinks in the self service Café and the Espresso Bar. Free admission to our charging exhibitions and 4 complimentary guest tickets to our charging exhibitions. Use of our library, which is not open to the general public. Free entry or a concession at a number of museums and galleries. Free occasional staff lectures (normally held between am), which cover aspects of the Collection, temporary exhibitions and other topical subjects. Season ticket loans - with the exception of staff on casual contracts, all staff with at least two months service, are eligible to apply for an interest-free loan to buy a season ticket for their journey between home and work. An employee assistance programme (EAP) providing confidential advice and support is available for all staff, and their immediate families. This service is free of charge.

11 Staff are able to join the Benenden Healthcare Society that works alongside the NHS and provides private medical insurance, and the HSA which is a benefit scheme that helps pay towards a variety of professional healthcare costs such as optical, dental, physiotherapy, osteopathy and hospital stays. Childcare vouchers - staff who are parents can join a salary sacrifice scheme, which enables them to sacrifice a proportion of their salary each month in order to purchase childcare vouchers. Vouchers are exempt from Tax and National Insurance and therefore represent a saving for employees. Cycle To Work Scheme - staff who are over 18 years old, have successfully completed their probation period and have a contract which will run for more than 12 months from the date of implementation, can sign up to a salary sacrifice scheme which enables them to give up a proportion of their salary each month in order to hire a bicycle from the Gallery. The loan is exempt from Tax and National Insurance and therefore represents a saving for employees. At the end of the loan period, staff will have the opportunity to buy the bike for the fair market value.

12 TRAINING AND DEVELOPMENT All employees make a vital contribution to the achievement of the important and challenging aims and objectives the National Gallery has set itself. The Gallery s training and development policy is based on our aim to help you to continue to consolidate and develop further the skills and knowledge you need in order to do your job and make that important contribution to our work. The Gallery s Training & Development Manager encourages everyone to work with their line manager to identify their professional and personal development needs, planning for the future as well as making sure you ve got the skills to carry out your present duties. Together we can then look for the best way to help meet those needs. Although going on a short course is sometimes the most appropriate thing to do, there are many other types of training and development. Sometimes receiving some coaching on the job is appropriate, or perhaps carrying out some research independently. Whether or not you attend a course, the training you receive is just the starting point of gaining and developing new skills; it s when you come back to the work place and try to apply what you have learnt that the learning really begins. We encourage staff to see their development as an ongoing process and not just a series of one-off events. Typical examples of staff development include: Involvement in Induction events, to give new staff some Gallery-wide knowledge and understanding of the organisation as a whole; Development of IT competence, both in a group and a one-to-one basis; Attendance at work-related conferences and seminars; Development of knowledge about general organisational issues such as health and safety and fire awareness; Financial support to gain a necessary professional qualification. Participation in the Gallery s Management Development Programme. We ask for feedback from you after every training event so we can see whether you got from it what you needed. And your line manager will keep your development under review, both through your annual Performance Review and Development process and through the quarterly reviews during your period of probation. Though we cannot do the learning for you, we are determined to help you do so while you re here.
