1 TEHRI DAM & HPP (1000 MW) & KOTESHWAR HEP (400MW) Rehabilitatin & Resettlement 1. Tehri Dam Prject, cmmissined in 2006 included cnstructin f a 260.5m high Dam, which has a reservir spread f 42 sq. km. Due t the submergence caused by the reservir, Old Tehri Twn and 24 villages were fully affected, while anther 88 villages were partially affected. In additin, 13 mre villages were fully affected due t acquisitin f land fr the prject purpse and establishing new clnies. The Rehabilitatin Plan is bradly divided int Rural Rehabilitatin and Urban Rehabilitatin. Affected families under Rural Rehabilitatin are categrized as Fully Affected r Partially Affected. The families whse 50% r mre land is being acquired are treated as Fully Affected while thse families whse less than 50% land is being acquired are categrized as Partially Affected and are nt t be relcated. Urban rehabilitatin related t the R&R f ld Tehri Twn. 2. R&R POLICY & PACKAGE 2.1 The R&R Plicy fr Tehri Dam had been evlved and decided by the Gvernment f erstwhile cmpsite State f U.P. after interactin with the representatives f the lcal ppulatin, when the Prject was under implementatin in the State sectr. After the incrpratin f THDCIL, the rehabilitatin wrk was handed ver t THDCIL in The plicy as evlved by the State Gvernment was fully adpted by the Crpratin and in curse f time the amunts f cmpensatin were enhanced where apprpriate. The basic principles that had guided the frmatin f the Rehabilitatin plicy are: Rural ustees t be cmpensated thrugh alltment f agricultural land r cash in lieu theref. The rural ustees shuld be settled in large blcks s that the fabric f their scial life remains intact. Oustees r their representatives be invlved t the extent pssible in selecting the rehabilitatin centers. T the extent pssible, cnsideratin be given t the preference f the ustees fr settlement at a particular centre. Cmmunity facilities be prvided at each f the rural rehabilitatin centers at the cst f the prject even if these did nt exist at their earlier settlements.

2 A ntable feature f the Tehri R&R Plicy is that apart frm cmpensatin fr prperty, every rural family was given 2 acres f develped irrigated land in rural area r 0.5 acres f develped irrigated near urban agglmeratins f Dehradun / Hardwar. This dispensatin was extended t even landless peple, but engaged in agriculture related activity as wage earner r therwise. Als, while resettling the displaced cmmunities frm a particular habitat, care was taken t lcate them clsely in a similar clse knit habitat, s that their scial fabric remains intact. 2.2 Imprvements by Hanumantha Ra Cmmittee (HRC) On the demands fr further imprvements raised by the lcal ppulatin, the Gvernment f India in September, 1996 cnstituted a Cmmittee under chairmanship f well knwn ecnmist Dr. Hanumantha Ra, referred t as the Hanumantha Ra Cmmittee (HRC) t examine the Rehabilitatin Plicy f the Prject and suggest further measures / imprvements. The Gvernment f India after examining the recmmendatins f HRC, accepted certain additinal benefits / measures, which were incrprated in the Rehabilitatin Plicy issued in The majr recmmendatins f the Hanumantha Ra Cmmittee, apprved by the Gvt. in regard t rehabilitatin f the affected ppulatin include definitin f family s as t make all majr sns and majr daughters wh attained the age f 21 years, and dependent parent (Mther/Father) f the fully affected entitled land wner n eligible fr ex-gratia payment f 750 days minimum agricultural wage each, grant f huse cnstructin assistance t the urban land wner families linked with the prgress f cnstructin and shifting, alltment f ne cnstructed shp, recgnitin f the right f peple living in the villages upstream f Tehri reservir ver the water frm Bhagirathi and Bhilangna rivers and tributaries fr drinking and irrigatin purpses. 2.3 Further Imprvements Varius imprvements in the package were further carried ut in the R&R package n the request f the State Gvt with the apprval f Gvernment f India, including enhancement f cmpensatins / benefits in view f the lng drawn prcess f R&R t cmpensate fr the escalatin in prices, as als t meet the genuine aspiratins f the affected sectin f ppulatin. The benefits included (i) increase in the Huse Cnstructin Assistance admissible t the land wners f the Old Tehri Twn, (ii) reductin in the

3 cst f flats and shps cnstructed later t the level f the cst charged frm the earlier allttees (iii) further changes in rural rehabilitatin which included grant f huse cnstructin allwance, increase in the amunt f cash grants fr shifting f huse-hld gds, and purchase f seeds and fertilizers; and increase in the amunt f cash in lieu f land alltment t INR 5 lacs as against the existing limit f INR 2 lacs, (iv) Payment f cmpensatin t Rural Shpkeepers; (v) eligibility t persns fr land alltment wh have sld their part land after 1978, but befre ntificatin under sectin 4(1)-17 f Land Acquisitin Act, r whichever is earlier. Apart frm increase in cmpensatins, the measures als included additinal funds fr pening f Degree Clleges, Inter Clleges, and Industrial Training Institutes (ITI), cnstructin f Hspitals / Dispensaries, electricity & distributin requirements etc. Similarly, funds were als prvided fr relcatin and recnstructin f public facilities fr thse wh wuld cntinue t reside abve submergence level. THDCIL has als established an Engineering Institute at Bhagirathipuram, which will benefit the lcal ppulatin. Click fr R&R Plicy f Tehri Dam 3.0 IMPLEMENTATION OF R&R POLICY On the recmmendatins f HRC accepted by the Gvt., it was directed by Gvt. f India in Dec. 98, that the State Gvt. shall take ver direct respnsibility f the entire rehabilitatin task t be handled directly by its fficers under the verall supervisin and cntrl f Cmmissiner, Garhwal. The funds fr rehabilitatin shall be made available by THDCIL as apprved by Gvt f India. Since the creatin f Uttarakhand, the R&R is being implemented by Uttarakhand State. Plicy decisins are taken at Gvt. f India level. 4.0 STATUS OF R & R 4.1 Urban Rehabilitatin (Old Tehri Twn) : The Old Tehri Twn cmprised f Urban Ppulatin f 5291 families, categrized as fully affected. The Old Tehri Twn has been cmpletely Rehabilitated at New Tehri Twn (NTT), r at Rishikesh and Dehradun as per the ptin f the rehabilitees.

4 The Old Tehri twn was vacated in January, Status f Urban Rehabilitatin is as under: S. N. The New Twnship has all the mdern facilities fr educatin (including ITI and a University), 75 Bedded Hspital, Financial Institutins, District Administratin Offices, Markets, Bus Stand & places f wrship etc. all develped at the cst f the Tehri Prject. 4.2 Rural Rehabilitatin: The ttal affected Rural families are 11,712 ut f which 5,299 Rural families have been categrized as Fully Affected Families which were t be relcated. Full Reservir Level (FRL) f Tehri Reservir is EL 830 m. and land has been acquired upt EL 835 m (Maximum Fld Level). All the fully affected rural families f fully affected villages residing belw EL 835 m have been rehabilitated thrugh alltment f land / cash cmpensatin. The status f Rural Rehabilitatin is as under:

(Land has been alltted t balance 27 families) The affected rural ppulatin has been resettled in 18 resettlement clnies (7 in Haridwar Distt and 11 in Dehradun Distt). The rural resettlement clnies have been prvided with all civic facilities, like electricity, irrigatin, piped Drinking water, rads, schls, dispensaries, places f wrship and cmmunity centres etc. even if they did nt exist at the earlier place f residence. The Partially Affected families are entitled t cash cmpensatin fr their land cming under submergence r alltment f equivalent land taken ver frm fully affected families withut dislcating them frm their existing lcatins. 5.0 CONNECTIVITY & PUBLIC FACILITIES IN CUT-OFF AREA The aspect f cnnectivity t the affected areas has been accrded highest imprtance by THDCIL and the Gvernment. The majr measures twards cnnectivity prvided at the Prject Cst include: In lieu f Tehri - Dharasu Rad, Chamba - Dharasu (71 km) rad at higher altitude has been cnstructed at Prject cst. A km f Ghansali Pratap Nagar rad has been cnstructed t prvide cnnectivity t Pratap Nagar frm Ghansali. In lieu f Tehri Ghansali rad submerged, Tehri Bhagirathi Puram Tipri - Ghansali rad has been cnstructed. Tw medium mtr vehicle bridges ne each in Bhagirathi Valley i.e., Siyansu bridge and Bhilangana Valley i.e., Pipaldali bridge have been prvided alngwith appraches. Ferry bat services have been prvided at Prject cst till such time bridges and apprach rads were cmpleted t facilitate the peple living in cut-ff areas. Cut ff areas have been prvided with alternate rads n accunt f submergence f Bhaldiyana bridge and all pssible alternate arrangements have been made.

6 Essential infrastructure facilities fr the ppulatin residing abve EL 835 m. (full reservir level) like educatinal institutins, medical facilities, electricity distributin arrangements etc. Re-cnstructin and relcatin f public facilities existing belw EL 835 m. at higher elevatin fr use f ppulatin residing abve submergence level. Drinking water schemes fr partially affected and prject affected villages. A heavy mtr vehicle bridge acrss Bhagirathi river near village Dbra with a span f 440 m, being cnstructed with funding by State Gvt. & GOI. The cst f Dbra Bridge, initially estimated as INR 90 cr. has escalated t ver INR 150 cr. This is in additin t the riginal package fr cut ff area as sught by State Gvernment. 6.0 GRIEVANCE REDRESSAL MECHANISM As per the rders f the Hn ble Supreme Curt, it was directed that, in rder t lk int the cmplaints f the Prject Affected Families (PAF s) relating t cmpensatins, alltments etc, the services f a retired District Judge shall be made available s that he can wrk alng with the District Magistrate and srt ut the prblems f the PAFs. In cmpliance f the rders f the Hn ble Supreme Curt, a Grievance Cell has been cnstituted t srt ut the grievances f the affected persns f Tehri Dam Prject. A Retd Judge fr the grievance cell has been nminated by the Hn ble High Curt, Uttarakhand. The grievances f the PAF s f Tehri Dam Prject are being examined and decided by Grievance Cell headed by Retd Judge. The status f dispsed cases as n Dec. 2013, which were registered in Grievance Cell is as under: Ttal registered cases in Grievances Cell Ttal dispsed cases by Grievances Cell Balance EMPLOYMENT AND INCOME GENERATING SCHEMES The Prject has immensely cntributed t the ecnmic and scial develpment f the regin as well as Uttarakhand State by way f direct and indirect emplyment / ecnmic pprtunities.

7 a) Emplyment i) Fr emplyment in THDCIL, preference is being given t the dependents f the prject affected families, particularly in the categry f wrkmen & supervisrs, subject t vacancies and their meeting the necessary laid dwn qualificatins and experience requirements. ii) iii) iv) Apart frm this, the cntractrs deplyed a sizable wrk frce frm the lcal area n the Prject. In rder t prvide gainful emplyment t the lcal ppulatin, THDCIL awarded small value cntracts t the lcal peple. Fr the treatment and sil cnservatin wrk in the Catchment area, the frest and ther cncerned departments have emplyed lcal persns. b) Incme Generating Schemes Since it was nt pssible t give direct emplyment t all yuth frm PAFs in the prject, THDCIL helped the resettled families t take advantage f varius schemes f Self-emplyment, Incme Generatin being implemented by varius Gvt. and Semi Gvt. agencies, detailed as under: i) THDCIL rganized awareness camps at Athrwala, Pattri Blck and Raiwala fr PAPs t cme frward as rural entrepreneurs. Officials f varius State / Central Gvt. agencies like Khadi Village & Industry Cmmissin, State Hrticulture & Fd Preservatin Deptt., State Sericulture Deptt., State Fisheries Deptt., Lead bank & Pultry Deptt., etc. were invited t give detailed knwledge abut varius existing schemes, training activities, lan prcedure etc. (ii) (iii) THDCIL arranged Training thrugh UP state Hrticulture & Fd Preservatins Deptt., Dehradun fr Mushrm cultivatin fr cmmercial purpse. In rder t create additinal surce f incme fr PAPs ne Khadi prductin cum training centre was pened by Khadi Village & Industry Cmmissin (KVIC) and Kshetriya Shri Gandhi Ashram, Dehradun at resettlement site Athrwala. Abut 30 PAPs were trained at this centre n New Mdel Charka Units (NMC). The NMC unit alng with revlving funds fr wrking capital has been

8 prvided by KVIC, whereas training expenses and space shed fr training was given by THDC. (iv) Training centers fr ladies in tailring and embridery wrk were established at Athrwala, Raiwala and Pathri Blck. The centres have been strengthened and expanded by prviding sewing machine, Knitting machine, typing machines, multipurpse peek and fashin designing machine and raw material. 8.0 EXPENDITURE ON R&R The ttal cst twards R&R (including land acquisitin, cmpensatins, develpment f facilities etc.) etc. wrks ut t INR 1,484 cr. which is nearly 18% f the ttal cst f the Tehri Dam Prject. This cst f R&R is ne f the highest in the cuntry fr such Prjects. 9.0 SOCIO ECONOMIC IMPACT STUDIES A Sci Ecnmic Study f the families rehabilitated was cnducted by the Administrative Staff Cllege f India (ASCI) in March, The study was updated in May 2009, when the R&R prcess was substantially cmpleted, t cmpare the results f the first study and t understand any changes. In its reprt, ASCI has cncluded that in the R&R fr Tehri HEP, which was carried ut n a massive scale, the facilities under this Prject were much better cmpared t ther Hydr Prjects. The study has inter alia cncluded that: Average size f land hlding has increased frm 0.8 acre befre displacement t 1.9 acre after displacement. Irrigatin facilities have increased significantly and as a result farmers are cultivating three crps in a year. Even landless PAFs have benefitted as they were alltted irrigated land. After rehabilitatin, the PAFs have pucca huses as cmpared t slate r semi-pucca huses in their earlier lcatins. Civic amenities like safe drinking water, sanitatin and ther cmmunity infrastructure, cmmn facilities develped by the THDC created healthy atmsphere in the rehabilitated sites. Emplyment and incme levels have increased significantly. PAFs have nt nly cme ut f fd insecurity, but are als saving incme frm agriculture.

9 Level f educatin has increased partly because THDC / State Gvt. tk initiative in establishing schls within reach f husehlds; accessibility t schls is als made easy with the rad netwrk develped by THDC. Due t better access t health care and clean drinking water facilities created by THDC in rural and semi-urban rehabilitatin centres, the infant mrtality and ther health indicatrs have imprved. The study has cncluded that there is imprvement in living standards f PAPs when cmpared with the areas where they stayed earlier. The mdern facilities available at the resettlement sites were nt available in their earlier settlements. The PAPs are in a much better psitin bth scially and ecnmically. THDCIL has earmarked upt 2% f its net prfits twards CSR activities and a large number f schemes in the regin, nt cvered under the R&R package / measures are being carried under CSR.
