2 Introduction Qatar Foundation for Education, Science and Community Development is led by Chairperson Her Highness Sheikha Moza bint Nasser. As a private, non-profit organization based in Doha, it focuses amongst other areas, on education and research and currently operates seven schools in Qatar with a further one currently under construction. Qatar Foundation s Pre-University Education (PUE) department operates four Academies, located in Doha, Sidra, Al Wakra and Al Khor. Its other schools include Qatar Leadership Academy, Awsaj Academy for children with special educational needs, and the Academic Bridge Program, which provides a one year program for those students who need extra time and support to meet their University admission requirements. Qatar Foundation s new school will be opened in Msheireb. PUE s vision is to provide high quality educational programs that promote the learning and development of their students, and to build their expertise to serve their schools and community. They do this by enabling their students to reach their highest level of academic achievement, and social development by: providing a world leading academic experience; offering a leading centre of professional development; conducting applied research in teaching and learning practices in their cultural context; providing consulting and advisory services on focused educational topics; and supporting the intervention and aid of their at risk students. PUE s long term strategy is focused on enhancing the quality of its schools, reaching capacity of its current schools, and increasing the quantity of schools and programmes that is offers. To support this process of improvement and development, the organisation is currently going through a process of restructuring and growth at senior leadership level. The Associate Vice-President of PUE is seeking to recruit an Associate Director of HR & Talent Management who will lead the development, implementation, evaluation and refinement of PUE s continuing efforts to recruit, distribute, and retain a high performing, diverse staff. These efforts will serve as a key lever to realizing PUE s goal of having an effective administrator leading every school and an effective teacher leading every classroom, every day. The successful candidate will be a highly experienced leader in human resource management, with suitable qualifications in HRM, business management and/or education. They will preferably have experience of working in the education sector and will need to be able to thrive in a fast-paced, changing, highly collaborative, professional environment. As a strategic leader and a highly effective manager of resources, they will have excellent interpersonal skills in order to work with a range of stakeholders across departments. They will have energy and commitment, as well as sensitivity and respect for local culture. 3 JOB DESCRIPTION Job Purpose: The Associate Director of HR & Talent Management will lead the development, implementation, evaluation and refinement of PUE s continuing efforts to recruit, distribute, and retain a high performing, diverse staff. These efforts will serve as a key lever to realizing PUE s goal of having an effective administrator leading every school and an effective teacher leading every classroom, every day. The Associate Director of HR & Talent Management will report directly to the Associate Vice-President of PUE. Job Dimensions: Annual Operating Budget/Project Budget/Sales Revenue: Approximately 500 million QR Key Accountability Areas: Professional Development Responsible for providing and developing talent across PUE schools Define professional development standards for all non-teaching staff Lead development planning for all non-teaching staff Oversee training, coaching and mentoring sessions for non-teaching staff Align with Director of Institutional Development on teacher development and training program to liaise with the teachers needs (based on their performance evaluation) Monitor that Professional Development (PD) standards across all PUE schools for non-teaching staff are met Number of Total Staff Supervised: 4 PUE Division page 3

4 Recruiting Support recruiting initiatives for all schools; Devise and implement a strategy to enhance PUE s reach and success in generating candidates for job openings across all schools Improve collaboration between schools (e.g. job fair planning etc.) Work with the Leadership Team to develop a recruiting strategy and culture for all staff Attend and coordinate PUE/QA representation at key conferences, job fairs and other recruitment opportunities Design onboarding strategy and oversee related work by recruiting manager Monitor that recruiting standards are met throughout PUE s schools HR Policies Responsible for (high level) HR policies and guidelines for schools Ensure compliance with all relevant organizational policies and governmental laws and regulations Coordinate compensation packages and promotion guidelines Oversee monitoring of implementation of HR policies across all PUE schools Performance Monitoring Oversee employees performance tracking with KPI s Establish baseline data related to the placement, distribution, and retention of teachers throughout schools with a focus on ensuring a more equitable distribution of teachers in regards to measurable effectiveness Use data to retrospectively evaluate and refine PUE s approach to generating and selecting candidates who turn out to be high performers Establish customized KPI s across all cohorts to achieve an equitable performance evaluation Define professional growth and performance reviews for different positions Responsible for data collection and generating reports for the senior management across all schools Oversee and ensure that performance monitoring is implemented across all schools Direct Management Responsibilities The Director leads and supervises a team of 4 full-time employees including one support staff, recruiting manager, HR & talent development manager, coaching and learning manager page 4

5 General Accountabilities Collaborate with the PUE leadership team to set the vision and standards for professional development throughout all PUE schools Identify, analyze, and resolve HR problems that impact the schools Work on a day-to-day basis with the Executive Director of Schools (Superintendent), school Directors and other PUE Directors Lead the development of HR policies and monitor their implementation Demonstrate understanding of people development for achieving educational excellence Demonstrate clear understanding of PUE/schools relationship including appropriate roles and responsibilities Perform all duties in a manner consistent with the values and expectations of PUE Demonstrate ethical and personal integrity Operating Environment, Framework & Boundaries: Key Stakeholders Internal PUE Associate Vice President Director of Institutional Development Executive Director of Schools (Superintendent) Director of Administration School Directors Communications and Working Relationships: Attends Leadership Team and Staff meetings Excellent writing and communication skills are required. 6 PERSON SPECIFICATION Knowledge & Experience: A bachelor s degree (postgraduate degree preferred; e.g., Master s degree in business, human resources, but also education, educational leadership, education policy, public administration, or related field) At least 10 years of work experience in a similar position, preferably with experience in the education sector Strong leadership skills and the ability to work with a range of stakeholders and across departments Inspirational leadership: demonstrates vision for really developing staff and teachers to the next level Excellent relationship-building skills and an ability to inspire confidence and enthusiasm in others Personal Skills and Qualities: Strong commitment to PUE s vision, mission and educational model Role model in terms of management style and commitment to people development An ability to thrive in a fast-paced, changing, highly collaborative environment and a capacity to remain effective when faced with unexpected challenges Ability to plan and execute multiple tasks, excellent project management skills Ability to read, write and speak English; understanding of Arabic a plus but not necessary Ability to implement change within organizations People oriented, giving and gaining respect, working effectively in teams Excellent verbal/written communication and public presentation skills Ability to evaluate and deploy people accurately, by recognising strengths, weaknesses and potential Being organizationally savvy, able to manoeuvre well to get things done page 6
