1 June 10, 2014 New York Consultant Mission President's Message George Tobjy, Tax Director, KPMG Global Location and Expansion Services, with Keith at the KPMG offices in New York. In May, Keith traveled to the New York City Area to meet with site location consultants and corporate end users. During the meetings, he presented many of the mega projects which are currently announced or under construction in Volusia County. Other important news was shared including Sun Rail's initial new service to DeBary and the Transit Oriented Development site adjacent to the DeBary Sun Rail Station. Public transportation is an important factor to many companies considering expansion or relocation since they want to be sure their employees can easily commute from their homes to work. Meetings with both site selectors and corporate executives allowed Keith the opportunity to give updates on key areas of development here in Volusia County. Several consulting firms with whom Keith met, including KPMG, Hickey and Associates, Ernst & Young and Site Selector Group have maintained business relationships with Keith throughout his career in economic development. Team Volusia EDC continues its aggressive business recruitment outreach program with a selfgenerated consultant mission to the New York area. Meetings with many of the key consultants in the country were scheduled in order to heighten the awareness among site selectors of Volusia County and its assets. We have outstanding discussion points including over $2 billion in capital investment through the $400 million Daytona Rising project, $800 million One Daytona project, $750 million transportation infrastructure projects, and two beachside hotel developments. We also covered the International Council of Shopping Centers (ICSC) RECon meeting which draws interest from around the globe. TVEDC is currently vetting the leads and developer interest which were identified at the show. In May, McCallum Sweeney

Keith Norden states, "The New York - New Jersey area has a great number of site selection consulting firms and has been an area where many economic development groups organize face-to-face meetings. It is important to be in front of these consultants so that Volusia County can remain top of mind. For example, Metro Orlando EDC was recently in the New York Area meeting with consultants for over two weeks as they were unveiling their new marketing brand. Many of my appointments let me know of their recent visit to their offices and said how important it was to be seen on a regular basis." Future consultant and business-to-business recruitment missions are planned for the Northeast and West Coast of the U.S. in the future. 11th Annual Florida Japan Summit Keith speaks at the 11th Annual Florida Japan Summit Keith presented at the 11th Annual Florida Japan Summit which was held at the Morikami Museum in Boca Raton, Florida. He has been a previous speaker and panelist at earlier summits and was joined this year by Florida Secretary of State Kenneth Detzner; Griff Salmon, Executive Vice President and Chief Operating Officer of Enterprise Florida, Inc.; and The Honorable Shinji Nagashima, Consul General of Japan in Miami. Panel discussions were held focusing on business, tourism, education and culture - topics important to Japanese businesses when considering an area business expansion. Japan represents the largest international investor in Florida with over $4.11 billion dollars invested in plant Consulting presented their assessment of the Deltona Commerce Park which came about through Duke Energy's Site Readiness Program. Deltona was the second Florida site to have successfully gone through the MSC program. We appreciate Duke Energy's selection of a Volusia County site for this study. We were excited to see SunRail service begin May 1 to its northernmost stop in DeBary. Team Volusia continues its efforts to highlight this accomplishment and regularly seeks to market DeBary's Transit Oriented Development site to location consultants, developers and corporate end users. During our June Practitioners Council meeting we plan to take the practitioners on the SunRail from the DeBary station. The meeting will include presentations by City of DeBary representatives to make our economic development practitioners more aware of the plans for the Transit Oriented Development and the opportunities that will spring from SunRail's Service to West Volusia. Team Volusia has posted news on the SunRail service to DeBary on its website and various social media networks, and continues to highlight the foresight of our County Council through this accomplishment. I am pleased to report that the results of Team Volusia's aggressive outreach schedule continue to benefit the visibility of our community as a top business contender. At the close of May we will have had 15 site visits, the same number as our entire 2013 year. Enterprise Florida inquiries and site visits are on the rise as well as self-generated leads that have been brought about by Team Volusia's own efforts. This important milestone serves as a reminder that we are headed in the right direction and we look forward to

3 and equipment and employs over 20,400 Floridians working for Japanese companies, according to Enterprise Florida, Inc. Enterprise Florida recently opened a Tokyo office to assist Japanese companies with growth strategies as they consider U.S. locations. Keith currently serves on the Board of the Florida Delegation of SEUS/Japan, Inc. Having been involved with SEUS/Japan for over 20 years, Keith successfully assisted several large Japanese corporate locations while in Virginia. International Council of Shopping Centers (ICSC) RECon The convention hall at ICSC RECon Denise Mott attended ICSC RECon, the global convention for the shopping center industry showcasing the 1,000 exhibitors and over 32,000 attendees. TVEDC worked ahead of the show to make the business case for Volusia County and successfully scheduled meetings with attending retailers and developers. "The story of planned commercial developments in the Daytona Beach area, like One Daytona, are perfect selling points for companies in the retail and commercial industries, which are helping us make locations in the entire county more attractive. Using stories of our existing businesses and the $2.1 billion worth of planned capital investment coming to the area is a great way to make companies more confident in picking Volusia County as their next location for business. The fact that we received such an excellent response to our pre-show mailings and found companies with interest in setting meetings serves as a testament to the excitement in the industry about the future of Volusia County," said Denise. TVEDC Chair, John Wanamaker, invited Denise to use meeting rooms within Coldwell Banker Commercial's exhibit space for prescheduled meetings with retailers continuing to market Volusia County as a premier business destination. TVEDC Board Chair John Wanamaker Receives Award John Wanamaker of Coldwell Banker a Commercial AI Group was named Number One Sales Professional in the state of a Florida. Also, he was recognized as one of Coldwell Banker Commercial 2013 "Top Two", a designation that is reserved for the elite top two percent of producers from among the almost 2,900 CBC sales professional organization-wide. This marks the second year Wanamaker has earned this distinguished award. TVEDC Grows Team Volusia EDC has added to its staff and the team's responsibilities. Mathew Chesnut, CEcD, Business Development Manager, began his role with TVEDC on May 28, Karen Frye has become TVEDC's accounting/office coordinator and Diane Larsen has fully transitioned into the position of investor relations specialist. Duke Energy Site Readiness Program, in partnership with McCallum Sweeney Consulting, provides funding and expertise to help communities identify, assess, improve, and increase awareness of industrial sites in the Duke Energy service territory. The program goal is to help advance prime sites for further development opportunities, easing the burdens for local economic development organizations through initial screenings and assessments. The City of Deltona's "Deltona Commerce Park" was chosen by Duke Energy as the latest site to be assessed. Working collaboratively, the City of Deltona and TVEDC responded to an extensive RFP which provided site-specific information relative to utilities, developable acreage, and quality of life.the detailed report was presented by Mark Sweeney and Sarah White during a Deltona commission workshop and included a technical review outlining strengths, weaknesses and recommendations for next steps. In addition, the report included a marketing evaluation and recommendations for target industries. 5 The site readiness program was a beneficial exercise in obtaining all of the necessary information typically requested by a consultant when locating available Greenfield space for a client. Additionally, TVEDC was afforded the opportunity to present other available properties and assets of Volusia County for future consideration by McCallum Sweeney Consulting when choosing locations for their clients. Through public/private partnerships, we work to create jobs and enhance the quality of life in Volusia County for generations to come.
