The University prvides the technlgy resurces fr the advancement f the University s educatinal, service, and business bjectives. Any access r use f these resurces that interferes, interrupts, r cnflicts with these purpses is nt acceptable and will be cnsidered a vilatin f the plicy. REASON FOR POLICY/PURPOSE The University f Munt Olive prvides infrmatin technlgy resurces t a large and varied grup, including faculty, staff, students, and adjunct instructrs. All members f the University cmmunity are respnsible fr using these resurces in an effective, efficient, and ethical manner that des nt interfere with the reasnable use by ther cmmunity members. Additinally, University f Munt Olive emplyees wh deal with sensitive data are required t exercise due diligence with regard t privacy and security plicies and practices. This plicy prvides the necessary framewrk t accmplish these gals. 3 POLICY/PROCEDURES 1. USER RESPONSIBILITIES The University expects Technlgy users t access the Internet, e mail, and all IT systems primarily fr the purpse f cnducting University r University related business with limited persnal use in thse lcatins and at the times where persnal use is authrized. All technlgy users are expected t abide by and respect University f Munt Olive s Missin and Cvenant. 2. USER PRIVACY University f Munt Olive reserves the right t examine, mnitr, r embarg withut prir ntice, any data prcessed n r transmitted thrugh its cmputer netwrk. These actins will be executed nly under the auspices f authrized agents f the University when these agents determine that a user might be in vilatin f plicies with respect t academic hnesty, emplyee cnduct, the letter r spirit f its Missin and Cvenant, FERPA r any state r federal law nt therwise cvered in this plicy. 3. TECHNOLOGY FACILITY USAGE Students, Faculty, Staff, and Adjunct Instructrs have access t cmputing facilities at each f the University s lcatins. Befre entering its cmputing facilities users must discard all fd and drinks and silence cell phnes. Upn entering its cmputing facilities, users must nt mve, attempt t repair r cnfigure any f the cmputing equipment. Users shuld reprt unserviceable equipment t the nearest University f Munt Olive administratr r use the Ftprints ticket system t ntify system supprt f the prblem. 4. INTERNET The University expects that users will access the Internet fr academic research r t acquire ther infrmatin that has relevance t University f Munt Olive s Missin and Cvenant. Users shuld be aware that when accessing the Internet using the University s netwrk and equipment, the institutin is legally respnsible fr cntent dwnladed r stred n its cmputers. Therefre, users cannt access the Internet fr any purpse that wuld reflect negatively n the University r its representatives, r infringe n cpyright with respect t the intellectual prperty f thers. This includes using University infrmatin technlgy t engage in peer t peer file sharing f any illegally btained intellectual prperty (including, but nt limited t, audi/vide media r sftware) using BitTrrent r similar prtcls. Prngraphic websites, websites that use peer-t-peer prtcls t facilitate illegal file sharing, and websites that hst similar activities are blcked because such cntent vilates the Missin and Cvenant f University f Munt Olive RESIDENTIAL INTERNET ACCESS The University prvides a very rbust and secure wired and wireless netwrk fr all residents. While the current netwrk cnfiguratin will supprt MOST gaming hardware in MOST cnfiguratins, we have intentinally disabled sme f features s it cannt supprt ALL gaming hardware in ALL cnfiguratins. Gaming hardware and prtcls are designed t run ver hme netwrks, and many f the prtcls that these platfrms use are dangerus n an enterprise level netwrk and, accrdingly, have been disabled. The safety and security f the netwrk must take pririty ver all ther uses fr the benefit f all users. 3 P age

4 Devices that d nt have a web brwser cannt lgin t the University f Munt Olive wireless netwrk. T get these devices nline, users must register them with the Department f Technlgy Services and Supprt. This is dne by bringing the device t the department fr MAC address whitelisting. The Department f Technlgy Services and Supprt is lcated n the first flr f the Cmmunicatins Building Devices such as gaming cnsles, internet ready Blu-Ray players, and ther media players are supprted by the netwrk, but are nt guaranteed t wrk as if they were n a hme netwrk. Likewise, services like xbx Live and cllabrative gameplay are nt supprted and may nt wrk n University f Munt Olive s netwrk Any device that requires ad-hc netwrking, such as wireless printers r wireless cameras, will nt wrk Residential ruters such as Linksys, Netgear, D-Link, r thers are explicitly nt allwed n the netwrk Wireless ruters are nt authrized as they can interfere with the University s native netwrk. If rgue wireless access pints are detected, the netwrk will triangulate its lcatin, and Technlgy Services and Supprt will disable the prt t which it is cnnected SOCIAL NETWORKS In rder t minimize cnflicts that arise frm time t time between students wh wuld like t brwse scial media and students wh must use a cmputer resurce t accmplish schl wrk, all scial websites are blcked frm the main campus cmputer lab and library cmputers. Scial media is enabled in all classrms and wireless internet cnnectins. 5. COMPUTER SECURITY 5.1. PASSWORDS Passwrds are an imprtant aspect f cmputer security. They are the frnt line f prtectin fr user accunts. A prly chsen passwrd may result in the cmprmise f University f Munt Olive's entire University netwrk. As such, all users f University f Munt Olive technlgy (including cntractrs and vendrs with access t University f Munt Olive systems) are respnsible fr taking the apprpriate steps, as utlined belw, t select and secure their passwrds GENERAL PASSWORD CONSTRUCTION GUIDELINES Passwrds are used fr varius purpses at University f Munt Olive. Sme f the mre cmmn uses include: user level accunts, web accunts, accunts, screen saver prtectin, PwerCAMPUS, vic passwrd, and lcal ruter lgins. Befre selecting a passwrd, all users shuld understand hw t recgnize bth strng passwrds and weak passwrds WEAK/POOR PASSWORD CHARACTERISTICS The passwrd cntains less than eight characters The passwrd is a wrd fund in a dictinary (English r freign) The passwrd is a cmmn usage wrd such as: Names f family, pets, friends, c-wrkers, fantasy characters, etc. 4 P age

5 Cmputer terms and names, cmmands, sites, cmpanies, hardware, sftware (The wrds "University f Munt Olive", "Raleigh", "Micrsft" r any derivatin) Birthdays and ther persnal infrmatin such as addresses and phne numbers Wrd r number patterns like aaabbb, qwerty, zyxwvuts, , etc. Any f the abve spelled backwards. Any f the abve preceded r fllwed by a digit (e.g., secret1, 1secret) 5.4. STRONG/GOOD PASSWORD CHARACTERISTICS Cntain bth upper and lwer case characters (e.g., a-z, A-Z) Have digits and punctuatin characters as well as letters (e.g., 0-9,!@#$%^&*()_+ ~-=\`{}[]:";'<>?,./) Are at least eight alphanumeric characters lng Are nt a wrd in any language, slang, dialect, jargn, etc. Are nt based n persnal infrmatin, names f family, user name, etc CONSTRUCTING AN UNFORGETTABLE STRONG PASSWORD Cnstructing a strng passwrd that is easy t remember is a fairly a simple prcess if the passwrd is derived frm a pass phrase. A pass phrase is a simple sentence that the user can remember. Fr example, a pass phrase might be: Hw d I select a very strng passwrd? Step One: Strip ff the first letter f each wrd in the sentence and capitalize prper nuns. (hdisavsp) Step Tw: Add ne r mre special characters (hdisavsp?) Step Three: Add a number that yu are nt likely t frget (hdisavsp?1983) This strng passwrd can be changed slightly t make it very simple fr the user t change fairly ften by simply varying the rder f the cmpnents (placing the number r special character at the beginning r the phrase instead f the end, changing the special character, r changing the special number): 1983hdIsavsP? 1983?hdIsavsp 1983^hdIsavsp ^hdisavsp1965 Any f the passwrds abve meet the characteristics f a strng passwrd, yet are very simple fr the user t remember because they are all built n a pass phase the user knws. The user nly needs t derive the number and the special character he r she selected PASSWORD CHANGE REQUIREMENTS All users must change their passwrd every ninety, (90), days. A warning will appear n the user s MyUMO prtal hmepage r when lgging int any wrkstatin in the University f Munt Olive netwrk dmain 15 days befre the passwrd expires. Any user can change his r her passwrd frm Self-Service when utside f the University netwrk r frm the wrkstatin he r she lgs int frm inside f the University netwrk 5 P age

6 5.7 EXTENDED LEAVE OF ABSENCE If an emplyee engages in any frm f electrnic cmmunicatin with any third party , Self- Service r MyUMO and this cmmunicatin is essential t the cntinued success f University f Munt Olive, Directrs and supervisrs will bserve the fllwing prtcl if the emplyee must take an extended leave f absence: The supervisr and the emplyee scheduled fr an extended leave f absence will select the mst qualified individual t act as a prxy agent. The supervisr will submit a supprt ticket cnsisting f the name f the emplyee ging n extended leave, and the prxy. The supprt ticket will direct Technlgy Services and Supprt t set up an exchange rule t cpy frm the emplyee accunt t the prxy accunt. In the event that the emplyee might receive sensitive persnal crrespndence during his r her leave, the emplyee will cntact the agencies n and ff campus t give these agencies a private address with instructins t send sensitive t the private accunt SELF-SERVICE: The supervisr will cntact Technlgy Services and Supprt and request that the prxy be given the elevated permissins f a department head in PwerCAMPUS. This permissins level will enable the prxy t effectively advise and interact with students using self-service MYUMO The supervisr will cntact the Directr f Technlgy Supprt wh will give the prxy the same permissins n all sites nrmally used by the emplyee ging n leave. This enables the prxy t d any develpment r testing nrmally carried ut by the emplyee ging n leave TECHNOLOGY WORKERS There are nly tw circumstances where technlgy wrkers are authrized t change the passwrd f an active dmain accunt. Technlgy wrkers can reset a passwrd upn request f the wner f the accunt, r if given explicit instructins t d s by the President, Executive Vice President, Chief Financial Officer, r the Directr f Technlgy. At n ther time, nr under any ther circumstances, are technlgy wrkers authrized t make changes t the passwrd f an active dmain accunt. 6. MISUSE OF TECHNOLOGY Misuse r abuse f the University infrmatin technlgy systems, cmputers, netwrks, prgrams, and data is frbidden. Vilatins in the areas listed belw will be cnsidered academic miscnduct, misdemeanr, r felny as apprpriate t the situatin and will be dealt with accrdingly. All users are required t reprt immediately actual r suspected technlgy misuse t prfessrs, supervisrs, r members f University f Munt Olive s Technlgy Service and Supprt staff. 7. COMMON FORMS OF TECHNOLOGY MISUSE 7.1. PRIVACY VIOLATIONS Privacy vilatins include but are nt limited t: 6 P age

7 Attempted unauthrized access t cmputers inside r utside f the University f Munt Olive dmain using the University s technlgy infrastructure Attempting t gain unauthrized access t anther users accunt using subterfuge r scial engineering techniques 7.2 VANDALISM Vandalism includes but is nt limited t: Alteratin r attempted alteratin f prgrams, digital data r ther files, as well as resurce r equipment Installatin r attempted installatin f sftware r the intentinal spreading f viruses, wrms, Trjans, etc Attempting t gain unauthrized access t anther user s accunt using subterfuge r scial engineering techniques Damaging r attempting t damage any cmpnent f University f Munt Olive technlgy infrastructure 7.3 SOFTWARE COPYRIGHT / INTELLECTUAL PROPERTY INFRINGEMENTS Sftware cpyright / intellectual prperty infringements include but are nt limited t: Cpying, transmitting, r disclsing data, sftware r dcumentatin withut prper authrizatin Receiving cpyrighted intellectual prperty frm a third party wh is nt authrized t distribute the prperty Using yur status as a University f Munt Olive faculty, staff, adjunct, r student t purchase sftware and giving that sftware t unauthrized third parties 7.4 HARASSMENT / CYBER STALKING Harassment / Cyber Stalking infringements include but are nt limited t: Sending abusive r bscene messages t Munt Olive Cmmunity members using any technlgy r sending the same using University f Munt Olive technlgy t University f Munt Olive cmmunity members Using multiple nline persnas t harass, stalk, r therwise mnitr ther users frm within the University f Munt Olive dmain, using any aspect f its technlgy infrastructure. 7.5 OTHER FORMS OF TECHNOLOGY MISUSE Other frms f Technlgy misuse include but are nt limited t: Intentinally denying r interfering with a University f Munt Olive Technlgy service Using Technlgy services t impersnate anther user Sending mass s frm the University t utside surces withut prper authrizatin Reading r mdifying files withut prper authrizatin Sending chain letters using University f Munt Olive technlgy String persnal pictures, audi, r vide n the University s cmputers. If Technlgy Services and Supprt discver these files during audit, they will cntact the wner directly and ask him r her t remve the file(s). The Owner will have 24 hurs t cmply with the request. Technlgy Services and Supprt will dcument the date and time the infractin was discvered, the date and time the emplyee r student was cntacted, and the date and time the emplyee r student cmplied with the request t remve these files. SANCTIONS FOR TECHNOLOGY MISUSE Vilatins f this plicy will be treated as academic r emplyee miscnduct, misdemeanr, r felny as apprpriate. Fr nn-criminal matters, penalties range frm a warning t lss f the User s accunt t terminatin f emplyment r expulsin frm the University. University f Munt Olive executive administratrs have discretin t mdify the sanctins described belw depending n the severity f the infractin. Technlgy Services and Supprt will deny access t the campus Wi-Fi t any user identified by third parties fr cpywriter infringements using P2P technlgy until the matter can be investigated and adjudicated. Fr less serius infringements, a warning will be issued after a User's first plicy vilatin, and the User will be asked t sign a cpy f this plicy statement t dcument that he/she understands and is willing t cmply with these plicies. A secnd vilatin will result, at a minimum, in the suspensin f the User's accunt fr ne week. A third vilatin will result, at a minimum, in the suspensin f the User's accunt fr three mnths. A furth vilatin will result in the permanent lss f privileges. Misdemeanr r felny vilatin charges will be prsecuted t the fullest extent f the law and may result in the immediate and permanent lss f privileges. Disciplinary prceedings may als be initiated against vilatrs. Vilatrs f federal and state statutes may expect legal sanctins frm the apprpriate authrities. A student User has the right t a fair hearing by the Judiciary Cmmittee cncerning the plicy vilatin and the disciplinary actin recmmended. Appeals f disciplinary actins shuld fllw the prcedures set frth in the Student Handbk. 9. INFORMATION TECHNOLOGY EQUIPMENT ALLOCATION AND PURCHASE 9.1. ALLOCATIONS AND OWNERSHIP PRIMARY COMPUTERS: The University will prvide t each emplyee, upn request, a primary cmputer capable f running all supprted applicatins, including thse fr wrd prcessing, spreadsheet, database, electrnic mail, Internet access and library catalgue access. The exact cnfiguratin f primary cmputers will evlve alng with the evlutin f technlgy. Each machine will cme bundled with a basic applicatin suite and electrnic mail package and Internet brwser. Any csts abve the cst f the standard package are t be paid fr by departmental funds, with apprval frm the area Vice President and the Directr f Technlgy Supprt. Maintenance and repairs will be prvided at n cst t emplyees. Replacement will usually ccur n a 3-4 year cycle r as the University's budget permits INSTRUCTIONAL SUPPORT EQUIPMENT: The University will endeavr t prvide, r assist academic and utreach units in btaining cmputers fr instructinal purpses, curseware develpment, and labratry autmatin, thrugh start-up funds, external grants, and the annual Infrmatin Technlgy equipment request prcess. Replacement cycles fr cmputers in this categry will be determined n a case-by-case basis. Maintenance and repairs will be prvided at n cst t departments PRIVATELY-OWNED COMPUTERS AND INFORMATION TECHNOLOGY EQUIPMENT: Emplyees may purchase cmputers thrugh University f Munt Olive r may use cmputers purchased elsewhere. The University will nt prvide maintenance and repair fr privately wned 8 P age

9 cmputers. The Directr f Technlgy Supprt must apprve cmputers purchased utside f University f Munt Olive befre being cnnected t the University-wide netwrk MAINTENANCE AND SUPPORT The Department f Technlgy Services and Supprt prvides supprt fr cmputers that it purchases fr UMO use in all labs, classrms, and ffices. Such supprt includes hardware maintenance, repair, and netwrk services, perating system upgrades, applicatins sftware cnsulting, and dcumentatin. The Department f Technlgy Services and Supprt prvides help and trubleshting services fr all traditinal students irrespective f where the cmputer was purchased depending n Technlgy Supprt wrklad. The Department f Technlgy Services and Supprt des nt prvide supprt fr privately wned cmputers fr nntraditinal students, faculty, staff, r adjuncts. 9.3 REALLOCATION OF EQUIPMENT All cmputers and IT equipment cnsidered the prperty f University f Munt Olive are under the management f the Department f Technlgy Services and Supprt. Cmputers that are allcated t individual emplyees cannt be redeplyed r mdified withut prir apprval frm the Directr f Technlgy Supprt. Cmputers and ther infrmatin technlgy equipment, which were used by departing emplyees, are reallcated accrding t the decisin made by the divisinal head and the Directr f Technlgy Supprt. This equipment des nt necessarily remain in the same department r divisin. 9.4 NEW / REPLACEMENT COMPUTER REQUESTS Requests are ruted frm individual emplyees in the fall f the current academic year fr new r replacement cmputers t be purchased in the fllwing schl year. These requests are rganized and ruted t the apprpriate Vice President with suggested pririties. Requests are evaluated by the area Vice President and the Directr f Technlgy, and apprved, denied, r deferred accrding t justificatin and funds available. 9.5 PURCHASING NEW TECHNOLOGY It is the gal f the Department f Technlgy Services and Supprt t ensure that it can supprt all f the technlgy available t the University cmmunity at a reasnable cst. Generally, all purchase requests shuld be dcumented in Strategic Planning Online (SPOL) befre the upcming fiscal year s that they may be budgeted, their purchase recrded and tracked in the SPOL sftware. Requests fr unbudgeted assets must pass thugh the Directr f Technlgy, Executive Vice President, and Chief Financial Officer f University f Munt Olive fr apprval. 9.6 SOFTWARE INSTALLATION / WORKSTATION CONFIGURATION All requests fr special wrkstatin cnfiguratin r sftware installatin must be made t the Directr f Technlgy Supprt n later than 45 days befre the start f a new semester. The Department f Technlgy Services and Supprt strngly recmmends that these requests be made by the apprpriate academic fficer befre the faculty leave fr winter r summer break t give the department ample time make the apprpriate adjustments prir the arrival f students. 10 STAFF & FACULTY TRANSITIONS All r data nt directly related t student learning (i.e. sme class cntent, s t students, r wrk cmpleted by students) is the prperty f the University f Munt Olive. Cnsequently, when an 9 P age

10 emplyee leaves r accepts a new psitin, the University must ensure that the managers f the frmer emplyee, (r senir administratrs), have access t this data in a cmpletely pen and transparent fashin t ensure a smth transitin. Barring exceptinal circumstances, the fllwing prtcl will be used t handle emplyee transitins: Staff Members The Human Resurce directr, r designee, will submit a Technlgy Services and Supprt ticket as part f initiating ut-prcessing. This will result in immediate suspensin f all access rights t Technlgy Systems at the cllege (unless a timeframe is specified, such as 30 days). The staff member's Directr r Senir Administratr will be expected t retain: All electrnic dcuments that need t be retained (either n the department's shared drive, r in the Directr s persnal drive depending n the necessary level f security). Unless therwise ntified, Technlgy Services and Supprt will delete the user s hme drive 30 days after the accunt has been disabled. Make a backup f any s that need t be retained (in the frm f an Outlk.PST archive) WITHIN THE 30 DAY OUT-PROCESSING WINDOW. The Technlgy Services and Supprt department will als set up frwarding frm the ld accunt t the Directr s accunt fr a 30-day perid if requested. Directrs r Executive Administratrs have discretin t delegate these respnsibilities t subrdinates if they crdinate this request thrugh HR. Faculty Members The Human Resurce directr, r designee, will submit a Technlgy Services and Supprt ticket as part f initiating ut-prcessing. This will result in immediate suspensin f all access rights t IT systems at the cllege (unless a timeframe is specified, such as 30 days). The staff member's Directr r Senir Administratr will be expected t retain: All electrnic dcuments that need t be retained (either n the schl's shared drive, r in the Directr s persnal drive depending n the necessary level f security) Unless therwise ntified, Technlgy Services and Supprt will delete the user s hme drive 30 days after the accunt has been disabled. Make a backup f any s that need t be retained (in the frm f an Outlk.PST archive) WITHIN THE 30 DAY OUT-PROCESSING WINDOW. The Technlgy Services and Supprt department will als set up frwarding frm the ld accunt t the Directr s accunt fr a perid f 30 days. Directrs r Executive Administratrs have discretin t delegate these respnsibilities t subrdinates if they crdinate this request thrugh HR. In general, phne extensins and direct inward dialing (DID) numbers are tied t rganizatinal psitins. When an UMO emplyee transitins t anther psitin, Technlgy Services and Supprt will wait fr the transitining emplyee t initiate cntact via , phne call, r supprt ticket t secure a date and time t cmplete the DID and extensin transitin. Any special cnsideratins, requests, r transitin instructins that fall utside f the basic prcedure described abve will require the transitining emplyee t file a supprt ticket. T ensure cmplete transparency, Technlgy Services and Supprt will nly prcess requests related t emplyee transitins frm Human Resurces, The President, The Executive Vice President, r The Vice President fr Finance and Administratin. 10 P age

11 11 STUDENT TRANSITIONS Students wh leave the institutin, (thrugh graduatin r ther means), will have 180 days frm the last class recrded in the PwerCAMPUS database t frward any they wish t keep t a persnal accunt. Student accunts are autmatically deleted n the 181 st day after the last class recrded in PwerCAMPUS transpires. If passwrd expiratin becmes an issue fr the frmer student, the student can cntact Technlgy Services and Supprt fr passwrd reset assistance. 12 WEB PRESENCE CONTACTS University f Munt Olive has tw fficial web persnas: (website) and (prtal). While bth websites are maintained by University f Munt Olive, Students, Staff and Faculty will cnduct mst business thrugh the prtal. Prtal has very tight integratin with the PwerCAMPUS student infrmatin database, and targets cntent based n ne s rle at University f Munt Olive (i.e. Student, Adjunct, Staff, r Faculty).
