ORGANISATION CHART: Responsible to the PLSS System Lead on a daily basis, but accountable to the Project Lead and Associate Dean at the University of Chester. 6. JOB PURPOSE: To contribute to the design and development of a web based information practice assessment and practice evaluation system, in order to provide information management and statistical facilities to a range of stakeholders involved with practice learning in healthcare settings across the region To translate stakeholder requirements including data definition into project briefs, reports and specifications To contribute to scheduling the projects, including testing and implementation To develop bespoke systems for supporting assessment of healthcare practice competency and practice environment evaluation To resolve security issues where sensitive data is concerned To develop and manage back-up and disaster recovery strategies for systems To contribute to the appropriate and timely delivery of the project To assist to produce regular reports that monitor progress, results and impact To provide training to system users To liaise and work closely with PLSS technical staff in information systems, computing departments, administration and end users to ensure compatibility and user satisfaction 7. BACKGROUND INFORMATION: Employed by the University of Chester, this role will be based within the Placement Learning Support Unit within Liverpool John Moores University. As part of the project team, the role will assist in the design, development and implementation of web based systems that will integrate with existing systems. 8. WORK PERFORMED AND/OR KEY RESULT AREAS: 8.1 Communicating Effectively Intrinsic in the day-to-day development and maintenance of the joint University s PLSS external facing website, making recommendations at all levels in design, content and structure. Working closely with the PLSS online project management team to develop ideas and respond to a wide range of healthcare education and stakeholder requirements.

2 Regularly brief the project lead on progress Keeping up to date with best practice in web development and content management, while introducing new processes, tools and technologies. Acts as a point of contact for all stakeholders regarding technical and operational support relating to the development of the online resource and web site. Advises staff across nine universities, including the Practice Allocation, and Preregistration Nurse Education departments, and other members of departmental staff regarding issues relating to the development of the online evaluation and assessment tools, providing technical and functional supporting documentation where required. Works with and advises others to ensure that the development of the site is a worthwhile strategic enhancement. Also works closely with other institutional technical staff, particularly Learning and Information Services (LIS) regarding technical issues to do with the site. 8.2 Leadership and Working Collaboratively The post holder will not have line management responsibility for other colleagues beyond a supporting role to project members Offers mutual guidance and support with team members, helping to generate a mutually supportive team experience. Liaises regularly with academic and support departments in the development of all aspects of the website and resource. Works closely with PLSS colleagues in the development of the overall placement system. The role holder must be proactive by nature with a desire to learn and the confidence to come up with and develop new ideas. 8.3 Liaison and Networking Regular interaction with stakeholders both inside and outside the institution, such as academic and support colleagues across the regions universities, in order to develop the website s content management system accordingly. Liaises with partner institutions and agencies, external user groups, and a network of web developers throughout the sector, to develop good working relationships, share ideas, technical innovations and best practice.. Liaison with academic and administrative colleagues and attendance at regular inter-hei meetings and working groups is required in addition to advice and guidance given with respect to the development of the web based resources. To liaise and work closely with technical staff in information systems, computing departments, administration and end users to ensure compatibility and user satisfaction Regular interaction and briefing of project lead 8.4 Delivering a High Quality Standard of Service Ensuring that the evaluation and practice assessment web functions maintain compatibility with PLSS brand image and service propositions in the context of content and coding standards, in addition to matching other HEI stakeholder requirements. Creating rational links between the PLSS web site and a range of HEI to encourage cross-over traffic. To contribute to the design and development of web based information systems to provide information management and statistical facilities to those involved with practice learning in healthcare settings To translate stakeholder requirements developed within the project brief including vision, scope and functionality of the resources.

3 8.5 Effective Decision Making Ensure linked practice allocation and other information resources are kept relevant and appropriately managed. Advise project lead and steering group about costs and requirements for any necessary software purchases and updates. Advise project lead and steering group on the most appropriate options for achieving stakeholder requirements from the resources The post holder works to the PLSS project lead and Online Evaluation project lead, and then to the Associate Dean for Business at University of Chester. While the projects development strategy is devised by the steering group, the post holder has considerable freedom in devising methodologies for the day to day development of the web site resources, as well as freedom to liaise with stakeholders and introduce innovations within the scope of the project brief. The post holder is integral in the processing and design of information, as well as determining technical processes, and advising on and developing procedures. Constant monitoring, review and evaluation are required in order to deliver costeffective and informative resources. As a result, considerable individual initiative is required of the post holder in this regard, particularly since data handled by the system is commercially sensitive, and will require varying levels of security enabled access. Collaborative decision making with university LIS managers, Allocation officers, and the project steering group will be required, and on technical matters with colleagues in PLSS and other HEI information technologists. The role holder must be able to prioritise and manage their own workload effectively in an organized and structured manner. 8.6 Planning and Organising Self and Others Works in conjunction with the joint HEI project steering group, who are charged with delivering the both an online version of practice assessment documentation and an online practice learning environment evaluation process, whilst helping to maintain web-based information, as well as monitoring the effectiveness and accessibility of the resources to service provider stakeholders across the region. Responsibility for equipment includes PC/Word processor and associated software and printers. Total value 5,000. To draw up scheduling for projects, including testing and implementation To develop bespoke systems for electronic access via the internet to relevant healthcare data sets and users To contribute to the appropriate and timely delivery of the project To assist to produce regular report that monitor progress, results and impact 8.7 Innovation and Improvement (Effective Problem Solving) The management of work in this area is primarily autonomous and the role holder must show an excellent sense of initiative and the ability to solve problems quickly and competently. Problems can range from technical difficulties with the production of electronic content to advice guidance issues for customers. The role holder has considerable freedom and authority in the processing of information, as well as determining technical processes, and advising on and developing procedures for the development of the website. The role holder must proactively help drive and inform change, based on a sound knowledge and understanding of a number of technical issues. The role holder must be able to make rapid decisions in response to changes in sector and institutional recruitment patterns and in light of technological developments in electronic communications.

4 Works closely with the PLSS Project Manager, the Online Evaluation Project manager, and other colleagues in PLSS, plus other appropriate LIS staff from a number of regional HEI to address and resolve technical problems as they arise, and to support and oversee new directions and strategies for a successful dynamic, practice assessment and online evaluation resource website. Data disseminated to project managers and SMT. 9.9 Sensory and Physical Demands The role holder uses a PC for the majority of their working day, and uses a wide range of computerised packages. To provide training to system users 8.13 Teaching and Learning Support Provides cascade training on content management issues for other colleagues in the department and across the region s universities where necessary. Participates in presentations to a number of colleagues across all levels of university and healthcare provider groups ranging from Trust based practice Education Facilitators to University academic department management groups and SMT. Assists in overseeing web-interactivity for applicant/student e-support Knowledge and Experience Degree level qualification in an IT related discipline. High degree of computer literacy and experience in web developing and authoring. Well-developed design skills. Knowledge of XML, XHTML, CSS, PHP, Flash, Fireworks, Javascript, Microsoft.NET Framework, SQL, C# and other authoring and enhancing tools is essential.

5 Commercial experience in using Adobe Photoshop and Macromedia Dreamweaver software packages. Two years post-qualification experience of web development preferably in a Higher Education setting. Experience in electronic/web publishing, development and editing; using a content management system is essential. Communication and presentation skills and an ability to explain technical matters clearly and concisely to a wide range of stakeholders are essential. The ability to work in a fast-paced environment, with frequent tight deadline pressures yet maintaining excellent attention to detail, is essential. Good grammatical command of written English is essential. Personal experience of higher education systems is desirable. Strong communication skills are essential, as is a wide degree of creativity and an ability to see the bigger picture. Good organisational skills tact, diplomacy and a lively enthusiasm are all necessary to the successful performance of this role. Flexibility of approach, ability and motivation to work on one's own initiative, yet capable of integrating into a close-knit team, relying on your own experience and judgement to plan and accomplish goals. Excellent attention to detail and passion for excellence within Open Source technology and Higher Education. Ability to generate fresh new ideas which, when put into practice, helps to create an effective online resource.

7 UNIVERSITY OF CHESTER TERMS & CONDITIONS OF EMPLOYMENT FACULTY OF HEALTH AND SOCIAL CARE WEB DEVELOPER (INTER-UNIVERSITY SYSTEMS) FIXED TERM CONTRACT OR SECONDMENT UNTIL DECEMBER 2012 SECONDMENT If this post is accepted on a secondment basis, the successful candidate will continue to be employed on their existing salary and conditions and any costs will be recharged to the University. If this post is accepted as fixed term contract with the University, the following terms and conditions will apply. SALARY SCALE University Scale OS7, 24,520-26,779 per annum, payable monthly in arrears. HOURS OF WORK 36.5 Hours per week: Monday Wednesday Thursday Friday 8.30am 4.30pm 8.30am 4.00pm (less 30 minute lunch break each day) A flexible approach to work will be required as there may be occasions when it would be necessary for you to work additional hours as dictated by the workload. The Faculty of Health and Social Care operates a flexi-time policy. RESIDENCE REQUIREMENT It is a requirement of this post that within 12 months of appointment, the post-holder should live within a 30 mile radius or within a one hour travelling time by public transport from the University. HOLIDAY ENTITLEMENT 22 days per annum (pro-rata during the commencement and cessation years), rising to 27 days after five years' continuous service. Two extra statutory days during the Christmas period. MEDICAL EXAMINATION Successful candidates will be required to complete an Occupational Health questionnaire, and may be required to undergo a medical examination. ESSENTIAL CERTIFICATES Short-listed candidates will be asked to bring to interview, proof of qualifications as outlined on the Job Description and Person Specification provided. Upon appointment, copies of essential certificates will be required by HRM Services. PENSION SCHEME The University is an admitted body to the Cheshire local government pension scheme. All support staff are eligible for membership of the scheme, and upon appointment, will be asked to indicate whether or not they wish to join the scheme.
