2 B. JOB PURPOSE To facilitate/co-ordinate and monitor the implementation of Batho Pele/service delivery improvement initiatives in provincial departments. C. DIMENSIONS D. KEY RESPONSIBILITIES Prepare progress reports to the Provincial Batho Pele Coordinator regarding specific projects as captured in the FSPG Customer Care and Service Delivery Implementation Programme; Participate in the Provincial Batho Pele Coordinators Forum; Ensure that the Batho Pele principles flows from all strategic plans; Facilitate, coordinate the implementation of the Service Delivery Improvement Plan in the department; Manage and ensure effective utilization of resources to ensure cost effectiveness in the unit. Review and update SDIPs annually to ensure alignment to the strategic intent of the Department; Promote awareness of the new Batho Pele Belief Set and service standards in the Department; Facilitate training of frontline personnel regarding customer service; Carry- out service delivery inspections at all departmental offices for ensuring compliance to set standards; Facilitate, coordinate and monitor the implementation of a Service Delivery Charter in the department. E. COMMUNICATION AND WORKING RELATIONS 1. Heads of Provincial Department Consult with and advice the HOD s on departmental matters relating to key responsibility areas 2. Department of the Premier Liaise on a regular basis with OTP on matters relating to key responsibility areas and give inputs on national policies, guidelines and practices. 3. South African Management Development Institute (SAMDI)/Universities Regular liaison regarding service delivery/human behaviour training. 4. Provincial Departments Liaise with colleagues with regard to Batho Pele issues. 5. Consultants Liaise with consultants with regard to new developments in the field of Batho Pele/service delivery improvement. Page 2 of 5
3 6. Local Authorities Liaise with colleagues with regard to Batho Pele/service delivery improvement issues. 7. Clusters Submit reliable, accurate and timeous information on specific matters. 8. NGO s Liaise with NGO s with regard to Batho Pele/service delivery innovative projects, etc. F. WORKING CONDITIONS/WORK ENVIRONMENT (a) Physical environment: Work area is inside (office), in climate-controlled environment. (b) Physical demands: Sitting most of the time. (c) Emotional demands: Normal with stressful situation and conflict. (d) Hours of working: Eight hours. Position may require extended working hours and travel. (e) Job Unusual conditions: None. G. MATERIAL AND EQUIPMENT USED Computer, Printer, Fax machine, Copier, Lipro, Telephone, cell phone, Flip charts, General Office supplies. H. COMPETENCY PROFILE COMPETENCIES ESSENTIAL DESIRABLE EDUCATION AND TRAINING Practical in-service training Practical demonstration of knowledge and skills Degree or 3 years appropriate diploma. RELEVANT EXPERIENCE Middle Management experience Co-ordinating a cross section of activities and people KNOWLEDGE Policy analysis and development Co-ordinating, monitoring and evaluation mechanisms, systems and processes Total-systems diagnoses Project management Behavioural science Training as Batho Pele Coordinator Public Sector experience Budgeting and financial management systems Relevant legislation /policies/regulations Awareness and understanding of cultural climate within the Public Service/FSPG.
