Position Description GCSB Protective Security Officer Business unit: Responsible to: Position purpose: Intelligence Community Shared Services (ICSS) Team Leader, Security and Emergency Planning This job is to provide protective security services to Pipitea House and offsite facilities. It provides security reception and 24 hour protective security services via a range of security related functions and systems. This position also provides incident and emergency response for Pipitea House. The ICSS Group provides strategic leadership in the provision of corporate support to enable NZSIS and GCSB to jointly and individually deliver the outcomes as defined in the Joint Statement of Intent, joint 4 year budget plan and the strategic plans of both agencies. ICSS enables the business through alignment of its service delivery with the organisations strategic framework and supports the achievement of mission focussed outcomes. Functional relationships External contacts: Visitors to Pipitea House reception Contractors to Pipitea House requiring security escorting Internal contacts: Manager, Support Services Team Leader, Security & Emergency Planning and other PSOs All staff and tenants in Pipitea House Objectives The position of Protective Security Officer encompasses the following major functions or objectives: Control Room Duties Security Reception and Visitor Processing Security Tasks Incident and Emergency Response Administration and Reporting The requirements in the above objectives are broadly identified below: Jobholder is accountable for: Control Room Duties Security Reception and Visitor Processing Jobholder is successful when: Manage control room, ensuring all SOP s are followed, equipment is functioning properly, and the cleanliness of the PSU areas are maintained. Monitoring systems operate effectively Databases are maintained Identification cards are prepared and issued in accordance with SOP s Telephone enquiries, call transfers and after hours first point of contact are dealt with in a friendly efficient manner. Ensure all incoming visitors are greeted politely and professionally. Ensure all visitor information is coordinated, including checking clearances and authorisations in accordance with the SOP s. Provide visitors with correct identification and visitor passes appropriate to PAGE 3
Security Tasks Incident and Emergency Response Administration and Reporting clearance. Security related tasks; including processing inwards courier packages, overseeing deliveries, identification of suspicious items, temporary access cards, registers and PSU log is maintained. Contractors are received, process and briefed. Conduct ID verification checks. Complete security patrols, identify health and safety issues or hazards and issue breach notices. Provide escort services, oversee all security, health and safety matters, provide advice to staff, monitor and ensure security is not compromised. Conduct driving duties, ensuring passengers safety and security. Coordinate security preparation and receipt of participants for conferences. Conduct maintenance checks on security equipment and access controls. As first point of contact for the building ensure appropriate action is taken in regards to emergency or security threat related incidents. Provide 24/7 response to all incidents, threats and emergencies. Act as floor warden outside business hours, and ensure the appropriate response to emergencies and staff coordination within the building. Assist Facilities with checking and maintain the Civil Defence cabinets, water and equipment. Provide first aid as required. Identify and report any health and safety or hazard issues. Complete shift reports and conduct handovers to incoming PSO. Complete incident reports arising from non-routine, security or emergency incidents. Maintain and update all databases. review procedures and processes. Participate in team meetings and briefings, and contribute to the maintenance of the team calendar. The above tasks are provided as a guide only. Person specification Qualifications Essential: NCEA Level 3, or National Certificate in Security or an equivalent level of learning through experience A current first aid certificate A current New Zealand drivers licence An ability to meet the physical requirements of the job Desirable: Knowledge/experience Essential: Minimum of three years experience working in an environment with experience in the use of security systems and procedures and risk management practices and procedures. Minimum of ten year life and working experience. High level of awareness of the factors that can threaten the security and safety of occupants, assets and information. Solid understanding of appropriate investigation and reporting processes. Security measures, security procedures and policies. Emergency response procedures and Desirable: PAGE 5
