2 Employment Details for the Position Status: Permanent, full-time position Hours: Location: Normal hours are between 8.15 am to 5:00 pm, with a 45 minute lunch break, Monday to Friday and one Rostered Day Off (RDO) per month. The position will be based at Phoenix Building, Armstrong St South, Ballarat. Agreement: Ballarat City Council Enterprise Agreement No 5, 2010 Classification: Band 6 Salary: Payment Details: Superannuation: Annual Leave: Sick Leave: Long Service Leave: Professional Development: $66,472 to $71,806 per annum plus 9% superannuation. Salary is paid on a fortnightly basis into a nominated bank account by direct bank deposit. Council will contribute 9% of salary to a complying superannuation fund nominated by an employee. If an employee fails to nominate a complying fund the council will make the contributions to the Local Authorities Superannuation Fund, known as Vision Super. Four (4) weeks annual leave pro rata per annum. Twelve (12) days sick leave pro rata per annum. Three (3) months after ten (10) years of service. Eligible Employees are able to access their Long Service Leave (LSL) entitlements pro-rata after seven (7) years continuous service. LSL may be subjected to portability arrangements for Local Government employees in certain circumstances. Council recognises the importance of the employee maintaining an adequate level of skill and will allow for appropriate training opportunities. Network Administrator August, 2013 Page 2

3 Position Description POSITION: Network Administrator POSITION NUMBER: 1261 CLASSIFICATION: Band 6 AWARD: Ballarat City Council Enterprise Agreement No DEPARTMENT: SECTION: ICT Services Governance & Information Services APPROVING MANAGER: Manger ICT Services DATE APPROVED: February ORGANISATIONAL CONTEXT This position is an integral part of the ICT Services Unit in Council, which manages all IT infrastructure, Computer training, GIS, Mobility and telecommunication services. This position is key to providing support and direction to Council in all its ICT requirements. ICT Services Unit forms part of the Governance and Information Services division in Council. The incumbent is required to pursue the unit goals through effective team work within the unit and with colleagues in other departments, developing a solid working relationship with a range of internal and external parties From a Health and Safety perspective the City of Ballarat requires the following: Follow City of Ballarat policies and procedures. Report hazards and other unsafe practices. Report injuries as soon as possible to your Manager/Supervisor. Participate constructively in all forums set up to investigate, improve or communicate safety. Network Administrator August, 2013 Page 3

4 2. POSITION OBJECTIVES Support, maintain and improve council IT Infrastructure environment, ensuring it is an effective management tool for the organisation. Provide quality service to internal clients within the City of Ballarat and ensure all incidents are recorded within the servicedesk system. Ensure the IT Infrastructure environment is protected against security and Malware threats. 3. KEY RESPONSIBILITY AREAS Ensure the network and server infrastructure is maintained effectively, including relevant monitoring and reporting of these systems. Administer and maintain servers in a virtual environment Administer and maintain active directory, group policy and Exchange ensuring end user accounts, permissions and access rights are correctly allocated. Share knowledge across the IT Infrastructure Management team to aid in team growth and ensure continuity of service. Ensure network connectivity to all sites by monitoring and testing network performance and providing network performance statistics and reports. Perform asset management, including maintenance of network component inventory and related documentation and technical specifications information. Ensure that appropriate configuration backups are maintained and that relevant systems are backed up in accordance with a regular and documented schedule. Resolve problems / issues raised by the customers of the ICT Services department via the servicedesk process ensuring compliance to all applicable service level agreements. Maintain and update Malware software at the gateway end and to all end points ensuring all have current Malware protection. Prepare and maintain relevant system documentation including procedures and manuals. Plan and support Disaster Recovery testing and maintain relevant documentation. Support and assist other members of the ICT Services team and provide support to the other roles during absence and times of peak demand. Administer and maintain firewalls Maintain and update IT infrastructure environment to ensure that is protected against security and malware threats Support the IT Infrastructure Management team in the desktop support and mobility requirements as needed. Participate in other duties and projects under the direction of the Team Leader IT Infrastructure Management. Health and Safety Report hazards and incidents as soon as possible. Constructive participation in investigations and assistance in implementing corrective actions. Network Administrator August, 2013 Page 4

5 Wear PPE and follow safe work procedures as directed. Constructively participate in team meetings. Emergency management work is a core business for council. Employees may be required to contribute to emergency management activities as they arise. 4. ACCOUNTABILITY AND EXTENT OF AUTHORITY Manage within clear guidelines, the routine day to day maintenance of the network and server infrastructure. Assist with the efficient and effective operation of the ICT Services team to deliver a quality customer focused service. Authority to expend from the ICT Services budget provided the expenditure is in accordance with the approved budget and within delegated expenditure limits. Ensure regular reporting mechanisms are completed and adhered to. Have prior consultation with Team Leader or Manager on any emergency action which is required to overcome any situation affecting the ongoing operation of the IT Infrastructure within the City of Ballarat. 6. JUDGEMENT AND DECISION MAKING Use own judgement and initiative to solve problems of a routine nature. Decisions of a non-routine or politically sensitive nature must be referred to the Manager ICT Demonstrate initiative in managing the position s workload and freedom to prioritise own tasks. Have a capacity to identify important issues, potential risk and recommend solutions to the Team Leader IT Infrastructure Management to ensure Council network communications are effectively maintained. 7. SPECIALIST SKILLS AND KNOWLEDGE Network Administrator August, 2013 Page 5

6 Extensive practical knowledge of IT network operations and experience in supporting Microsoft operating systems and Microsoft office applications. Extensive experience in the administration of VMware vsphere. Extensive experience with the use and management of Active Directory, Group Policy, IIS, DNS, DHCP and virtual server infrastructure including experience with SAN s. Knowledge in management and configuration of the operation and maintenance of Microsoft Windows server, SQL Server, ISA, Exchange Servers and Watchguard Firewalls. Practical experience of an IP WAN/LAN multi-site environment including Citrix, VPN, microwave, wireless and remote access technology. Knowledge of the IT industry and the ability to keep abreast of developments particularly as they relate to the councils computer system and services. An ability to impart knowledge and information on computer operations to other employees, in conjunction with management in a language which is understandable to the user. The ability to interpret and solve problems related to system development and computer operations The ability to work in a team environment, provide technical support to other members of the unit and to provide secondary support for a number of IT unit functions. 8. MANAGEMENT SKILLS Ability to effectively plan, organise and manage own time to achieve targets and meet deadlines in order to provide an outcome driven service. To be able to demonstrate a strong commitment to change processes. Ability to manage projects within ICT Services and to liaise and seek advice from others where necessary. Awareness of Occupational Health & Safety procedures, and a commitment to comply. Ability to effectively produce reports in strict times frames for Management. Ability to manage and ensure optimal operation of all network hardware and equipment including routers, switches, hubs, UPS and other network hardware. Ability to manage and ensure effectiveness of security solutions, including firewalls, anti-virus solutions, VPNs and intrusion detection systems 9. INTERPERSONAL SKILLS Excellent technical skill and computer literacy with the ability to clearly communicate with other staff and suppliers. Excellent customer service and oral communication skills to effectively establish rapport with internal customers and liaise with counterparts within the industry and all levels of council staff to exchange views and resolve problems. Written communication skills sufficient to effectively prepare technical reports and other reports to the IT Infrastructure Team Leader and Manager ICT as required. QUALIFICATIONS AND EXPERIENCE Tertiary qualification in Information Technology or relevant field or extensive experience in the maintenance and support of a Windows Microsoft network system. Experience in managing a virtualised environment. Experience providing a quality help desk service and working in a support role both on the phone and in person. Ability to resolve user and network issues in a client/server environment Experience in administration and maintenance of Microsoft Operating Systems and Office products and a variety of network applications. Extensive experience managing Active Directory, Group Policy, IIS, DNS, DHCP and Windows, SQL, ISA, Exchange Servers and Watchguard Firewalls. Experience in supporting and maintaining a IP WAN/LAN multi-site environment including Citrix, VPN and remote access technology. Possession of a current Victorian Motor Vehicle Drivers License is required 11. SELECTION CRITERIA Tertiary qualification in Information Technology or relevant field or extensive experience in the maintenance and support of a Windows Microsoft network system as a System/Network Administrator. Demonstrated experience in supporting and maintaining a virtualised network in a corporate organisation as a System/Network Administrator, preferably using VMware. Demonstrated experience in supporting and maintaining a Microsoft Information & Communications Network system in a corporate organisation across a multi-site environment as a System/Network Administrator. Demonstrated experience in the administration and maintenance of Active Directory, Group Policy, IIS, DNS, DHCP and Microsoft Windows, SQL, ISA, firewalls and Exchange Servers. Experience working with a Helpdesk system to provide a quality help desk service with an ability to manage incidents. Ability to evaluate critical systems, prioritise work and implement solutions. Excellent communication skills, both oral and written including a proven ability to communicate effectively with people at all levels. The ability to be self-motivated and able to work autonomously as well as part of a small team is essential. Network Administrator August, 2013 Page 7
