1 Position Description Management Accountant Business unit: Responsible to: Position purpose: Intelligence Community Shared Services Team Leader, Business Analysis The Manager Accountant exists to provide GCSB and NZSIS with management accounting services. This position also contributes to the provision of timely, relevant and accurate planning, budgeting, forecasting and reporting, to support effective decision making of the GCSB Board, NZSIS SLT and Cost Centre Managers. Direct reports: Financial delegation: Intelligence Community Shared Services (ICSS) overview None None ICSS s vision is supporting and enabling the New Zealand Intelligence Community shared outcomes through the provision of timely and trusted corporate advice and specialist services. The ICSS Group provides strategic leadership in the provision of corporate support to enable NZSIS and GCSB to jointly and individually deliver the outcomes as defined in the Joint Statement of Intent, joint 4 year budget plan and the strategic plans of both agencies. ICSS enables the business through alignment of its service delivery with the organisations strategic framework and supports the achievement of mission focused outcomes. ICSS provides effective and efficient common structures, systems and services to support high performance in NZSIS and GCSB. 3 The requirements in the above Key Result Areas are broadly identified below: Financial Planning, Budgeting, Forecasting and Reporting Provide high quality, timely financial and business information, analysis, insight and advice to the assigned Cost Centre Managers and other stakeholders on financial planning, budgeting, forecasting and reporting. Assist with the development and delivery of the GCSB/NZSIS annual planning, budgeting and forecasting process, including assessment of operating and capital proposals. Advising and supporting Cost Centre Managers on financial issues that arise, through the budgeting and reporting processes and ad hoc queries. Develop appropriate Bi360 templates for managing consolidated budgeting, planning, forecasting and reporting. Maintain the Bi360 budgeting, reforecasting and reporting templates, and ensure it will deliver the agreed annual budgeting and forecasting approach and associated reporting needs. Assist Cost Centre Managers to identify possible risks, opportunities/savings or issues/cost pressures and putting effort into contingency planning and strategies to minimise financial risk. Ensuring all internal and external reporting requirements for the assigned cost centres are met. Identify and implement ongoing process improvement initiatives for financial planning and budget areas Perform a thorough review of Cost Centre Manager monthly financial reports, validation and ensuring consistent, accurate and timely reporting. Ensuring that assigned Cost Centre managers understand finance timeframes, requirements and expectations. Assisting with the development of business proposals within assigned Cost Centre Managers. Ensuring that the assigned cost centres have all the financial information and advice required for sound business decisions. Building and maintaining relationships with client managers to the extent that advice and information given is trusted and relied upon. Salary Analysis, Forecasting, Reporting and Reconciliation Assist the Team Leader Business Analysis in the delivery of salary forecasting and reporting to GCSB and NZSIS, including Prepare and review monthly salaries reports to identify actual versus budget variances and investigate variances in a timely manner. Consolidated payroll reporting & analysis, for GCSB and NZSIS including FTE calculations, planned recruitment and analysis. Tracking of Leave Liability, Time Off In Lieu and other significant leave balances. End of month aggregation of leave types. Review and reporting on liability movements for the monthly report. Salaries reconciliations from PayGlobal to NAV completed on time and any variances are investigated and explained where necessary. Management Accounting Support for Cost Centre Managers and Deputy Directors Provide Management Accounting Support to all Cost Centre Managers, Deputy Directors to GCSB and NZSIS, including: Budget and rolling forecast coordination and review Ad hoc queries / Financial modelling assistance Financial/Management training such as Financial Delegation (as required) Continually review work practices, to maximise the financial performance of GCSB/NZSIS. Assist Financial Accounting Team to ensure the Financial internal control framework is adhered to. Compilation of annual budget pack for GCSB Board and NZSIS Senior Leadership Team.t to line managers in completing their components of the budget and reforecast. Undertake process reviews and assist with operational & financial reviews including audits (internal and external). PAGE 3
4 Month End / Year End Accounts Cost centre accruals posted on time and to audit requirements. Variance analysis and coding corrections journal posted on time and to audit requirements. Assist Team Leader Financial Accounting with compilation of GCSB/NZSIS annual reports where required. Financial/Expenditure Analysis and Support Review Capital requests/business Cases and where necessary assist with Cost-Benefit analysis and/or DCF/NPV analysis Provide high quality and timely analytical support for GCSB/NZSIS projects, strategic initiatives, business development proposals and other initiatives Provide sundry reports and financial analysis to stakeholders as requested. Provide financial reviews (e.g. value for money, efficiency, cost pressures/savings exercises etc) Provide analysis of all sensitive expenditure such as, training, travel etc in a timely manner which meets needs of NZSIS Leadership Team and GCSB Board and Cost Centre Managers. Internal Reporting Requirements Provide internal reporting requirements to all Cost Centre Managers, Deputy Directors to GCSB and NZSIS, including Cost Centre Reports Salaries Reports GCSB Board Report Tables and Graphs NZSIS SLT Report Tables and Graphs Other adhoc reports as required External Reporting Requirements: Treasury Reporting Provide external reporting requirements to Treasury, including Assist Team Leader Business Analysis with the planning, management, delivery and submission of Budget Updates and in accordance with treasury guidelines Assist Team Leader Business Analysis with the preparation of robust financial data for the annual budget estimates process of appropriations for the Crown Provide responses to Select Committee and Parliamentary questions in a timely manner. Prepare and submit baseline updates, estimates budget and forecast track exercises in CFISNet. Develop and maintain systems and processes to ensure integrity of all relevant data and appropriations provided to the CFIS is accurate Assist Team Leader Business Analysis to develop and maintain systems and processes to ensure the single line appropriations for GCSB/NZSIS is not unappropriated. Assist Team Leader Business Analysis, when required, to develop and prepare the (monthly) consolidated NZIC Financial Performance Report and associated analysis and insight to Treasury in a timely manner Liaise with other teams within Finance to ensure an integrated approach to financial planning and reporting Compliance and Internal Controls Provide compliance and internal controls services to GCSB and NZSIS, including Ensure that non-compliance issues with policies and procedures are reported to the Team Leader Business Analysis as soon as possible, and are actively managed to resolution Relationship Management Develop and maintain a customer-focused approach to the delivery of timely, accurate, appropriate financial information and advice Foster the development of positive relationships with the organisation Represent the Finance Group and Department by maintaining effective professional relationships with internal and external stakeholders which enhance the integrity and credibility of the Departments financial reporting PAGE 4

Qualifications Essential: Tertiary qualification in accounting, or equivalent or Working towards ACA/CA qualifications. Desirable: ACA or CA qualified Evidence of maintaining continuous professional development is desirable Knowledge/experience/skills Essential: 2-3 years experience in equivalent Management Accounting role Demonstrated knowledge of Government and Parliamentary processes, conventions, structure and functions and their relationship with the Department Experience using modelling and forecasting tools for analytical review (e.g. excel) and techniques (e.g. Vlookup, Pivot Tables, Macros) Desirable: Strategic capability - thinks beyond immediate issues to consider the long term and broader implications; develops and explains possible future scenarios; identifies risks and anticipates long term opportunities and threats NAV experience Intermediate-Advanced Excel skills. FMIS / Payroll systems. An in-depth understanding of: financial reporting and accountability requirements, financial management and processes in the Public Sector PAGE 5
