1 Position Description GCSB Data Management Specialist Business unit: Responsible to: Position purpose: Direct reports: Financial delegation: Directorate overview: Information Management Unit Manager, Information To lead enterprise management of data across GCSB, including both the traditional database repositories as well as the expected growth of the data cloud environment. The Data Management Specialist will provide specialist expertise to users of data analytic tools and techniques, and lead a professional community of practice across GCSB of staff undertaking data analysis and/or business intelligence tasks. They will also provide specialist advice to all business directorates in the management of their data, and contribute to the development of develop enterprise data architecture, data analytics and technology solutions to support business requirements. The position is also responsible for organisational policies related to data (for example data quality, master data management) and for sector liaison regarding alignment and sharing of data sets, where appropriate. Nil Nil The Capability Directorate is one of three primary business directorates in the GCSB and is responsible for the majority of the technology infrastructure across the enterprise. It is also increasingly taking responsibility for delivering technology services to the wider NZIC. PAGE 1
2 Business unit overview: The Information Management Team provides strategic direction, policy, standards and advice on all records and content management systems. The Information Management team provides the framework to ensure that data is properly managed and compliant with the Public Records Act and other relevant legislation. The unit is also responsible for ensuring that GCSB and partner information is managed in accordance with requirements. 3 of enterprise data architecture, data policies, Business Intelligence tools and techniques. Maintaining awareness of external developments in this discipline and applying this knowledge as relevant to the GCSB. Providing ID and IACD with specialist advice on the management of their data. Assisting Bureau analysts in the lawful exploitation of data for intelligence and cybersecurity purposes. Liaising with sector and partner colleagues to identify and develop sector approaches to data collection and sharing where appropriate. Identifying and managing risks to data. Database Management & Development Assisting SD&I in the development and integration of applications that require database expertise. Database management. Participating in, or leading, special project work associated with data management. Data Inventory Management Assisting the unit manager with maintaining an up to date inventory of data assets. Maintaining and updating documentation relating to data standards, processes, architecture, systems and compliance Assisting the unit manager with developing data strategies. Assisting with the development of Data policies. Assisting with Data Provenance tracking. Training Developing and delivering technical training to GCSB staff as required counterparts. The jobholder is aware of contemporary developments in data management and applies this to their work to the betterment of the GCSB Specialist advice is sought after and valued. Bureau analysts gain maximum benefit from accessed data. The Bureau and its partners benefit from the lawful sharing of data. Data risks are identified and treated. The jobholder is a valued member capability development and integration teams through their application of expert knowledge. Databases within their control are expertly managed and data integrity and security is maintained. Inventories of data assets are current and accurate. Documents are accurate, contain the necessary level of detail, and are current. The Manager, Information values the jobholder s input to developing policies and strategies. Training packages are appropriate to the business need and valued by students. PAGE 3

It is also expected that you will undertake other duties that can be reasonably be regarded as relevant to the position, your experience and capability. Person specification This section is designed to capture the expertise required for the role at the 100% fully effective level. This may be a combination of knowledge, experience, key skills, attributes, job specific competencies, qualifications or equivalent level of learning,. Qualifications Essential: Relevant tertiary qualification in information technology, information systems or equivalent experience in a related technical field. Desirable: Post-graduated qualification in Information management Knowledge/experience Essential: Demonstrated technical knowledge and expertise in contemporary enterprise database solutions Technical knowledge and awareness of Cloud technologies and the management of data within the Cloud At least 5 years practical work experience in using data analytics and/or business intelligence (BI) tools to deliver support to operational functions An understanding of enterprise data management and enterprise data architectures. A sound understanding of data management principles particularly relating to audit, quality assurance and risk. Project management experience. Desirable: Microsoft SQL Server, Oracle RDBMS experience. Knowledge of all-of-government standards in relation to data sharing. Experience in the security sector. PAGE 4
