1 Position Description Position Details Position Scope Title: Division: Project Manager Finance & Corporate Services Enterprise Agreement: Budget Responsibility: Department: Payroll Authority Level: Ambulance Victoria (Management and Administrative Staff) Enterprise Agreement 2010 Required to manage all project budget(s) assigned this role Nil (As per Delegations & Authorities Manual) Relationships Key Internal / External Contacts Reports to (role): Payroll Manager Internal: Direct Reports: Nil External: Operational Managers, Line Managers, Departmental Managers, Operational Staff, AV Staff Department of Health, Hospitals, Consultants, other Emergency Services Organisations Primary Objective This role is responsible for managing projects, ensuring that time, budget, compliance and quality objectives are met. This role will manage end-to-end project delivery, analysing data, interpreting results, preparing reports and managing the implementation of recommended changes, in line with AV's Project Management Framework, including associated processes and templates. These include goals that relate to effective management of finances, equipment, property, assets or expenses) Accountabilities Manage projects using the AV Project Management Framework and associated templates and procedures, to meet desired time, budget, compliance and quality objectives Develop strong working relationships with project stakeholders, ensuring clear communication and timely resolution of issues Manage day-to-day operational aspects of the project, including contractor oversight, account management and timely reporting Ensure effective working relationships are built and maintained with key internal stakeholders with regular face-to-face meetings and delivery of status reports and schedules Ensure project documents are completed and stored appropriately Create detailed project plans, including a project timeline and a proposed budget for approval by key stakeholders Gather, analyse and interpret data to support project activities and objectives Present findings and reports to key stakeholders (including Steering Committee papers) Manage or oversee multiple projects simultaneously as required Ensure project governance structures are in place, including stakeholder sign-off at key milestones Identify project risks and develop contingency plans in line with the AV Risk Management Framework and AV Project Management Framework Identify, manage, escalate and resolve project risks and issues, using judgement to recognise significant risks (legal, political, OH&S, or other) raising them to the relevant stakeholders including Manager Risk & Financial Compliance in a timely manner Gain an understanding of AV procedures (e.g. financial delegations, Project Management Framework) & apply appropriately to projects Contribute to the continuous improvement of project management policies, procedures, systems and templates within the AV project management community Attend project kick-off meetings, ensuring that scope ambiguities are resolved, and ensure funding approval has been issued for the project Develop project budgets in accordance with the AV Project Management Framework and the Specialist Service Division Project Financial Management Guide Manage functional expenditure within the project budget and seek endorsement from the Project Steering Committee (if applicable) and approval from the Chief Financial Officer where expenditure may exceed budget Implement approved plans and strategies within project budget parameters and time frames, develop strategies to reduce costs against the approved budget Ambulance Victoria Date of Issue: November 2013 Position Number: Page 3 of 6
