1 DEPARTMENT/UNIT Department: Unit: Team: Position Number: TRAINED CHILDCARE WORKER POSITION DESCRIPTION Community Services Human Services Child and Family Services Various Positions _ REMUNERATION Classification: Salary range: Hours per week: Appointment: Prepared by: Approved by: Band 3 of Golden Plains Shire Council Enterprise Bargaining Agreement No: $ $ per hour which includes 25% casual loading Variable Variable Child and Family Services Team Leader Rod Nicholls, Chief Executive Officer Date: August 2014 POSITION OBJECTIVES To assist with the planning and implementation of an appropriate developmentally based program for children aged between 0-6 years within the service. To assist with the development of a program that reflects children s needs and meets the requirements of the Golden Plains Shire, State and Commonwealth Government guidelines and regulations. To develop and maintain positive and productive working relationships with all staff, families, management, other professionals working in the Bannockburn Family Services Centre and the wider community. 2 ORGANISATIONAL RELATIONSHIPS Reports to: Directly Supervises: Coordinates: Internal Liaisons: External Liaisons: Long Day Care Director, Early Childhood Educator Nil Nil Child and Family Services Team, administration staff, other staff as required Parents/guardians, community members, training institutions KEY RESPONSIBILITIES AND DUTIES Duties of the Position Provision of early childhood education and care Support parents and be available to discuss the child s experience within the program. Implement a high quality early child hood program under supervision. Ensure a safe, caring and stimulating environment exists for all children and that the health and wellbeing of each child is a priority. Ensure the efficient, effective functioning of the service which meets the requirements of the regulatory and funding bodies and is responsive to changing needs and trends. Assist in ensuring that the early childhood building, grounds and equipment are maintained to a high standard of safety, cleanliness and repair. Ensure confidentiality is maintained at all times. Participate in meetings and liaise and network with Council staff. Assist in reporting any service developments, difficulties and opportunities. Assist in maintaining accurate records in accordance with legislative requirements and service policy and procedures. Undertake additional duties as required. Other duties within the scope of the employee s skills, competence and training as directed. Corporate Responsibilities Promote excellence in customer service and in conjunction with the Unit Manager, identify, review and implement strategies to improve service quality and efficiency. Maintain strong team relationships among colleagues and community groups, on a formal and informal basis, across all Council functions. Ensure the security of Council s property and assets and maintain a commitment to the care of all Council s property and assets. Participate as directed in training and education to maintain an up to date knowledge of emergency management responses. Generic (1307) Trained Childcare Worker Page 2 of 5
3 Provide administration, logistics and specialist support and advice during CEO identified emergency events. Comply with Council policies and procedures. General Responsibilities Attend relevant training programs approved by the Unit Manager. ACCOUNTABILITY AND EXTENT OF AUTHORITY The position operates within specific guidelines and under general supervision. Freedom to act is limited by standards and procedures however the position has sufficient freedom to plan work at least several days in advance. Outcomes of work are readily observable. The effect of decisions and actions is limited to the Long Day Care work group and functions. JUDGEMENT AND DECISION MAKING Routines and procedures are clearly defined and well documented. Tasks performed are selected from a limited range of existing techniques, systems, equipment, methods and processes in recurring work situations. Guidance and advice is always available. SPECIALIST SKILLS AND KNOWLEDGE The position requires proficiency in the application of standardised procedures and practices and an understanding of the function within the context of delivering early childhood development and education services. MANAGEMENT SKILLS The officer requires basic skills in managing time and planning and organising work so as to achieve specific and set objectives, efficiently and within a set time table. The officer assists other employees by providing guidance, advice and training on routines and procedures. INTERPERSONAL SKILLS The position requires skills in oral and written communication with families, staff, students, volunteers and members of the community in the resolution of minor problems. QUALIFICATIONS AND EXPERIENCE Certificate III in Children s Services from an approved training organisation. Experience working with families and children. Current Working with Children Check which demonstrates suitability for employment in a children s service. First aid, asthma and anaphylaxis training that complies with the requirements of Council policies as well as State and National guidelines and regulations. 4 SELECTION CRITERIA Experience working with families and children. Experience in implementing a high quality early child hood program under supervision Knowledge of relevant national education and care services legislation. Knowledge of the National Quality Framework for Early Childhood Education and Care. Ability to contribute and work effectively in a team environment. Effective communication and interpersonal skills with the ability to liaise with staff, families, volunteers and members of the community. Demonstrated organisational, planning and prioritising skills to ensure the efficient delivery of outcomes. Ability to identify health and safety issues pertaining to the work environment OCCUPATIONAL HEALTH AND SAFETY Council is committed to providing a safe and healthy work environment to all employees. In addition, employees are expected to: Conduct themselves in a manner that will not endanger themselves or others. Participate in Occupational Health and Safety training. Assist with audits of work procedures, equipment and workplaces. Identify areas of improvement by contributing to the Safety System within the Department. Contribute ideas and suggestions that promote safety awareness. Be aware of emergency procedures and codes. Report unsafe work practices, incidents, hazards and near misses. Report unacceptable workplace behaviours such as harassment and bullying. RISK MANAGEMENT Employees are required to follow all policies and procedures in relation to risk management (asset protection, security, public liability and professional indemnity). Employees are expected to: Participate in risk assessments. Demonstrate an understanding of, and a commitment to, Council s Risk Management Standard Operating Procedure. Report all hazards and incidents of which they become aware. 5 PRIVACY AND CONFIDENTIALITY Employees must respect and protect the privacy and confidentiality of information gained or accessed during the course of their employment. Employees are required to comply with the Information Privacy Act, the Health Records Act and Council s Information Privacy and Health Records policies. Both during and after employment with Council, employees must not: Communicate confidential or private information to third parties. Make use of any information gained through employment at the Shire for any purpose other than the discharge of official duties. OTHER REQUIREMENTS After hours work and weekend work may be required. Time in lieu will be granted in accordance with the Golden Plains Shire Enterprise Bargaining Agreement. Employment is subject to a satisfactory six month probationary period. Employment is subject to a successful Working With Children Check (WWCC) Employees must comply with Golden Plains Shire Council s Code of Conduct. Completion of a pre-employment Disclosure of Pre-existing Injury or Disease form. A current Australian driver licence. A satisfactory National Criminal History Check.
