Grade E of Mind s salary scales 35 hours per week, full time Stratford, London Permanent Purpose of job You will be responsible for up skilling and giving confidence to line mangers so they can better direct and guide their staff, thus enabling staff resource to be fully utilised and reach its potential. You will achieve this by providing comprehensive advice and guidance to departments (and possibly in the future to local Minds) on HR issues relevant to your department. You will be responsible for the project management of a specialist area (either policies, ER and volunteers or Learning, Pay and Job Evaluation) and work with the two HR Officers in providing leaner and more streamlined processes in the departments that you partner with. Scope of the job Working with the HR Manager and Head of HR, you will contribute to the development and implementation of strategic and operational plans as directed. You will provide front line HR services to designated departments which are both solutions focused and hold business acumen. You will have overall responsibility to develop the specialist project areas of responsibility in line with the needs of the organisation. You will work frequently with Heads and Directors and manage the day to day operational functions/service relevant to the specialism, ensuring policies, procedures and processes are effective and efficient. You will also deputise for the HR Manager and Head of HR as required. Key tasks and responsibilities 1. Manage the day to day delivery of operational services to your departments, ensuring policies, procedures and processes are efficient and effective. 2. Establish strong working relationships with line managers and employees from departments by showing a dedication and commitment to provide effective support on a wide range of issues. 3. Advise and guide line managers on all senior level capability issues up to and including dismissal and pre-empt issues from an early stage. 4. Utilise workforce data and local knowledge of departments to encourage wider consideration by the line manager of their own performance and development. 5. Promote customer service and wider thinking 6. Advise line managers on change management exercises including redundancy and the termination off fixed term contract staff. Attend dismissal and any subsequent appeal meetings. 7. Sit on disciplinary and appeal panels in advising the chair of the panel (and wider panel) on the process and any subsequent decisions that arise from it. 8. Take a leading role in the preparation of any decisions that are going to be contested legally at tribunal or in court. Attend tribunals and advise potential witnesses as required. 9. Update and simplify key organisation policies to ensure they are legally compliant and reflect best practice. 10. Design and deliver training courses to improve the skills and confidence of line managers 11. Oversee and encourage the roll out of i-mind /online services and utilise the database to access reports and to reduce paper based bureaucracy and administration. 12. Responsible for a key project area (either Employee Relations, Pay and Resourcing or Learning and OD). 13. Ensure that ER and Change Management cases are recorded appropriately in a master spreadsheet with learning fed back into appropriate policies and training. 14. Ensure that Job Evaluation is co-ordinated effectively. Responsibilities to include sitting on Job Evaluation Panels and carry out assessments prior to giving prompt feedback to line managers together with any necessary follow up action. 15. salary surveys and research Director level pay. 16. Ensure that Recruitment is co-ordinated effectively. Oversee the work of the HR Officers to ensure that recruitment campaigns, including advertising, shortlisting, employment offers and pre-employment checks are carried out. 17. Co-ordinate the annual development planning process (following the Appraisal process) so that the corporate and local needs of the organisation (and its people) are adequately supported. 18. Design and implement best practice initiatives including competency frameworks and mentoring programmes. 19. Support the Head of HR with the roll out of the Staff Survey OD plan including online services and functions, comms and EDIT. 20. To develop and (where appropriate) coach the HR Officer on their skills and approach and intervene where there is an issue that needs addressing. 21. Person specification: HR Business Partner Essential criteria Knowledge and Experience 1. Demonstrable and relevant experience in advising and guiding managers on complex HR issues. 2. Educated to degree level and must be Grad CIPD qualified as a minimum. 3. Experience of providing excellent customer service skills and delivering on service level objectives across the organisation. 4. Experience of handling dismissal and complex ER issues and used to making representations to employment tribunals. 5. Experience of providing leadership on change management exercises and handling redundancies. 6. Demonstrable experience of developing policies, procedures and processes to support the delivery of project related work. 7. Project management experience. 8. Experience of delivering training and knowledge of learning and development strategies. Skills and Competencies 9.
