1 Human Resources Manager 12 month fixed term contract About the HCPC The Health and Care Professions Council (HCPC) is the regulator of 16 different health and care professions. We were set up to protect the public. To do this, we keep a Register of health and care professionals who meet our standards for their training, professional skills, behaviour and health. The organisation has around 230 employees who work in a variety of departments see / for further information. About the Human Resources Department The team is currently made up of eight members: - The Director of HR heads up the department and is a member of the Executive Management Team (EMT), taking responsibility for the strategic aspects of HR and the annual work plan/ agenda. - The HR Business Partner reports to the Director of HR and is responsible for all operational aspects of HR, including advice to managers and employees, performance and conduct management and policy and procedure review. - The Learning and Development Manager is a new role and will report to the Director of HR. The post holder will be responsible for the design and delivery of a range of learning and development programmes, working with the Director of HR. The post holder will also be responsible for delivering generalist HR support along with the HR Business Partner. Vacancy - The HR Manager (12 month fixed term contract) is a new role and will report to the HR Business Partner. The post holder will provide high quality HR advice to managers and employees of the HCPC, manage employee relations cases and to support and develop HR policies, processes and information systems. - The HR Advisors (x2) report to the HR Business Partner and provide first line query response and administrative support for the department, advising employees and managers, writing correspondence and providing employee relations support. One of the HR Advisors is currently seconded for 4 days per week to the HRIS project to implement a new HR system by the end of

2 - The HR Officers (x2) also report to the HR Business Partner and provide administrative support to the department, focussing on managing recruitment campaigns, administering payroll, monthly statistical reporting, database management and office organisation. In addition to the general tasks each of the HR Officers will have a slightly different focus: o One of the HR Officers will focus on Recruitment as well as Learning and Development. o The other HR Officer will focus on Recruitment as well as Employee Relations support. The HR Department also incorporates the Partners team, which recruits, trains and provides administrative support to the HCPC s Partners (or self-employed contractors) who provide the HCPC with expertise in the professions we regulate (see 2

4 Job Description Human Resources Manager Department: Reports To: Salary Band: Human Resources Human Resources Business Partner (Operations) Band C Human Resources Department Main Purpose of Job To provide a generalist HR advisory service to line management and employees and employee relations advice to managers To assist in ensuring that the HCPC s HR policies, practice and information systems are efficient and effective and comply with best HR practice and with employment legislation Position in Organisation Reports to the Human Resources Business Partner (HRBP) Delegates work to the Human Resources Advisers and Officers and monitors and supports their work in discussion with the HRBP Duties and Key Responsibilities Your principal duties and key responsibilities will be those set out below. In addition to those duties, HCPC reserves the right to require you to undertake additional or other duties within your capacity as may from time to time be reasonably required and necessary to meet the needs of the HCPC. Human Resources Operations Advice: support the Human Resources Business partner (HRBP) in providing an effective HR advisory service to management and employees across the organisation, providing advice on HR policies, procedures and best practice. HR operations: support the HRBP in hands-on delivery of key Human Resources operations including recruitment, performance management, absence management, pay and benefits, exit processes, etc., ensuring that high quality and service standards are maintained 4

5 Processes and policies: assist in the development of HR policies and processes which comply with legislation, best HR practice and fit with organisational needs, values and culture Employee relations: Responsible for supporting departments across the organisation in all employee relations matters including acting as the HR representative for procedural meetings or hearings and dealing with tribunal claims as appropriate HR Information systems: support the maintenance and development of HR Information systems, which drive business efficiencies and continuous improvement and comply with data protection legislation Major projects: Support the HR team on major operational and IT projects, including the implementation of the new HR and Partners Information system Intranet: Assist the HRBP in ensuring that HR intranet pages are well organised, up to date and provide an effective means of communicating with and engaging employees in HR matters Maintain up to date knowledge of employment legislation and development of best practice in human resources management and apply this to policies and processes, ensuring a good organisational fit Policy Development and Project Work To assist in HR policy development matters and internal projects To carry out surveys and research and draft briefings and reports as directed by the HRBP and Director of Human Resources. Work on departmental and inter-departmental projects as required by the HRBP and Director of Human Resources. General To carry out the responsibilities of the post with due regard to the HCPC's Diversity Policy and to treat colleagues and other HCPC stakeholders with respect and dignity at all times. Skills, Knowledge and Abilities Essential Educated to degree level or equivalent experience. Associate membership of CIPD or equivalent 5

6 Experience of providing advice and support to managers in all aspects of generalist HR including recruitment, employee relations, absence management, and performance management. An up-to-date knowledge of employment law and HR best practice and the skills to apply and interpret this Competent in writing reports, correspondence, and HR policies and procedures. Experience of maintaining and developing HR information systems A high standard of interpersonal skills and demonstrated ability to show sensitivity and tact in dealing with confidential matters. Excellent oral and written communications skills, including the ability to communicate professionally with customers from all backgrounds. Strong team player with the ability to gain credibility and respect across the organisation Excellent organisational skills, attention to detail, and ability to prioritise work Sound working knowledge of Windows based packages, including Word, Excel, HR databases, electronic mail, and the internet. Desirable Experience of working in the regulatory, not for profit or public sectors In depth experience of managing employee relations processes including discipline, grievances, capabilities, etc. 6
