Job Description Title: Senior Human Resources Administrator Contract: Fixed-Term Due to an increased workload in the HR Department Start Date: 06 October 2014 End Date: 31 August 2015 Grade: NJC Grade D Salary: 10,705-12,240 (actual salary per annum) Hours: Ideally 8am 1pm/9am 2pm for 5 days per week but possibility of flexibility or 4 days per week for suitable candidate For 42 weeks of the year (Term time, 5 non-pupil days and 15 days during holiday periods) Reporting to: Human Resources Manager Introduction to the Post Exmouth Community College s mission is to provide a positive, enjoyable and structured approach to learning, where success is rewarded and students individual aptitudes are given the chance to develop. We are instrumental in creating the conditions and opportunities to allow staff and the College to deliver outstanding teaching and learning to our students. We have approximately 350 members of staff, consequently creating a busy and varied HR workload, providing an excellent opportunity to undertake all aspects of the HR function within a large educational organisation. Due to an increased workload within the HR Team, we are now looking to appoint an exceptional Senior Human Resources Administrator to assist the HR Department in offering an outstanding, timely and innovative HR advisory, guidance and support service to the College. You will be responsible for all aspects of recruitment and new staff processes/inductions and assist with complex employment issues. All staff within the HR Team are expected to operate in a unified and flexible manner to ensure delivery of the full range of tasks in an efficient and effective way. You will ideally have experience working within HR or undertaking recruitment, and a working knowledge of any relevant employment legislation. Strong communication and team working skills are key in the successful execution of this role. Major Responsibilities Contributing to the delivery of an outstanding and cost effective HR advisory, guidance and support service Responsibility for all aspects of recruitment and new staff processes/inductions and ensuring the processes are robust Assisting in complex employment issues, whilst ensuring adherence to employment legislation Key Duties Contributing to the delivery of an outstanding and cost effective HR advisory, guidance and support service Having an appropriate awareness and understanding of the College policies and procedures and actively ensuring these are put into practice/adhered to Providing support and guidance to all staff on general human resource issues Effectively liaising, as required, with colleagues, solicitors, external agencies and contractors including DCC, Teachers Pensions, Local Government Pension Scheme, DWP, Benefits Agency, HMRC, Schools, Colleges and Local Authorities. Assisting with the production of documentation such as annual teachers salary statements, payroll and pension forms etc, updating of the Single Central Record and preparation of information, such as spreadsheets for the Teachers Pension End of Year Certificate, as and when required Assisting with the Appraisal programme by sending reminders, logging completed documentation etc Assisting with the annual School Workforce Census and other statutory returns Providing up to date information and statistics to SLT, Governors, HoD, Team Leaders, TLR holders and others as and when required Supporting the maintenance of the computerised personnel data system using the SIMS database, standard spreadsheet and word processing packages Maintaining the accuracy of confidential staff records and ensuring that staff records are stored appropriately Ensuring confidentiality at all times, only releasing confidential information to those acting in an official capacity, in line with the Freedom of Information Act and Data Protection Act Maintaining lone working central record, reviewing lone working risk assessments and drawing the HR Manager s attention to any areas of concern, sending annual reminders and chasing outstanding assessments Assisting the HR Manager as required Recruitment Drafting accurate job packs where necessary and amending existing job packs to fit the role Advertising posts in a timely manner and creating advertising campaigns appropriate to the roles Ensuring the image and reputation of the College is maintained in all recruitment materials Maintaining the recruitment inbox Liaising with relevant HoD/Team Leaders, SLT link and PA to Governors to arrange the interview process including the date for the interview, which Governor will be present, interview schedule and making any necessary bookings e.g. lunches/rooms
Drafting interview questions where necessary Ensuring one member of interview panel has undertaken Safer Recruitment Training Checking all applications as they arrive and confirming receipt of the same Compiling an application log sheet and short-listing form relevant to the role Distribution of application packs Requesting s Timely preparation of the interview packs Advising candidates of the outcome of interview and providing feedback where appropriate Retaining recruitment paperwork in line with legislative requirements New Staff Assisting with the production of offer letter and statement of particulars in an accurate, efficient and timely manner Requesting any further s where required Undertaking all necessary pre-employment and safeguarding checks, including the DBS application Inputting relevant employee information into SIMs Organising and/or assisting with the organisation of the induction process Ensuring the induction process is undertaken for all staff Monitoring the probation process and sending out reminders Assisting with NQT processes and administering relevant documentation Assisting in complex employment issues, whilst ensuring adherence to employment legislation Taking detailed notes/minutes during informal and formal meetings Assisting with the production of relevant documentation and monitoring applicable processes where requested General Deputising for colleagues as necessary Other duties commensurate with the grading of the post, as may be required
Person Specification Attributes Essential Desirable Assessment Qualifications: 5 GCSE s including English and Maths at Grade B or above (or equivalent evidence of a consistent pattern of learning from education, training and experience) Human Resources qualification Experience: Working effectively within an administrative setting and managing own workload Use of databases and data inputting Use of Excel and creation of spreadsheets including the use of formula Working effectively within a HR setting or dealing with staffing issues within a large organisation A broad-based knowledge and understanding of personnel/hr issues and knowledge of employment law Use of SIMs (Training will be provided) Knowledge and Skills : Excellent written and oral communication skills with internal and external people at all levels High level of ICT skills, particularly in the use of MS Office packages Ability to deal with enquiries in a professional and sensitive manner Awareness of data protection and confidentiality Ability to prioritise own workload and work to deadlines Ability to maintain standards under pressure Capacity to take responsibility and show initiative Exceptional organisational skills and accuracy Excellent team working skills Good research and resourcing skills Ability to understand and manage numerate data to produce statistics for senior management and line managers Personal Qualities: Commitment to high standards Adaptable, flexible and creative Enthusiastic Discreet, confidential and professional manner Commitment to regular and on-going professional development Ability to demonstrate and promote good practice in line with the ethos of the College Understanding and recognition of the principles of equality and diversity Commitment to the safeguarding and welfare of all students Physical ability to carry out the duties of the post with reasonable adjustment where necessary interview; observation; interview; observation; interview; observation;
