CHIEF PROCUREMENT OFFICER, JOB GROUP MR/14 (1 POSITION) Position Description: - The holder of this position will report to the Director, KEMRI/CEO. The primary role of this position is to develop, implement and maintain procurement strategies that delivers cost efficiency, satisfies the Institute s procurement needs in a timely manner while adhering to the laid down Public procurement laws and regulations. Duties and Responsibilities:- Advise the management and all staff on adherence to the Public Procurement laws and regulations that guide public procurement Ensure the formulation, implementation, control and monitoring of the procurement policies and procedures in the Institute. Develop and implement cost effective procurement strategies to ensure that they add value and meet the Institute s objectives. Ensure the development of appropriate supply chain management accountability structures for effective and efficient procurement of goods, services and works; Coordinating preparation of procurement plans in accordance with the budget process; Spearheading the review of tender and contract documents, requests for proposals and advise user departments in preparation of procurement specifications for various goods, works and services. Ensuring development and implementation of cost effective disposal policies and procedures for disposal of inventory and other assets; Facilitate implementation of Government e-procurement in the Institute and ensure that procurement management staff and users are adequately trained on the same. Undertake supplier rationalization, development and performance rating to ensure on time deliveries, quality assurance and customer satisfaction as well as maintaining and updating supplier data base; 2

SENIOR PRINCIPAL LEGAL OFFICER - JOB GROUP MR/13 (1 POSITION) Position Description:- The holder of this position will report to the Institute s Corporation Secretary/Head Legal. The primary role of this position is to offer legal support to the Institute s research arm, in management of research contracts and agreements by ensuring that all relevant laws are adhered to as the Institute engages its partners both locally and internationally. The holder will also be expected to offer support in drafting of other contracts and legal documents besides, representing the Institute s interests in court matters. Duties and Responsibilities:- Reviewing and drafting contracts, agreements and internal policies and ensuring that they are in compliance with all statutory or legal requirements: Developing legal documents/instruments; Preparing legal opinions to the management; Coordinating stakeholders consultations; Providing legal risk review and legal advice; 3

(a) Providing and interpreting legal documents, conduct training and disseminating appropriate legal requirements; Participating in policy development for the Institute; Coordinating external legal mandates to investigate and resolve potential legal issues with regard to financial instruments issued by donors; Steering the development and ensuring compliance with KEMRI s collaboration and partnership policy framework.; Interpreting interdisciplinary linkages and collaborations among KEMRI partners; Assessing and reporting of progress against strategic goals and operational plans. Liaising external lawyers in representation of the Institute in court matters; Coordinating legal and governance audits; and Any other duty that may be assigned by the Corporation Secretary from time to time. The primary role of this position is to ensure the smooth running of the office of the Corporation Secretary. Duties and Responsibilities:- Represents the Corporation Secretary by communicating and obtaining information and following-up on delegated assignments; 4

Completing legal tasks delegated to them by the Corporation Secretary/Head Legal, such as preparing legal documents, Board papers; Operating office equipment; Attending to visitors/clients; Handling telephone calls; Booking rooms and conference facilities; Handling logistics before and after Board matters; Coordinating scheduled meetings and appointments; Coordinating travel arrangements; Ensuring security of office records, equipment and documents, including classified materials; Ensuring security, integrity and confidentiality of data; Establishing and monitoring procedures for record keeping of correspondence and file movements; maintaining an up to date filing system in the office; Maintaining the Institute s signed contracts register; Keeping stakeholders informed of contract progress; Preparing responses to routine correspondence; Managing office protocol and etiquette. Requirements for Appointment (i) Diploma in Secretarial Studies from the Kenya National Examinations Council; OR Business Education Single and Group Certificates (BES & GC) Stages I, II and III from the Kenya National Examinations Council in the following subjects: (a) Shorthand III (minimum 120 w.p.m.); (b) Typewriting III(50 w.p.m.)/computerized Document Processing III; (c) Business English III/Communications II; (d) Commerce II; (e) Office Practice II; (f) Office Management III/Office Administration and Management III (ii) (iii) (iv) of five (5) years post qualification experience in legal office procedures in a busy legal firm, corporate legal offices or Company Secretary offices. INTERNAL AUDITOR II JOB GROUP MR/9 - (3 POSITIONS) Position Description: Reporting to the Head of Internal Audit, the successful candidate will be responsible for providing independent and objective assurance, as well as consulting service to add value and improve the Institute operations. Duties and Responsibilities:- Review the adequacy and effectiveness of internal controls systems and make recommendations on areas requiring improvement. Plan and execute assigned audit engagements on systems and processes in accordance with auditing standards. Prepare audit reports on engagement findings highlighting issues & potential risk with recommendations. Assist/ participate in the preparation of annual audit plan. Confirming compliance with statutes, regulations and government guidelines. Identifying risks in the institute s management structures, processes and systems and recommend appropriate initiatives to mitigate the risks. Perform special assignments as requested by audit management from time to time. Requirements for Appointment:- (i) (ii) (iii) (iv) (v) (vi) Bachelor s degree in Accounting, Finance or other relevant degree from recognized University; CPA part II or its equivalent from a recognised institution; Certified Public Accountant (CPAK, ACCA or any other internationally recognized professional audit qualification); of 3 years experience undertaking internal audit roles in a reputable organization; Knowledge of accounting packages pastel and use of ERP system will be an added advantage; and Must be a team player with good interpersonal, communication, report writing and presentation skills and be a person of high integrity. The primary role of this position is to increase the Institute s visibility by designing officially accepted artwork. Duties and Responsibilities: Creating designs, concepts and layouts of KEMRI publications. Ensuring the design solutions have a high visual impact. Developing graphics and layouts for product illustrations and the website. Editing of photographs and maintaining archive of images, photos and all previous work products Formulating infomercials to portray the Institute s products. Drawing and printing charts, graphs, illustrations and other art-work pages ready for printing. Reviewing of final layouts in order to produce accurate and high-quality design work. Developing interactive web designs like interactive pdf, swf and html files for web upload. Requirements for Appointment: Bachelor s Degree in communication graphics and advertising or a related field; Possess expert understanding of multimedia design and experience building files for both print and digital media; Demonstrate a clear understanding of type and how it works best with graphics; Knowledge of printing techniques and photography; Understanding of current trends and styles in graphic design; Knowledge of printing techniques and photography; Strong organization skills and attention to detail; of two years experience. Duties and Responsibilities 7

Participating in sourcing, supplier evaluation/rating, inviting offers, negotiations and contracting; Participating in compiling and evaluation of Tenders; Drafting communication of outcomes of procurement evaluations and service delivery; Drafting of procurement and disposal, programmes, plans, strategies and budgets; Inspecting utilization and stock of supplies; Providing support to end users on procurement guidelines; Reviewing of tender and contract documents; Reviewing preparation of technical specifications; Reviewing of tender and contract documents before approval; Certifying invoices and payment vouchers to suppliers; Undertaking research to support procurement decisions; Implementation of procurement plans and processing requisitions; Verifing payment documents for goods and services delivered to the Institute by suppliers. Requirements for Appointment:- Bachelor s degree in any of the following; Supply Chain Management, Commerce (Supplies Management option), Procurement or any other equivalent and relevant qualification from a recognized institution; Membership to Kenya Institute of Supplies Management; Working knowledge of Public Procurement and Disposal Act and its regulations; of three (3) years experience in Supply Chain Management in a large organization; Certificate in computer application skills from a recognized institution. MONITORING AND EVALUATION OFFICER II, JOB GROUP MR/9 (2 POSITIONS) Position Description: The Primary role of this position is to participate in the development and implementation of Monitoring and evaluation activities for Research Programmes in the Institute. Duties and Responsibilities Participating in development of appropriate indicators for monitoring and evaluating Institutional performance; Implementing, monitoring and evaluation activities and programmes; Collecting and compiling data on performance indicators and targets for analysis 8

and report writing; Studying implemented projects and drawing practical experiences for future use in planning and designing of similar projects; Collecting and collating performance contracts reports; Making follow-up on progress of various programmes, projects, and proposals with relevant departments; Preparing periodic progress reports on research and development projects and programmes; and Documenting key issues and lessons learned for research. Requirements for Appointment For appointment to this grade, a candidate must have: Bachelors degree in any of the following fields: Biological Sciences; Strategic Management or any other relevant and equivalent qualification from a recognized Institution; of three (3) years experience in Research Project management; and Certificate in computer application skills from a recognized institution. Duties and Responsibilities Preparing books of accounts; Carry out daily and weekly bank reconciliation; Maintain contract ledger for various contract works; Maintain cash book and generates financial reports; Prepare financial requests, processes payment vouchers, invoices and cheques; Assists cashier in making authorized petty cash payments; Assists cashier in banking and making withdrawal of funds.
